City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, April 20, 2022 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Vice Chair Sell called the meeting to order at 7 p.m. ROLL CALL Present: 6 - Chair Elinor Stetson Vice Chair Linda Sell Commissioner Ken Hiremath Commissioner Jim Davis Commissioner Scott Duncan Commissioner Leesa Riviere Chair Stetson arrived shortly after 8 p.m. Council Liaison Vice Mayor Alysa Cisneros (present) PRESENTATION None. ORAL COMMUNICATIONS None. CONSENT CALENDAR 1.A 22-0511 Approve the Housing and Human Services Commission Meeting Minutes of March 23, 2022 Vice Chair Sell asked for discussion or a motion on the Consent Calendar. MOTION: Commissioner Riviere moved and Commissioner Duncan seconded the motion to Approve the Housing and Human Services Commission Minutes of March 23, 2022 as submitted. The motion carried by the following vote: City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final April 20, 2022 Commission Yes: 5 - Vice Chair Sell Commissioner Hiremath Commissioner Davis Commissioner Duncan Commissioner Riviere No: 0 Absent: 1 - Chair Stetson PUBLIC HEARINGS/GENERAL BUSINESS 2 22-0507 Draft El Camino Real Specific Plan (ECRSP) and Draft Environmental Impact Report (DEIR) Senior Planner Jeffrey Cucinotta provided the staff presentation. Director of Community Development Trudi Ryan and Principal Planner Amber Blizinski were present to answer questions from commissioners. Vice Chair Sell opened and closed the public hearing at 8:12 p.m. upon confirming that there were no members of the public wishing to speak. Commissioners asked questions and provided some feedback. 3 22-0292 Consider Approval of Draft 2022 Housing and Urban Development (HUD) Action Plan Housing Programs Analyst Leif Christiansen provided the staff report. There were no questions of staff on the report. Vice Chair Sell opened and closed the public hearing at 8:27 p.m. after confirming that there were no members of the public wishing to speak There was no additional discussion or questions. Vice Chair Sell called for a motion. MOTION: Chair Stetson moved and Commissioner Davis seconded the motion to approve Alternative 1: Recommend that the City Council approve the 2022 Action Plan as shown in Attachment 2 of the staff report. STANDING ITEM: HOUSING ELEMENT UPDATE 22-0509 Housing Element Update Housing Officer Jenny Carloni noted the following dates: - 5/3, 5:30 p.m., City Council Study Session - 5/6 Release date of draft Housing Element document - 5/11, 6:30 p.m., Community Workshop - 5/25, 7 p.m., Housing and Human Services Commission - Presentation and Public Hearing - 6/21, 7 p.m., City Council - Presentation and Public Hearing NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None. -Staff Comments Housing Officer Jenny Carloni noted that recruitment for the HHSC and other Boards and Commissions vacancies continues and encouraged the incumbent commissioners to reapply to stay on.
