City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, January 26, 2022 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Chair Stetson called the meeting to order at 7 p.m. ROLL CALL Present: 6 - Chair Elinor Stetson Vice Chair Linda Sell Commissioner Ken Hiremath Commissioner Jim Davis Commissioner Scott Duncan Commissioner Leesa Riviere Council Liaison Vice Mayor Alysa Cisneros (absent) ORAL COMMUNICATIONS Coleen Hausler advocated for more services to assist homeless individuals in the City of Sunnyvale. She also encouraged the Commission to prioritize any study issues that helped the homeless by ranking them high. CONSENT CALENDAR Chair Stetson asked for a motion or discussion about any of the items on the Consent Calendar. MOTION: Vice Chair Sell moved and Commissioner Hiremath seconded the motion to approve the Consent Calendar. PUBLIC HEARINGS/GENERAL BUSINESS 2 22-0249 Review and Rank 2022 Study Issues Housing Officer Jenny Carloni gave an overview of the Study Issue Process and reviewed the four study issues that the Housing and Human Services is considering for ranking. Commissioners had some clarification questions of staff. Chair Stetson opened and closed the public hearing at 7:20 p.m. upon confirming that no member of the public wished to speak. After some discussion Chair Stetson asked for a motion. MOTION: Commissioner Duncan moved and Commissioner Davis seconded the motion to drop study issue CDD 22-01 Consider the Elimination of Single Family Zoning District. MOTION: Commissioner Davis moved and Commissioner Riviere seconded the motion to rank CDD 22-02 Establish a Safe RV Parking Program. The motion carried by the following vote: Yes: 6 - Chair Stetson Vice Chair Sell Commissioner Hiremath Commissioner Davis Commissioner Duncan Commissioner Riviere No: 0 After additional discussion the Commissioners agreed to rank the rest of the study issues too. The motion carried by the following vote: Yes: 6 - Chair Stetson Vice Chair Sell Commissioner Hiremath Commissioner Davis Commissioner Duncan Commissioner Riviere No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final January 26, 2022 Commission 22-0253 Consideration of Potential Study Issues Commissioner Davis suggested an increase from 15 percent to 20 percent in Below Market Rate (BMR) units for new housing developments and higher BMR-in-lieu fees to help meet affordable housing goals. 22-0254 Housing Element Update Housing Officer Carloni shared that there were two Zoom community outreach meetings scheduled in February, one in English and Spanish and one in English and Chinese. She also shared that registration for the workshops as well as online surveys were available on the Sunnyvale website. Lastly she noted that a draft Housing Element would be on the April agenda for the commission's review. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Hiremath shared that the El Camino Real Specific Plan is moving forward again. He noted that there has been no activity in the last couple of years and asked the commissioners if anyone else wanted to take his spot as liaison for this project. Vice Chair Sell recommended that Commissioner Hiremath stay on to provide continuity. Everyone agreed. Vice Chair Sell suggested to draft a letter in support of the Speaker Series Study Issue for Council. She also volunteered to represent the Commission at the Study Issues workshop. -Staff Comments Housing Officer Carloni noted that there is still a vacancy on the Housing and Human Services Commission and if they knew anyone that might want to apply.
