ORAL COMMUNICATIONS None. CONSENT CALENDAR 17-1037 Approve the Draft Heritage Preservation Commission Meeting Minutes of August 4, 2017 Comm. Hopkins motioned to approve the Draft Heritage Preservation Commission Meeting Minutes of August 4, 2017 as corrected. Comm. Holthaus seconded. Motion carried as follows: City of Sunnyvale Page 1 Heritage Preservation Commission Meeting Minutes - Final November 1, 2017 Yes: 6 - Chair Dietrich Vice Chair Hopkins Commissioner Holthaus Commissioner Larsen Commissioner Mouritsen Commissioner Valenzuela No: 0 Absent: 1 - Commissioner Michitaka PUBLIC HEARINGS/GENERAL BUSINESS 17-0874 Review Civic Center Master Plan Concepts and Provide Feedback on Project Alternatives Interim City Manager Kent Steffens presented the Civic Center Modernization Plan with Mark Roddy, architect with Smith Group JJR. He noted that the Commission is to provide input and not to make any decisions tonight. The plan has been presented to each of the Boards and Commissions, and a community workshop was held on October 12, 2017. He noted that City Council will consider and select a preferred Master Plan alternative at the Nov. 7, 2017 Council meeting. Chair Dietrich asked if any members of the public had questions. Deborah Marks, Sunnyvale Urban Forest Advocates, asked about the trees and open space for each alternative. Mr. Roddy noted that there are 900 trees within the Civic Center, and that over half are considered protected trees. He noted that the trees are important to the development. He said that the trees were analyzed, and the proposed buildings have been designated to preserve the protected trees. Comm. Larsen asked if the conceptual plan in the slide presentation is the finished design of the City Hall building in Option 1. Mr. Roddy replied that the buildings are only conceptual plans. Comm. Hopkins asked about the electric vehicle parking and about the trees within the open space. Mr. Steffens replied that staff have not gone that far into planning electric vehicle parking spaces. Chair Dietrich noted to use minimal usage of cement in both options and that parking spaces should not be decreased. She also noted that the garages are too far from the Library, City Hall, and Public Safety buildings. Comm. Valenzuela asked if there is green space on the roof. Mr. Roddy clarified that only Option 2 has somewhat of a green roof over the Council Chambers. Comm. Holthaus preferred the layout in Option 2; however, preferred the use of wood within the design of Option 1. Catherine Lin, resident, asked if there will be bike paths to and from the Civic Center from the surrounding neighborhoods. Mr. Steffens replied that the CIty's Master Bike Plan will be updated in 2018. 17-0994 File #: 2017-7701 Location: 316 Morse Avenue (APN: 204-040-025) Zoning: R-2 Proposed Project: RESOURCE ALLOCATION PERMIT to consider the historic significance of a single-family home which is listed as part of the Sunnyvale Heritage Resources Inventory. Applicant / Owner: Catherine Liu (applicant) / Xiangyang Yao (owner) Environmental Review: Environmental review will be conducted as required by California Environmental Quality Act provisions and City Guidelines upon determination of significance by the Heritage Preservation Commission. Ryan Kuchenig, Senior Planner, presented the staff report. Chair Dietrich asked if there are other homes on the street that are on the Heritage Resource List. She then clarified with staff that the proposal to this application is to decide to either keep or remove the home from the Heritage Resource List. She asked if the owner is planning on developing a duplex. Chair Dietrich opened the public hearing. Kara Brunzell, architectural historian with the applicant, noted that she is a preservationist and normally does not recommend historical homes to be removed from heritage lists. After studying this home, she concluded that the historical City of Sunnyvale Page 3 Heritage Preservation Commission Meeting Minutes - Final November 1, 2017 integrity is lacking, as many features have changed since the original construction. Comm. Larsen asked the owner if she was aware of the home being on the Heritage Resource List at the time she purchased the home. Ms. Catherine Liu said she was only aware of the Heritage Resource listing after she purchased the home and visited the Community Development to discuss tenant improvements. Chair Dietrich closed the public hearing. Chair Dietrich is in favor of removing the home from the Sunnyvale Heritage Resource List. Comm. Larsen moved and Comm. Mouritsen seconded the motion for Alternative 2 - Determine that the single-family home does not have local historic significance.
