City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, June 26, 2024 7:00 PM Online and City Hall, Bay Conference Room 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Duncan called the meeting to order at 7:01 p.m. SALUTE TO THE FLAG Chair Duncan led the salute to the flag. ROLL CALL Present: 5 - Commissioner Jim Davis Commissioner Elinor Stetson Commissioner Ken Hiremath Commissioner Elizabeth Steward Commissioner Carol Weiss Absent: 1 - Vice Chair Leesa Riviere Vice Chair Leesa Riviere (excused absence) Council Liaison Russ Melton (present) PRESENTATION 24-0774 PRESENTATION - Recognition of Service Council Liaison Russ Melton gave a short overview of the role that Boards and Commissions play and the value of the recommendations that they provide to City Council. Councilmember Melton noted that Chair Duncan was reappointed to the Commission along with new commissioner Morgan Friedlander who will take the spot being vacated by Commissioner Elinor Stetson who has served , and incumbent Chair Scott Duncan, with certificates of appreciation for their service. He highlighted key recommendations to Council during their time serving on the commission and expressed gratitude for their commitment to the City. No members of the public wished to speak. Chair Duncan asked for a motion or any additional discussion on the Consent Calendar. MOTION: Commissioner Hiremath moved and Commissioner Davis seconded the motion to Approve the Housing and Human Services Commission Meeting Minutes of May 22, 2024, as submitted. The motion carried by the following vote: Yes: 6 - Duncan Commissioner Davis Commissioner Stetson Commissioner Hiremath Commissioner Steward Commissioner Weiss No: 0 Absent: 1 - Vice Chair Riviere PUBLIC HEARINGS/GENERAL BUSINESS 2 24-0709 Consider Authorizing City Manager to Negotiate and Execute an Amended Loan Agreement with MidPen Housing to Extend the $964,750 HOME Loan for Carroll Inn for 55 Years Housing Officer Jenny Carloni provided the staff report and answered questions from commissioners. After some clarifying questions of staff, Chair Duncan opened the public hearing at 7:36 p.m. Suzzan spoke in opposition of approving the extension request. Suzzan expressed City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final June 26, 2024 Commission confusion about the inability to payoff the loan by MidPen since other properties are profitable even if Carroll Inn is not. Aditi Mahmud, Associate Director of Asset Management for MidPen Housing Corporation, thanked the commissioners for their consideration and regretted that MidPen was not able to restructure the loan in any of the ways proposed by the Commissioners at the March meeting due to the loan being in a junior lien position to other loans from the County and State. Ms. Mahmud highlighted the importance of keeping this property affordable for the population that it houses and advocated for approval of the extension. Chair Duncan closed the public hearing at 7:40 p.m. Commissioner Steward shared a document that showed the salaries and bonuses for the top five executives at MidPen Housing for the last five years. Commissioner Steward indicated that based on this information she couldn't support the request because the bonuses seemed excessive and didn't justify MidPen Housing's inability to payoff the loan that is now due. Commissioners acknowledged that MidPen Housing has multiple properties that provide excellent services and other loans in good standing with the City, but could not reasonably conclude that paying this loan is a hardship. After additional discussion and questions of staff, Chair Duncan asked for a motion. MOTION: Commissioner Steward moved and Commissioner Davis seconded the motion to approve Alternative 3: Do not grant MidPen’s request for a 55-year extension of the HOME loan for Carroll Inn. The motion carried by the following vote: Yes: 5 - Duncan Commissioner Davis Commissioner Stetson Commissioner Hiremath Commissioner Steward No: 1 - Commissioner Weiss Absent: 1 - Vice Chair Riviere City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final June 26, 2024 Commission 3 24-0712 Consider Request from Charities Housing for Forgiveness or Extension of $100,000 CDBG Loan for HomeSafe Santa Clara Housing Programs Analyst Matthew Hazel gave the staff report. Mr. Hazel and Officer Carloni answered questions from commissioners. Chair Duncan opened and closed the public hearing at 8:14 p.m. upon confirming that no members of the public wished to speak. After additional questions, Chair Duncan asked for a motion. MOTION: Commissioner Steward moved and Commissioner Stetson seconded the motion to approve Alternative 3: Do not approve the CDBG Loan Forgiveness or Extension Request from Charities for HomeSafe Santa Clara, and require the loan be due and payable upon HomeSafe demolition in accordance with the Loan Agreement. The motion carried by the following vote: Yes: 6 - Duncan Commissioner Davis Commissioner Stetson Commissioner Hiremath Commissioner Steward Commissioner Weiss No: 0 Absent: 1 - Vice Chair Riviere STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Steward asked for an update on the Sanctioned Encampments Study Issue. Staff noted that the Study Issue secured funding in the recently adopted FY 2024/25 Budget. City of Sunnyvale Page 4 Housing and Human Services Meeting Minutes - Final June 26, 2024 Commission -Staff Comments Officer Carloni thanked outgoing Commissioner Stetson for her contributions during her time on the Commission. Ms. Carloni noted that there will be a July meeting. Staff will bring the funding recommendations from the Notice of Funding Availability that was released earlier this year. Lastly, she shared that the August meeting will most likely be canceled. -Council Liaison Comments Council Liaison Russ Melton shared that he had the following updates: 1.- Council passed the 3rd Climate Action Plan at their last meeting. 2.- A bond will be on the November 2024 Ballot for 290 million dollars to build a new Library, the bond will be repaid through property taxes. 3.- This is Councilmember Melton's last meeting as liaison and Vice Mayor Murali Srinivasan will be the next council liaison for the rest of the year.
