City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, March 23, 2022 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Chair Stetson called the meeting to order at 7 p.m. ROLL CALL Present: 6 - Chair Elinor Stetson Vice Chair Linda Sell Commissioner Ken Hiremath Commissioner Jim Davis Commissioner Scott Duncan Commissioner Leesa Riviere Council Liaison Vice Mayor Alysa Cisneros (absent) PRESENTATION 22-0423 PRESENTATION - Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) Funding Proposals The following agency representatives gave 3-minute presentations about the proposals for funding that they submitted and that will be considered during public hearing. - Sunnyvale Community Services (SCS) Executive Director Marie Bernard provided an overview of the services that SCS provides and their request for funding to install a back up generator. - Downtown Streets Team Director of Santa Clara County Greg Pensinger spoke about the WorkFirst Program and their funding request. - Ms. Bernard also spoke on behalf of SCS's proposal for Tenant-Based Rental Assistance administrator City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final March 23, 2022 Commission - Abode Senior Director of Housing Katie Fantin presented on Abodes services and their proposal for Tenant-Based Rental Assistance administrator. ORAL COMMUNICATIONS CONSENT CALENDAR 1.A 22-0413 Approve the Housing and Human Services Commission Special Meeting Minutes of January 26, 2022 Chair Stetson asked for discussion or a motion to approve the Consent Calendar. MOTION: Commissioner Duncan moved and Vice Chair Sell seconded the motion to Approve the Housing and Human Services Commission Minutes of January 26, 2022 as submitted. The motion carried by the following vote: Yes: 6 - Chair Stetson Vice Chair Sell Commissioner Hiremath Commissioner Davis Commissioner Duncan Commissioner Riviere No: 0 PUBLIC HEARINGS/GENERAL BUSINESS 2 22-0402 Evaluations and Funding Recommendations for FY 2022/23 Allocation of HOME Investment Partnership Program and Community Development Block Grant Funds. Housing Programs Analyst Leif Christiansen gave the staff report and answered questions. Chair Stetson opened and closed the public hearing at 8:28 p.m. upon confirming that no member of the public wished to speak. After a short discussion and additional questions of staff, Chair Stetson asked for a motion. MOTION: Vice Chair Sell moved and Commissioner Davis seconded the motion to approve Alternative 1: Recommend funding the CDBG capital project and HOME City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final March 23, 2022 Commission TBRA proposals in the amount shown in Attachment 2 to the report. The motion carried by the following vote: Yes: 6 - Chair Stetson Vice Chair Sell Commissioner Hiremath Commissioner Davis Commissioner Duncan Commissioner Riviere No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 22-0415 Proposed Study Issue for 2023: Inclusionary Update Housing Officer Jenny Carloni gave a short overview of the Study Issue paper for inclusionary updates submitted by Commissioner Davis. Commissioner Hiremath moved and Commissioner Duncan seconded the motion to add the proposed study issue to the list to be considered for endorsement. The motion carried by the following vote: Yes: 6 - Chair Stetson Vice Chair Sell Commissioner Hiremath Commissioner Davis Commissioner Duncan Commissioner Riviere No: 0 22-0417 Proposed Study Issue for 2023: Below Market Rate Fees Housing Officer Jenny Carloni gave a short overview of the Study Issue paper for Below Market Rate In-Lieu Fee Review submitted by Commissioner Davis. Commissioner Davis moved and Commissioner Hiremath seconded the motion to add the proposed study issue to the list to be considered for endorsement. STANDING ITEM: HOUSING ELEMENT UPDATE 22-0419 Housing Element Update Ms. Carloni reported that staff and the consultant are working on the final draft that will be available for review in early May. It will also come to this commission on May 26 and will go to Council in June. She also answered additional questions. Chair Stetson opened public hearing at 9:03 p.m. Kenneth Rosales Planning Senior Associate with SV@Home advocated for transparency and accessibility in the Housing Element's process, development and community outreach for best outcomes. Chair Stetson closed the public hearing at 9:05 p.m. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments -Staff Comments Officer Carloni thanked the commissioners that attended the Block 15 ground breaking celebration. She noted that there is still a vacancy in the HHSC and that two of them were eligible to apply to be reappointed in June for a new term. Staff also reminded the commissioners of the special meeting on April 20.
