City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, May 24, 2017 7:00 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Evans called the meeting to order at 7:03 p.m. SALUTE TO THE FLAG Chair Evans led the salute to the flag. ROLL CALL Present: 6 - Chair Patti Evans Vice Chair Minjung Kwok Commissioner Diana Gilbert Commissioner Joshua Grossman Commissioner Avaninder Singh Commissioner Elinor Stetson Absent: 1 - Commissioner Ken Hiremath Commissioner Ken Hiremath (unexcused) Council Liaison Glenn Hendricks (present) PRESENTATION 17-0525 Recognition of Service Chair Evans welcomed and introduced Mayor Glenn Hendricks. Mayor Hendricks attended the meeting to present Commissioners Gilbert, Kwok and Hiremath with certificates of appreciation for their service on the commission during their current terms which expire on June 30. He also thanked all other commissioners for their service, and announced that Commissioners Gilbert, Kwok and Hiremath had all been reappointed to serve another term on the Housing and Human Services Commission. He answered some questions from the commissioners and invited them to enjoy the City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final May 24, 2017 Commission light refreshments that were provided. 17-0584 Introduction of Accessory Dwelling Unit Study Assistant Planner Shila Behzadiaria gave a brief verbal presentation on a study staff has begun to consider modifications to the development standards for Accessory Dwelling Units (ADUs). This study is part of the 2015-2023 Housing Element Implementation Plan (Program 15) which is scheduled to be completed by the end of 2017. ADUs, also known as granny units, are smaller units, often studios or one-bedrooms, that are separate from the primary residence but on the same lot, and sometimes part of the main structure of the home. ADUs can provide an affordable housing option for some people with relatively minimal impact to single-family neighborhoods. Ms. Behzadiaria noted that the study was begun in late 2016 due to the City's need to comply with new state legistation. Staff is developing a survey that is scheduled to be published in early June designed to gather input from the community regarding ADUs and their development standards. Two community outreach meetings on this study have been scheduled for June 13, at 11 a.m. and 6:30 p.m., in the City Hall West Conference Room. She noted that the study findings and alternatives will be brought back to the Commission for a formal public hearing and a recommendation during the July 26 meeting. ORAL COMMUNICATIONS None. CONSENT CALENDAR 1.A 17-0511 Approve the Housing and Human Services Commission Special Meeting Minutes of April 19, 2017 Chair Evans asked if anyone wanted to discuss the consent calendar. No one did. Chair Evans asked for a motion. MOTION: Commissioner Gilbert moved and Commissioner Singh seconded the motion to Approve the Housing and Human Services Commission Minutes of April 19, 2017 as submitted. City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final May 24, 2017 Commission The motion carried by the following vote: Yes: 5 - Chair Evans Vice Chair Kwok Commissioner Gilbert Commissioner Grossman Commissioner Singh No: 0 Absent: 1 - Commissioner Hiremath Abstain: 1 - Commissioner Stetson Commissioner Stetson abstained because she did not attend the April meeting. PUBLIC HEARINGS/GENERAL BUSINESS 2 17-0512 Review of Fiscal Year 2017/18 Recommended Budget Housing Officer Suzanne Isé gave an overview of the housing-related budget sections provided to the commissioners and answered their questions. After some discussion and clarification questions of staff, Chair Evans opened and closed the public hearing at 9:06 p.m. There were no members of the public present. Chair Evans asked for a motion. MOTION: Commissioner Stetson moved and Commissioner Grossman seconded the motion to recommend to Council that they revisit the Housing and Human Services Commission recommendation of funding to the Healthier Kids Foundation for its Vision First program and to MayView Community Clinic to enhance their provision of needed services to the community at large. Staff answered questions and commissioners discussed the topic. There was no motion or vote regarding any new study issues.
