Public Hearing opened at 6:51 p.m. David Kesting spoke to the need for a traffic calming study on Washington Avenue. Shawn Ellis shared the need for a traffic calming study on Washington Avenue and for developing a more understandable traffic calming process. Eli Kesting voiced their safety concerns with the traffic troubles on Washington Avenue. City of Sunnyvale Page 1 City Council Meeting Minutes June 18, 2024 Marloleine De Waal spoke to traffic safety concerns on Washington Avenue, Evelyn Avenue and Mary Avenue. Bryce Beagle voiced their support for revising the traffic calming program. Mei-Ling Shek inquired about the traffic calming study in the Panama Park neighborhood and if it could be escalated. Kristen Kurimoto shared their desire for improved communication of the traffic calming program and quick-build project notifications. Geeta shared their traffic and safety concerns at the Central Avenue and E. Olive Avenue intersection. City of Sunnyvale Page 2 City Council Meeting Minutes June 18, 2024 Martin Pyne, Political Director, Sunnyvale Democratic Club, announced the Club is hosting endorsement interviews for Sunnyvale City Council and Mayoral elections. Shilpa B shared their concerns with recent robbery incidents and how Public Safety responds to such incidents. Sreeja Pavuluri, Government Affairs and Policy Associate, Tarana Wireless, announced the 4th annual Stars and Stripes Community Run and Walk. City of Sunnyvale Page 4 City Council Meeting Minutes June 18, 2024 1.K 24-0625 Award of Consultant Services Agreement in the Amount of $2,422,269 to Alta Planning + Design, Inc. for the East Channel Trail Study (F24-054) and Find that the Action is Exempt from the California Environmental Quality Act (CEQA) Pursuant to CEQA Guidelines Section 15262 Take the following actions: - Award a Consultant Services Agreement in substantially the same form as Attachment 2 to the report in an amount not-to-exceed $2,422,269 to Alta Planning + Design, Inc. of Portland, OR; - Approve a 10% contingency in the amount of $242,227; - Authorize the City Manager to execute the contract when all necessary conditions have been met; and - Find the Project exempt from the California Environmental Quality Act (CEQA) pursuant to Guidelines Section 15262. 1.L 24-0693 Authorize the City Manager to Apply for a Discretionary Wastewater Discharge Permit from East Bay Municipal Utility District (EBMUD) for the Disposal of Source-Separated Residential and Commercial Organic Waste from the Sunnyvale SMaRT Station® in the Amount of $470,000 Authorize the City Manager to apply for a Discretionary Wastewater Discharge Permit in the amount of $470,000 with East Bay Municipal Utility District (EBMUD) for the disposal of source-separated residential and commercial organic waste from the Sunnyvale SMaRT Station® and authorize the City Manager to renew this permit for five additional one-year periods subject to available budget and as long as service and pricing remain acceptable. 1.M 24-0578 Authorize the City Manager to Sign the Memorandum of Understanding Between the Santa Clara County Recycling and Waste Reduction Technical Advisory Committee (TAC) Member Jurisdictions Establishing Ongoing Management and Operation of the Edible Food Recovery Program to Comply with the Requirements of Senate Bill 1383 (California’s Short-Lived Climate Pollutant Reduction Strategy) Authorize the City Manager to sign the Memorandum of Understanding between the Santa Clara County Recycling and Waste Reduction Technical Advisory Committee (TAC) member jurisdictions establishing ongoing management and operation of the edible food recovery program to comply with the requirements of Senate Bill 1383 (California’s Short-Lived Climate Pollutant Reduction Strategy). Public Hearing opened at 8:37 p.m. Larry Alba provided a presentation in opposition to the City putting forward a new main library bond ballot measure. Philip Alba continued the presentation. Basem voiced their concerns with the increase in property taxes associated with the proposed new main library bond ballot measure. Ray Johnson spoke in opposition to a new main library bond ballot measure. City of Sunnyvale Page 9 City Council Meeting Minutes June 18, 2024 Cynthia Johnson communicated their opposition to a new main library bond ballot measure. Public Hearing closed at 8:46 p.m. MOTION: Councilmember Melton moved and Councilmember Mehlinger seconded the motion to approve Alternative 1: Adopt a Resolution determining that the public interest and necessity demand the acquisition, construction and improvement of municipal improvement projects constituting public infrastructure of the City, and their financing through the issuance of general obligation bonds; and introduce an Ordinance ordering the submission of a proposition incurring bonded indebtedness to the qualified voters of the City of Sunnyvale at the General Municipal Election to be held on November 5, 2024, for the purpose of financing the cost of the acquisition, construction and improvement of certain municipal improvement projects constituting public infrastructure of the City. Vice Mayor Srinivasan reported their attendance at the National League of Cities Summer Board and Leadership meeting. Mayor Klein reported on a recent Silicon Valley Clean Energy Board of Directors meeting. City of Sunnyvale Page 10 City Council Meeting Minutes June 18, 2024 NON-AGENDA ITEMS & COMMENTS -Council Councilmember Mehlinger inquired if the City has been in communication with the Sunnyvale School District in regard to the Kids Learning After School (KLAS) Program. Councilmember Mehlinger inquired about the recently installed tuff curb’s and if they can be modified for bicyclist access. MOTION: Councilmember Mehlinger moved and Mayor Klein seconded the motion to agendize a study session to discuss how Sunnyvale is partnering with regional partners to combat retail and vehicle theft.
