CALL TO ORDER
Chair Dietrich called the meeting to order.

1.A 17-1123 Approve the Heritage Preservation Commission Meeting Minutes of
November 1, 2017
Chair Dietrich provided a minor modification on page 4.
Vice Chair Hopkins moved and Comm. Larsen seconded to approve the draft
minutes, as amended.

PUBLIC HEARINGS/GENERAL BUSINESS
2. 17-1126 Annual Review of the Code of Ethics and Conduct for Elected and
Appointed Officials
Comm. Mouritsen commended the code of ethics.
3. 17-1125 Selection and Ranking of Potential Study Issues for 2018
Mr. Kuchenig updated the Commission of the Council date for the rankings. He
summarized the two study issues for this Commission to rank or drop and provided
some background.
Chair Dietrich asked about the Libby’s Cannery Landmark. She stated that the
Heritage Resource List Inventory study should be prioritized over the plaque
program. She clarified with staff that the Heritage Resource List usually get updated
every 10 years and that the last time it was updated was in 2009. She then
recommended, along with Vice Chair Hopkins, that the Heritage Plaque Program
should be ranked first, since the Heritage Resource List is about due to be
reevaluated.
Vice Chair Hopkins discussed Eichler homes.
Comm. Larsen noted that the Heritage Resource Inventory may be more in scope of
the Commission.
Commissioners proceeded with a confidential vote and resulted as follows:
1. CDD 16-04 ”Plaque Program” (3 votes)

2. CDD 18-02 “Heritage Resource Inventory” (3 votes)
Mr. Kuchenig concluded that the vote resulted in a draw, with each study issue
having three votes.
4. 17-1127 Discussion and Adoption of Final 2018 Work Plan
Vice Chair Hopkins moved and Comm. Michitaka seconded to approve the 2018
Workplan.
