CONSENT CALENDAR 1.A 22-1067 Approve the Housing and Human Services Commission Meeting Minutes of October 26, 2022 Vice Chair Riviere asked if any member of the public wished to speak on the Consent Calendar item. No one wished to speak. Vice Chair Riviere asked for discussion or a motion from the commissioners. MOTION: Commissioner Hiremath moved and Commissioner Harrison seconded the motion to Approve the Housing and Human Services Commission Minutes of October 26, 2022 as submitted. Housing Programs Analyst Leif Christiansen provided the staff report. He noted that there was no action required for this item, only looking for feedback on the RFP's Vice Chair Riviere opened and closed the public hearing at 7:16 p.m., after confirming that no member of the public wished to speak. After a short discussion and clarifying questions of staff, the commissioners had no recommended changes to the RFPs. 3 22-0979 Consider Request from Second Harvest of Silicon Valley for Forgiveness of Community Development Block Grant (CDBG) Loan. Housing Programs Analyst Leif Christiansen gave the staff report and noted that this item will be discussed by the City Council at their Dec. 13 meeting. After some clarification questions of staff, Vice Chair Riviere opened the public hearing at 7:36 p.m. The following agency representatives spoke in support of forgiving the loan in full. ● Tracy Weatherby, Vice President, Strategy & Advocacy at Second Harvest of Silicon Valley ● Noland Granberry, Chief Financial Officer at Second Harvest of Silicon Valley ● Marie Bernard, Executive Director at Sunnyvale Community Services City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final November 16, 2022 Commission Vice Chair Riviere closed the public hearing at 7:44 p.m. After a short discussion regarding the merits and the impacts of forgiving the loan, the Commissioners were ready for a motion. MOTION: Commissioner Davis moved and Commissioner Harrison seconded the motion to approve Alternative 3: Recommend that the City Council Do not approve the CDBG Loan Forgiveness request from Second Harvest of Silicon Valley, but modify the amount due and payable and/or the loan terms. The Commissioners recommend to forgo all the accrued interest and to negotiate a flexible repayment plan for the principal owed in the amount of $25,000. Vice Chair Riviere asked if there were any questions of staff. There were none. Vice Chair Riviere opened and closed the public hearing at 8:03 p.m. upon confirmation that there were no members of the public wishing to speak on this item. Vice Chair asked for any additional discussion or a motion. Staff noted that any potential issues after this meeting would be for consideration on calendar year 2024. NON-AGENDA ITEMS & COMMENTS -Council Liaison Comments Council Liaison Melton gave some comments regarding the Human Services General Fund Supplement item that was considered by Council a few weeks back. He noted that Council's decision was to keep the amount at $135,000, but asked City staff to include the item in the upcoming budget as part of what is referred to as Budget Supplement 2 to have the ability to discuss the possibility of increasing the supplemental funding. The Budget Supplement 2 is a list of items that Council can decide at that time to increase/decrease funding from what has been already recommended. The Budget hearing and adoption typically happens in May and June. -Commissioner Comments Commissioner Duncan asked for any recommendations from Council Liaison Melton either collectively or individually to advocate for the increase for the General Fund. Council Liaison Melton noted that the Council has heard the Commissioners concerns and recommendations loud and clear regarding the need to increase the funding. He added that the best time for any advocacy will be the aforementioned Budget process period in May and June. Commissioner Davis added that one of the Commissioners recommendations was to add an accelerator for the Human Services General Fund Supplement to proactively City of Sunnyvale Page 4 Housing and Human Services Meeting Minutes - Final November 16, 2022 Commission and more accurately budget in the 20-year plan. Vice Chair Riviere asked if an advocacy letter would be appropriate, Council Liaison Melton agreed that it would be. -Staff Comments None.
