City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, May 26, 2021 7:00 PM Telepresence Meeting: Web Stream TELECONFERENCE PRESENCE CALL TO ORDER Chair Hiremath called the meeting to order at 7:01 p.m. ROLL CALL Present: 6 - Chair Ken Hiremath Vice Chair Elinor Stetson Commissioner Diana Gilbert Commissioner Minjung Kwok Commissioner Linda Sell Commissioner Emily White Council Liaison Gustav Larsson (present) ORAL COMMUNICATIONS Justin Singh, homeless advocate, spoke in favor of providing more resources to assist the homeless and shared as an example the work that LifeMoves is doing in Mountain View. He encouraged Sunnyvale to replicate that campaign and advocated for better solutions to homelessness. Amy Wright, Sunnyvale resident and LifeMoves representative, spoke about the Mountain View housing community that opened recently under Project Homekey and offered to provide more information to anyone interested in learning more. CONSENT CALENDAR 1.A 21-0604 Approve the Housing and Human Services Commission Meeting Minutes of April 14, 2021 Chair Hiremath asked if any member of the public wanted to speak about the consent calendar. No speakers City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final May 26, 2021 Commission Chair Hiremath asked if anyone wanted to discuss, or had a motion on the consent calendar. MOTION: Commissioner Kwok moved and Vice Chair Stetson seconded the motion to Approve the Housing and Human Services Commission Minutes of April 14, 2021 as submitted. The motion carried by the following vote: Yes: 6 - Chair Hiremath Vice Chair Stetson Commissioner Gilbert Commissioner Kwok Commissioner Sell Commissioner White No: 0 PUBLIC HEARINGS/GENERAL BUSINESS 2 21-0071 Recommendation to City Council to Introduce an Ordinance Amending Chapter 19.67 (Below Market Rate Ownership Housing) of the Sunnyvale Municipal Code to Modify the Inclusionary Housing Program. Affordable Housing Manager Ernie Defrenchi provided a presentation and answered commissioners' questions. Chair Hiremath opened and closed the public hearing at 7:34 p.m. No member of the public asked to speak. After some discussion and clarifying questions of staff, Chair Hiremath asked for a motion. MOTION: Commissioner Gilbert moved and Vice Chair Stetson seconded the motion to approve Alternative 1: Recommend that the City Council Introduce an ordinance to amend Chapter 19.67 ("Below Market Rate Ownership Housing") of Title 19 ("Zoning") of the Sunnyvale Municipal Code to modify Inclusionary Below Market Rate Ownership Housing Requirements (Attachment 3 to the report). After some questions of staff, Chair Hiremath opened and closed the public hearing at 7:52 p.m. No members of the public asked to speak. After a short discussion, Chair Hiremath asked for a motion. MOTION: Commissioner Gilbert moved and Vice Chair Stetson seconded the motion to Recommend to Council Alternative 1: Recommend that the City Council approve the Substantial Amendment to the 2020 Action Plan as shown in Attachment 3 of the staff report. The motion carried by the following vote: Yes: 6 - Chair Hiremath Vice Chair Stetson Commissioner Gilbert Commissioner Kwok Commissioner Sell Commissioner White No: 0 4 21-0603 Review of Fiscal Year 2021/22 Recommended Budget Housing Officer Jenny Carloni provided a quick review of the budget excerpt that the commissioners received in their packets. After some questions of staff, Chair Hiremath opened the public hearing at 8:18 p.m. City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final May 26, 2021 Commission Marie Bernard, Sunnyvale Community Services Executive Director, spoke briefly in support of the additional $65,000 in general funds for Human Services proposed by the Commission, as shown in Budget Supplement No.2. Chair Hiremath closed the public hearing at 8:21 p.m. The commissioners took no action on this item but agreed to, as part of their discussion, to submit a letter to City Council to support the additional General Funds proposed. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 21-0605 Housing and Human Services Commission Proposed Study Issues, Calendar Year: 2022 Staff indicated that currently there were no study issues to discuss, but that one was just submitted and staff will bring for discussion at the June meeting. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments -Staff Comments Staff shared that the Mayor, or his designee, will be attending the next commission meeting to recognize outgoing commissioners for their service.
