City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, July 24, 2024 7:00 PM Online and City Hall, Bay Conference Room 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Duncan called the meeting to order at 7 p.m. SALUTE TO THE FLAG Chair Duncan led the salute to the flag. CONSENT CALENDAR 1.A 24-0848 Approve the Housing and Human Services Commission Meeting Minutes of June 26, 2024 Chair Duncan asked if anyone wished to discuss the item on the Consent Calendar. No members of the public wished to speak. Chair Duncan asked for a motion or any additional discussion on the Consent City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final July 24, 2024 Commission Calendar. MOTION: Commissioner Weiss moved and Commissioner Hiremath seconded the motion to Approve the Housing and Human Services Commission Meeting Minutes of June 26, 2024, as submitted. The motion carried by the following vote: Yes: 6 - Chair Duncan Commissioner Davis Commissioner Friedlander Commissioner Hiremath Commissioner Steward Vice Chair Weiss No: 0 Absent: 1 - Commissioner Riviere PUBLIC HEARINGS/GENERAL BUSINESS 2 24-0806 Recommendation to City Council to Award Conditional Funding for $29,533,000 in Housing Mitigation Funds and Below Market Rate In-Lieu Funds for the Acquisition, Pre-development, and/or Development of Three Affordable Housing Developments Housing Specialist Ryan Dyson provided the staff report and slide presentation outlining the proposals and staff's funding recommendations. He introduced the applicants and noted that they would each give a 5-minute presentation to provide more information on their specific proposals. ● MidPen Housing's Jennifer Liu presented the details about the proposed affordable housing projects at 1171 Sonora Court and 295 S. Mathilda. ● Miramar Capital's Perry Hariri and The Pacific Companies' Caleb Roope presented the details about the proposed affordable housing project at 352 E Java Drive After clarifying questions of staff and the applicants by the commissioners, Chair Duncan opened and closed the public hearing at 8:39 p.m. upon confirming that there were no members of the public wishing to speak on this item. Chair Duncan asked for a motion and any additional discussion. City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final July 24, 2024 Commission MOTION: Commissioner Weiss moved and Commissioner Steward seconded the motion to approve Alternative 1: Recommend that Council award conditional funding commitments for $29,533,000 in Housing Mitigation Funds and Below Market Rate In-lieu Funds for the acquisition, pre-development, and/or development of the projects, as presented in Attachment 3 to the report. The motion carried by the following vote: Yes: 6 - Chair Duncan Commissioner Davis Commissioner Friedlander Commissioner Hiremath Commissioner Steward Vice Chair Weiss No: 0 Absent: 1 - Commissioner Riviere 3 24-0847 Election of Chair and Vice Chair for FY 2024/25 Chair Duncan asked for nominations for Chair for FY 2024/25. Commissioners Weiss and Steward nominated each other to serve as Chair for FY 2024/25 and both declined the nomination. Commissioner Weiss nominated Chair Duncan to continue as Chair for FY 2024/25. Chair Duncan accepted the nomination. There were no other nominations for Chair. Chair Duncan asked for nominations for Vice Chair for FY 2023/24. Commissioner Weiss nominated Commissioner Steward to serve as Vice Chair. Commissioner Steward declined the nomination. Commissioner Steward nominated Commissioner Weiss to serve as Vice Chair for FY 2024/25. Commissioner Weiss accepted the nomination. There were no other nominations for Vice Chair. Chair Duncan and Vice Chair Weiss were elected by acclamation. City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final July 24, 2024 Commission STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Chair Duncan welcomed new Commissioner Morgan Friedlander. Commissioners Steward and Friedlander asked for an update on the loan extension for MidPen for the Carroll Street Inn that was approved by Council on July 23. Specially because the Housing and Human Services Commission recommended against it. Housing Officer Carloni explained that Council takes into consideration the Commissioners recommendation and invited them to watch the video of the meeting to understand the additional information provided and the full extent of the presentation and discussion at the meeting. -Staff Comments Housing Officer Jenny Carloni thanked Chair Duncan for his willingness to serve as chair for another year and congratulated newly elected Vice Chair Weiss. She also gave the following updates: ● August meeting is canceled. ● September's special meeting is scheduled for Tuesday, Sept. 17 to meet the Housing and Urban Development's (HUD) Consolidated Annual Performance Evaluation Report (CAPER) submittal deadline and a hearing for the Universal Basic Income (UBI) report. ● A wall-raising ceremony for Sonora Court is scheduled on July 26. She noted that all commissioners should have received an invitation. -Council Liaison Comments Council Liaison, Vice Mayor Murali Srinivasan, introduced himself to the commissioners and noted that he will be the liaison until Dec. 2024. He told the commissioners to see him as a resource and noted that he was happy to answer any questions that they may have about Council along the way.
