Glen Hendricks spoke in recognition of the retirement of Public Safety Chief Ngo.
Carl Guardino, Vice President of Global Government Affairs, Tarana Wireless,
announced the upcoming Stars and Strides Community Run.
City Councilmembers offered their appreciation and well wishes to Public Safety
Chief Ngo on their retirement and years of public service.
City Council took a recess at 7:51 p.m. and returned at 7:55 p.m. with all
Councilmembers present.

Shelter Service
Take the following actions:
- Approve the issuance of a one (1) year Purchase Agreement in the amount of
$416,902 with Santa Clara County;
- Authorize the City Manager to execute the Purchase Agreement when all
necessary conditions have been met; and
- Authorize the City Manager to amend the contract and increase the compensation
up to budgeted amounts if pricing remains favorable to the City.
1.E 25-0515 Award of Contract to Silicon Valley Paving, Inc. in the Amount
of $389,760 for Park Tennis Court Reconstruction at
Sunnyvale Middle School, Approval of a 10% Contingency in
the Amount of $38,976 and Finding of California Environmental
Quality Act (CEQA) Categorical Exemption pursuant to CEQA
Guidelines Sections 15301, 15302, 15304 (PW25-01)
Take the following actions:
- Award a contract in substantially the same form as Attachment 2 to the report in
the amount of $389,760 to Silicon Valley Paving, Inc.;
- Approve a 10% contingency in the amount of $38,976;
- Make a finding of categorical exemption from the California Environmental Quality
Act (CEQA) pursuant to CEQA Guidelines Sections 15301, 150302, 15304; and
- Authorize the City Manager or designee to execute the agreement when all
conditions are met.

Municipal Code Section 6.05.010 Related to Imposing an
Affirmative Duty to Impound Healthy Stray Cats
Senior Management Analyst Peter Hoang provided the staff report and
presentation.
Public Hearing opened at 8:57 p.m.
Vanessa Forney, Bay Area Cats, shared their concerns with suspending
enforcement of the affirmative duty to impound healthy stray cats and requested to
partner with Sunnyvale to fulfill these needs.
Kruti S., Bay Area Cats, voiced their concerns with suspending enforcement of the
affirmative duty to impound healthy stray cats and requested to partner with
Sunnyvale to fulfill these needs.
Public Hearing closed at 9:07 p.m.
MOTION: Councilmember Mehlinger moved and Vice Mayor Sell seconded the
motion to:
1. Approve Alternative 1: Adopt a Resolution to suspend enforcement of Sunnyvale
Municipal Code Section 6.05.010 related to impoundment of healthy, stray cats; and
2. Direct staff to return to City Council with a study session on Sunnyvale Animal
Control services by the end of 2025.
The motion carried with the following vote:

MOTION: Councilmember Mehlinger moved and Vice Mayor Sell seconded the
motion to approve Alternative 1: Approve the Council Strategic Framework and July
2025-June 2027 Council Strategic Priorities (Attachment 2), and receive the
associated Workplan (Attachment 3); and direct Staff to reword Strategic Priority
No. 5 to better parallel the wording of Strategic Priorities Nos. 1 through 4.

Councilmember Srinivasan reported on a recent Valley Water Board meeting.

Mayor Klein reported on a recent trip to the new Silicon Valley Clean Energy site in
Hanford, California.

Councilmember Chang shared that Fremont High Robotics successfully competed
in the Robotics World Championship in Houston, TX.
Councilmember Le announced an upcoming Leadership Development Forum at the

showcase.
Mayor Klein announced they are hosting a town hall meeting with Assembly
Member Ahrens at the Charles Street annual plant sale.
