Olive Ave., Sunnyvale, CA 94086 Special Meeting CALL TO ORDER Chair Duncan called the meeting to order at 7:01 p.m. SALUTE TO THE FLAG Chair Duncan led the salute to the flag. ROLL CALL Present: 6 - Chair Scott Duncan Vice Chair Leesa Riviere Commissioner Jim Davis Commissioner Elinor Stetson Commissioner Elizabeth Steward Commissioner Carol Weiss Absent: 1 - Commissioner Ken Hiremath Commissioner Ken Hiremath (absent) Council Liaison Russ Melton (present) PRESENTATION 24-0549 PRESENTATION - Affordable Housing and Public Investment Housing Officer Jenny Carloni introduced the item and MidPen Housing Senior Vice President, Asset & Budget Management, Kyle Attenhofer provided a slide presentation and answered commissioners questions. ORAL COMMUNICATIONS None. CONSENT CALENDAR City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final April 16, 2024 Commission 1.A 24-0550 Approve the Housing and Human Services Commission Meeting Minutes of March 27, 2024 Chair Duncan asked if anyone wished to discuss the item on the Consent Calendar. No members of the public wished to speak. Chair Duncan asked for a motion or any additional discussion on the Consent Calendar. MOTION: Vice Chair Riviere moved and Commissioner Weiss seconded the motion to Approve the Housing and Human Services Commission Meeting Minutes of March 27, 2024, as submitted. The motion carried by the following vote: Yes: 6 - Chair Duncan Vice Chair Riviere Commissioner Davis Commissioner Stetson Commissioner Steward Commissioner Weiss No: 0 Absent: 1 - Commissioner Hiremath PUBLIC HEARINGS/GENERAL BUSINESS 2 24-0524 Consider Approval of Draft 2024 Housing and Urban Development (HUD) Action Plan Housing Officer Jenny Carloni introduced the item and new Housing Programs Analyst, Matthew Hazel who provided the staff report. Mr. Hazel, Officer Carloni and Homeless Services Manager Amanda Sztoltz answered questions from commissioners. Chair Duncan opened the public hearing at 8:07 p.m. Aris Roque asked what are some things that citizens can do to help. Staff encouraged the public to continue to engage and participate in meetings and City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final April 16, 2024 Commission public hearings during this process. Chair Duncan closed the public hearing at 8:09 p.m. After a lengthy discussion and additional questions of staff, Chair Duncan asked for a motion. MOTION: Commissioner Weiss moved and Commissioner Davis seconded the motion to Alternative 1: Recommend that the City Council approve the 2024 HUD Action Plan as shown in Attachment 2 of the staff report. The motion carried by the following vote: Yes: 6 - Chair Duncan Vice Chair Riviere Commissioner Davis Commissioner Stetson Commissioner Steward Commissioner Weiss No: 0 Absent: 1 - Commissioner Hiremath STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None.
