City of Sunnyvale Meeting Minutes Housing and Human Services Commission Tuesday, April 15, 2025 7:00 PM Online and Redwood Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Duncan called the meeting to order at 7:01 p.m. SALUTE TO THE FLAG Chair Duncan led the salute to the United States flag. ROLL CALL Present: 5 - Chair Scott Duncan Vice Chair Carol Weiss Commissioner Jim Davis Commissioner Morgan Friedlander Commissioner Leesa Riviere Absent: 2 - Commissioner Ken Hiremath Commissioner Elizabeth Steward Commissioner Riviere arrived at 7:11 p.m. Commissioner Hiremath's absence is unexcused. Commissioner Steward's absence is excused. Council Liaison Cisneros (absent) Commissioner Rivere's absence at the February 26, 2025 meeting is an excused absence. ORAL COMMUNICATIONS None. CONSENT CALENDAR City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes April 15, 2025 Commission Chair Duncan opened and closed the public hearing at 7:05 p.m. Vice Chair Weiss moved and Commissioner Davis' seconded the motion to approve the Consent Calendar. The motion carried by the following vote: Yes: 4 - Chair Duncan Vice Chair Weiss Commissioner Davis Commissioner Friedlander No: 0 Absent: 3 - Commissioner Hiremath Commissioner Riviere Commissioner Steward 1.A 25-0541 Approve the Housing and Human Services Commission Meeting Minutes of March 26, 2025 Approve the Housing and Human Services Commission Minutes of March 26, 2025 as submitted. PUBLIC HEARINGS/GENERAL BUSINESS 2 25-0219 Consider Approval of the Draft 2025-2030 HUD Consolidated Plan and Draft FY 2025/26 HUD Action Plan Housing Programs Analyst, Matt Hazel, provided the staff report and presentation. After clarifying questions, and a lengthy discussion, Chair Duncan opened the public hearing at 7:47 p.m. Mélanie Faure with Upwards Care, Boost Program, expressed opposition to the approval of the public hearing item and requested the Commission to reconsider funding the Boost Program as a pilot initiative. Chair Duncan closed the public hearing at 7:57 p.m. Commissioner Davis moved and Vice Chair Weiss seconded the motion to approve Alternative 1 and 3 (with modifications): giving priority to backfill Sunnyvale Community Services (SCS) programs over other applications if only partial general City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes April 15, 2025 Commission fund backfill is made available. The motion carried by the following vote: Yes: 5 - Chair Duncan Vice Chair Weiss Commissioner Davis Commissioner Friedlander Commissioner Riviere No: 0 Absent: 2 - Commissioner Hiremath Commissioner Steward STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES NON-AGENDA ITEMS AND COMMENTS -Commissioner Comments None. -Staff Comments • Housing Officer Jenny Carloni announced that the next Housing and Human Services Commission meeting will include a public hearing item on alternative compliance plans. • She also reminded the Commission that they can propose 2026 Study Issues.
