CONSENT CALENDAR 1.A 22-1041 Approve the Housing and Human Services Commission Meeting Minutes of September 21, 2022 Chair Stetson asked if there were any members of the public wishing to speak on the item on the Consent Calendar. There were none. Chair Stetson asked for discussion or a motion. MOTION: Commissioner Harrison moved and Commissioner Duncan seconded the motion to Approve the Housing and Human Services Commission Minutes of September 21, 2022 as submitted. Several commissioners expressed interest in increasing the amount of supplemental general funds. Officer Carloni noted that it was within the Commission's purview to make recommendations about the amount of the General Fund supplement. Commissioner Hiremath shared that this commission has proposed increases in the past and that the increases have been modest when successful. Council Liaison Russ Melton shared that he doesn't recall that any of the past recommendations from the Commission included an inflation index or anything similar. Chair Stetson opened the public hearing at 7:24 p.m. The following agency representatives spoke on behalf of their programs and the services that they provide. They noted that the need for their services continues to grow in the community. ● Marie Bernard, Keisha Miller and David Hernandez, Sunnyvale Community Services, Food Program, WorkFirst Program and Tenant-Based Rental Assistance Program for lower-income Sunnyvale residents. ● Robin Raynolds, Bill Wilson Center, Individual and Group Counseling services for Sunnyvale residents. ● Mira Chandra, Child Advocates of Silicon Valley, CASA Program for children in foster care. ● Georgia Bacil, Senior Adults Legal Assistance, free legal services for Sunnyvale City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final October 26, 2022 Commission seniors. ● Robin Wise, Downtown Streets Team, WorkFirst Sunnyvale program for Sunnyvale unhoused individuals. ● Teresa Johnson, The Health Trust, Meals of Wheels program for seniors and homebound Sunnyvale residents. ● Nigel Felix and Aditi Ahmud, MidPen Housing, Non Profit Affordable Housing Provider at Carroll Street Inn serving Sunnyvale low-income special needs and senior residents.Seeking funding to make the property environmentally sustainable and energy-efficient. ● Anne-Marie Hong, AbilityPath, Adult Services Program for Sunnyvale residents with physical and developmental disabilities. ● Raisa Alam, Next Door Solutions for Domestic Violence, services for Sunnyvale survivors of domestic violence. ● Carole Conn, Project Sentinel, Tenant/Landlord Mediation Services and Fair Housing Services for Sunnyvale residents. ● Angelica Holguin and Nnanna Nkele, Silicon Valley Independent Living Center, Housing Assistance services for Sunnyvale residents. ● Cecilia Chu, Friends for Youth, Mentoring Services for Sunnyvale youth. ● Ann Peterson, Live Oak Adult Day Services, adult social day care services for seniors who are unable to care for themselves and their caregivers. Chair Stetson closed the public hearing at 9:20 p.m. After a short discussion Chair Stetson asked for a motion. MOTION: Commissioner Duncan moved and Vice Chair Riviere seconded the motion to Recommend to the City Council Alternatives 1 and 3: 1) Approve the list of priority needs as stated in the staff report, excerpted from the City's 2020-2025 Consolidated Plan submitted to the Department of Housing and Urban Development; and, 3) Approve supplemental funding in the amount of $135,000 for human services grants for FY 2023/24 and FY 2024/25 with an annual inflationary increase. STANDING ITEM: HOUSING ELEMENT UPDATE 22-1043 Housing Element Update Officer Carloni noted that staff received a comments letter from the California Department of Housing and Community Development (HCD) as anticipated, and noted that it's available on the City's website for review. Search: Housing Element Update NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Duncan asked about the Tenant Protections and Right to Lease Ordinance. Officer Carloni shared that it is still being revised and that it could be ready for the December or January meeting. -Staff Comments Officer Carloni shared that the Santa Clara County will release its Point in Time Count of homeless individuals report. She noted that the report reflects a 38% decrease in the Sunnyvale unhoused population. She reminded the commissioners that the November meeting will be a special meeting held on Nov. 16 to accommodate the Thanksgiving holiday and noted that Ernie Defrenchi, Affordable Housing Manager, would attend in her place. -Council Liaison Comments Council Liaison Russ Melton asked Chair Stetson if he could make some remarks. Councilmember Melton shared that at their Oct. 25 meeting, the Council discussed going back to meeting in person. The transition would be for both the City Council and for Boards and Commissions. He wanted to give the commissioners a heads up to start preparing to hold in-person, possibly hybrid, meetings in the near future and to be mindful of emails from the City Clerk for upcoming information.
