Reason for Permit: A Landmark Alteration Permit is required for any exterior modification to buildings in the DSP-2 Local Landmark District. Project Planner: Momo Ishijima, (408) 730-7532, mishijima@sunnyvale.ca.gov Issues: Design Consistency with Murphy Avenue Design Guidelines Recommendation: Approve with conditions Gerri Caruso, Principal Planner, presented the staff report. She summarized the proposal from the staff report, noting the proposed project is for a Landmark Alteration Permit to allow exterior modifications to the existing Del Monte Building located at the southeast corner of South Murphy Avenue and East Evelyn Avenue. The exterior modifications include the replacement of all gridded windows to double hung windows, replacement of glass doors and transom windows on the front elevation (South Murphy Avenue) with bi-fold windows, replacement of all doors, and replacement of the awning from the storefront at the proposed “Il Postale” restaurant location (Suite 104) with goose-neck lights, and a sign area. She further noted that there are other awnings that are not included in this application and that the applicants would explain if they are asking for any changes with those awnings. Comm. Larsen noted that she has not seen a proposal for outdoor seating. Ms. Caruso responded that there is an adopted policy for outdoor seating, which the applicant may be allowed upon staff review. Chair Stanek opened the public hearing. Nick Gera, representative of the owners, noted that they are changing the windows and adding folding doors. He noted that the awnings on the Evelyn Avenue are not included in the proposal, and he would like to leave the decision to the Commission to either keep, change, or discard the awnings. He noted that the awnings were not City of Sunnyvale Page 2 Heritage Preservation Commission Meeting Minutes April 1, 2015 part of the original building. Comm. Larsen asked if the outdoor stairs were used to access the second floor, and if they were, then the awnings would be helpful. Mr. Gera noted that the rear entrance is primarily used to access the second floor, and the stairs is an alternative access. Chair Stanek clarified the location of the awnings, and if all the awnings would match. Mr. Gera responded in the affirmative. Chair Stanek asked if all the windows will be changed. Mr. Gera responded yes. Vice Chair Squellati asked if they are in agreement with the proposed colors. Mr. Gera responded yes, and he stated they are delighted with the project. Comm. Dietrich asked if the doors will match. Mr. Gera noted that all the doors will be changed to match. Vice Chair Squellati noted that he does not like the current doors. Mr. Gera noted that the proposal will give the building an old look, where the current doors are from the 1980s. Comm. Dietrich asked Mr. Gera about the banquet hall use. Mr. Gera stated that he is one of the operators of the banquet hall, and he noted that the banquet hall use has been dropping over the past 20 years, and this is one of the reasons that they are changing the use to office space. Comm. Michitaka asked where the goose neck lighting will be. Joe Antuzzi, owner of Il Postale, summarized the proposal for the first floor of the Del Monte Building, which will be the Il Postale restaurant. He noted the bi-fold doors will give it more of an open feel. City of Sunnyvale Page 3 Heritage Preservation Commission Meeting Minutes April 1, 2015 Comm. Dietrch asked Mr. Antuzzi what they would do if it rains. Mr. Antuzzi replied that the doors will be closed if needed. Vice Chair Squellati asked if the doors to the right of the building are part of the proposal. Mr. Gera said yes, and that the doors will be changed to match the rest of the new proposed doors. Chair Stanek closed the public hearing. Ms. Caruso noted that the current awnings were not part of the original building, although they have taken care of the awnings over the years as the building served as a banquet hall. She noted that the awnings on the first floor were not part of the proposal, however, she clarified with the applicant that they are okay to keep or discard the awnings, depending on how the Commission feels about them. Comm. Dietrich clarified staff's recommendations. Ms. Caruso clarified staff’s recommendations and noted the alternative. She also noted that Attachment 3 of the report includes the recommended Conditions of Approval. Chair Stanek clarified that the Commission may add a condition regarding the awnings that was not part of the proposal. Vice Chair Squellati clarified the Conditions of Approval with staff. Comm. Dietrich moved adoption of Alternative 1, with a modified Condition of Approval to remove the awnings. Vice Chair Squellati seconded. Comm. Larsen noted that she is aware that the awnings were not part of the original architecture, but also noted concern that they may serve the customer from protection from the weather. She asked staff for the clarification of the location of the awnings to be removed as part of the the additional condition of approval. Ms. Caruso clarified the awning location is from the north elevation plans, noting the stairs on the building side that faces Evelyn Avenue. City of Sunnyvale Page 4 Heritage Preservation Commission Meeting Minutes April 1, 2015 Vice Chair Squellati is in agreement to remove the awnings, unless the owner wants to keep them. Ms. Caruso confirmed the motion, which is for Alternative 1 of the staff report with a modified condition to remove the awnings on the 2nd floor on the north elevation. Motion carried 6-0-1. Alternative 1. Approve the Landmark Alteration Permit with recommended Conditions in Attachment 3; with an additional conditon to remove the awnings on the north elevation. Dietrich noted that the Heritage Park Museum is holding spring teas and a garage sale. Chair Stanek noted community events at the Heritage Park Museum could be found on their website: www.heritageparkmuseum.com Comm. Dietrich noted that the City of Sunnyvale has sent out a survey regarding the civic center, which includes the library. Chair Stanek noted a public meeting regarding the civic center on April 25. Vice Chair Stanek noted the scoping meeting for Butcher's Corner. Chair Stanek noted that next month is a regular meeting, and tonight's meeting is considered a special meeting. Councilmember Meyering noted that he is open to any input or suggestions on how City Council can be of any service.
