City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, January 22, 2020 7:00 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Hiremath called the meeting to order at 7 p.m. SALUTE TO THE FLAG Chair Hiremath led the salute to the flag. ROLL CALL Present: 6 - Chair Ken Hiremath Commissioner Diana Gilbert Commissioner Joshua Grossman Commissioner Minjung Kwok Commissioner Linda Sell Commissioner Emily White Commissioner Emily White (arrived at 7:07 p.m.) Council Liaison Mason Fong (absent) ORAL COMMUNICATIONS None. CONSENT CALENDAR 1.A 20-0196 Approve the Housing and Human Services Commission Meeting Minutes of December, 18, 2019 Chair Hiremath asked for a motion to approve the Consent Calendar. MOTION: Commissioner Gilbert moved and Vice Chair Stetson seconded the motion to Approve the Housing and Human Services Commission Minutes of December 18, 2019 as submitted. The motion carried by the following vote: City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final January 22, 2020 Commission Yes: 6 - Chair Hiremath Stetson Commissioner Gilbert Commissioner Grossman Commissioner Kwok Commissioner Sell No: 0 Absent: 1 - Commissioner White PUBLIC HEARINGS/GENERAL BUSINESS 2 20-0107 Consider Conditional Funding Awards for $26 Million in Housing Mitigation Funds, Below Market Rate In-Lieu Funds, and Low Mod Income Housing Asset Funds for Development and/or Rehabilitation of Three Affordable Housing Developments. Housing Programs Analyst Leif Christiansen gave the staff report, and answered questions along with Housing Officer Jenny Carloni. The applicants gave brief presentations and answered questions from commissioners about the following proposals: ● Felix AuYeung, Director of Business Development at MidPen Housing Corporation Sonora Court Family Housing - Acquisition and predevelopment costs for affordable housing project at 1178 Sonora Court. ● Andrew Schorfhaar, Senior Project Manager at The Related Companies of California Block 15 - New construction of affordable housing project. ● Geoffrey Morgan, President and CEO, and José Lujano, Planning and Community Engagement Manager, at First Community Housing Orchard Gardens - Rehabilitation and expansion of existing affordable housing development at 245 W. Weddell Drive. Chair Hiremath opened the public hearing at 8:16 p.m. No speakers were present. Chair Hiremath closed the public hearing at 8:16 p.m. City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final January 22, 2020 Commission After discussion and additional clarification questions of staff, Chair Hiremath asked for a motion. MOTION: Commissioner Gilbert moved and Commissioner Grossman seconded the motion to approve Alternative 1: Recommend that Council award conditional funding commitments to the projects listed in Attachment 3 to the report. The motion carried by the following vote: Yes: 7 - Chair Hiremath Stetson Commissioner Gilbert Commissioner Grossman Commissioner Kwok Commissioner Sell Commissioner White No: 0 3 20-0242 Review and Rank Study Issues Housing Officer Jenny Carloni provided an overview of each of the study issues and staff recommendations, as well as a review of the ranking process. After some clarifying questions of staff, Chair Hiremath opened the public hearing at 8:33 p.m. No speakers present. Chair Hiremath closed the public hearing at 8:33 p.m. Chair Hiremath proceeded to discuss one study issue at a time to first determine if they should be dropped or deferred. There was no motion to drop any of the study issues. Chair Hiremath asked if there was a motion to defer any of the study issues. MOTION: Commissioner Grossman moved and Commissioner Gilbert seconded the motion to defer Study Issue CDD 19-11: Promote Workforce Housing Opportunities for City Employees and Sunnyvale School Teachers. The motion carried by the following vote: Yes: 7 - Chair Hiremath Stetson Commissioner Gilbert Commissioner Grossman Commissioner Kwok Commissioner Sell Commissioner White No: 0 MOTION: Chair Hiremath moved and Commissioner Grossman seconded the motion to accept the ranking of Study issue CDD 20-03: Consideration of a Local Hire Ordinance for Development Projects on City-owned Land as no. 1. The motion carried by the following vote: Yes: 7 - Chair Hiremath Stetson Commissioner Gilbert Commissioner Grossman Commissioner Kwok Commissioner Sell Commissioner White No: 0 City of Sunnyvale Page 4 Housing and Human Services Meeting Minutes - Final January 22, 2020 Commission Commissioner Grossman volunteered to attend the Study Issues and Budget Issues Workshop next month. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 20-0245 Housing and Human Services Commission Proposed Study Issues, Calendar Year: 2021 None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Grossman thank the rest of the commissioners for their support of study issue CDD 20-03 which he proposed. Chair Hiremath thanked commissioner Linda Sell for joing the Housing and Human Services Commission. -Staff Comments Officer Carloni highlighted that CDBG/HOME funding recommendations and an updated Consolidated Plan were in the works to be reviewed by the Commission in the upcoming months.
