City of Sunnyvale Meeting Minutes Housing and Human Services Commission Wednesday, March 26, 2025 7:00 PM Online and Redwood Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Duncan called the meeting to order at 7 p.m. SALUTE TO THE FLAG Chair Duncan led the salute to the United States flag. ROLL CALL Present: 6 - Chair Scott Duncan Vice Chair Carol Weiss Commissioner Jim Davis Commissioner Morgan Friedlander Commissioner Leesa Riviere Commissioner Elizabeth Steward Absent: 1 - Commissioner Ken Hiremath Commissioner Hiremath's absence is excused. Council Liaison Cisneros (absent) ORAL COMMUNICATIONS none. CONSENT CALENDAR Chair Duncan opened and closed the Public Hearing at 7:05 p.m. Vice Chair Weiss moved and Commissioner Steward seconded the motion to approve the Meeting Minutes of February 26, 2025. City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes March 26, 2025 Commission The motion carried by the following vote: Yes: 6 - Chair Duncan Vice Chair Weiss Commissioner Davis Commissioner Friedlander Commissioner Riviere Commissioner Steward No: 0 Absent: 1 - Commissioner Hiremath 1.A 25-0502 Approve the Housing and Human Services Commission Meeting Minutes of February 26, 2025 PUBLIC HEARINGS/GENERAL BUSINESS 2 25-0453 Evaluations and Funding Recommendations for FY 2025/26 & FY 2026/27 Community Development Block Grant Funds Housing Programs Analyst, Matt Hazel, provided the staff report and presentation. After clarifying questions, and a lengthy discussion, Chair Duncan opened the public hearing at opened at 7:30 p.m. Pilar Furlong, Chief Community Resources Officer with Bill Wilson Center, informed the commission about the success of the program and expressed gratitude for their consideration of future funding to sustain the programs. Executive Director, Marie Bernard with Sunnyvale Community Services (SCS), shared with the commission the positive outcomes of the program and thanked them for considering funding to continue the programs. Mélanie Faure with Upwards updated the commission on the success of the program and appreciated their consideration regarding upcoming funding for Upwards initiatives. Georgia Bacil, Directing Attorney with Senior Adult Legal Assistance (SALA), conveyed the program’s success to the commission and thanked them for their attention to future funding for the ongoing programs. City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes March 26, 2025 Commission Chair Duncan closed the public hearing at 8:04 p.m. Vice Chair Weiss moved and Commissioner Friedlander seconded the motion to approve alternative 2 with modifications to remove funds from Upwards and fully fund WorkFirst, with remaining funds going towards the Minor Home Repair Program. The motion carried by the following vote: Yes: 4 - Vice Chair Weiss Commissioner Friedlander Commissioner Riviere Commissioner Steward No: 2 - Chair Duncan Commissioner Davis Absent: 1 - Commissioner Hiremath STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES NON-AGENDA ITEMS AND COMMENTS -Commissioner Comments none. -Staff Comments Housing Officer, Jenny Carloni, reminded the commission that the next Housing and Human Services Commission meeting is a special meeting scheduled for Tuesday, April 15.
