PUBLIC ANNOUNCEMENTS
Chair Stanek welcomed Donald Kirker, member of the public.
Mr. Kirker noted that he came to the meeting to find out more about the site known
as Mellow’s Nursery. He mentioned that he would like to see the house remain at
that location.
CONSENT CALENDAR
1 Draft Minutes of the Heritage Preservation Commission Meeting of April 1, 2015
Comm. Michitaka made a motion to approve the April 1, 2015 Draft Minutes with
minor modifications. Comm. Mouritsen seconded. Motion carried 5 1 1 with
Comm. Johnson abstaining and Vice Chair Squellati absent.

Mayor Griffith was in attendance to present the outgoing Commissioners with
their recognition certificates.
The Mayor commended the Commissioners for the time they spent volunteering
for the City and added that he hopes that they will join a Commission again in
the future when they are eligible.
Chair Stanek noted her 10 years of service to the Heritage Preservation
Commission and thanked the Commission and staff.
Comm. Johnson noted that he has served on a few commissions and said that
the Heritage Preservation Commission had been important to him. He
mentioned that he is looking forward to serving the City as a resident even
though he will not be on a Commission. He also noted that he would like the
official context statement on the history of Sunnyvale to be finalized.
3 15-0579 Review Planning Program Budget and Fees for FY
2015-16
The Heritage Commission provided comments regarding the Recommended FY
2015/2016 budget for the Planning Program.
Trudi Ryan, Planning Officer, presented the FY 2015-2016 budget information to
the Commission. Ms. Ryan mentioned that there are two primary types of
planning projects, Policy Studies and Current Projects (which include Resource
Allocation Permits and Heritage Landmark Permits). She discussed the budget
as it relates to Heritage Preservation Commission and noted that staff support to
the Heritage Preservation Commission is demand sensitive.
Regarding the supplemental information provided by staff, Comm. Johnson
asked staff why the Heritage Policy Report line has 0 Permits, but 261 hours.
Ms. Ryan explained that charge code is used by staff when attending and
working on the Heritage Preservation Commission items and is not only used
when Landmark Alteration and Resource Allocation Permits are reviewed.
Comm. Johnson said staff’s work in putting this supplemental information
together for the Heritage Preservation Commission is appreciated.
Comm. Dietrich asked staff to clarify Attachment 2 of the staff report. She asked
to explain the “Total Number of Public Hearing Permits.” Ms. Ryan explained
that those are the permits that require a public hearing, which may be a Zoning
Administrator Hearing, Heritage Preservation Commission Hearing, or a

Planning Commission Hearing.
Chair Stanek thanked staff for the more detailed clarification of the budget this
year. Comm. Johnson asked about the change in charge code numbers, citing
page 2, 3 and 4 of the report.
Ms. Ryan noted that due to the change to the Development Services Enterprise
Fund, the activities were given new charge codes but had the same titles. She
further explained some of the other differences in this year's report compared to
previous years.
Comm. Michitaka and Ms. Ryan discussed the schedule for preparation of the
budget every two years, and attempts to plan ahead based on future
development and the economy. She noted that the budget for Heritage related
items is demand related.
Comm. Michitaka noted the same concern as Comm. Johnson regarding how
the budget is reported.
Chair Stanek noted that the current Commission has not received any training
lately and mentioned that it had been helpful in the past. She suggested staff
use some of the funds that have been allocated for training to have someone
come speak to the Heritage Preservation Commission. Ms. Ryan noted that she
will work with Amber El-Hajj to plan training for the Commission for this fiscal
year and will invite Commissioners Stanek and Johnson to the meeting.
Chair Stanek asked whether the Commission should make a motion on the
budget for the City Council. Ms. Ryan said that it is the Commission's discretion
if they would like to make a motion or simply forward their comments regarding
the budget report.
ACTION:
Comm. Johnson made a motion to forward the Commissioner’s comments
through the meeting minutes to the City Council. Comm. Michitaka seconded.

Comm. Johnson mentioned that he spoke with Tom Izu who is with the California
History Center at DeAnza College regarding cultural diversity. He noted that the
Center has projects with oral histories from diverse cultures in Silicon Valley and
that Mr. Izu is interested in developing a more diversified history in the context
statement.
Comm. Johnson mentioned he is highly interested in obtaining more oral histories
from Japanese Americans from Sunnyvale.
Chair Stanek noted that the Library may be interested in such a project also. She
noted that she found an article with a photograph of the Kirkish family who had
lived in and maintained the home of a Japanese family while they lived in a
Japanese internment camp. She noted that she hasn’t found much information on
this topic but is interested in finding more.
Comm. Dietrich noted that information may be found in journals, as opposed in
published textbooks or mainstream media.
Chair Stanek thanked Councilmember Meyering for serving as the Council Liaison
to the Heritage Preservation Commission.
Comm. Dietrich asked staff if this Commission will be reviewing the Butcher’s
Property proposal.
Ms. Ryan noted that they might since there is a historic structure on the property;
however, it is not technically located in the City of Sunnyvale at this time so it is not
listed as a Sunnyvale Heritage Resource.

Comm. Johnson asked staff where he could find a summary of the 2015 study
issue rankings since he had been absent at the meeting where staff presented the
results. Staff showed him the results and how to find them online.

Chair Stanek noted that she sat on the subcommittee that created this Council
