City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, March 12, 2014 7:00 PM Council Chambers, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER SALUTE TO THE FLAG ROLL CALL Present: 5 - Chair Henry Alexander III Commissioner Robert Harms Commissioner Ralph Kenton Vice Chair Craig Pasqua Commissioner Robert Pochowski Council Liaison Glenn Hendricks - not present PUBLIC ANNOUNCEMENTS None CONSENT CALENDAR 1.A. 14-0307 Draft Minutes of the Parks and Recreation Commission Meeting of February 12, 2014 Commissioner Harms moved, and Commissioner Kenton seconded the motion to approve the Parks and Recreation Commission meeting draft minutes of February 12, 2014 as presented. Approved unanimously. Yes: 5 - Chair Alexander III Commissioner Harms Commissioner Kenton Vice Chair Pasqua Commissioner Pochowski No: 0 PUBLIC COMMENTS City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes - Final March 12, 2014 None PUBLIC HEARINGS/GENERAL BUSINESS 2 14-0148 Discussion and Possible Action to Authorize the City Manager to Enter into an Agreement with the Irvine Company for Construction of a Tot Lot at Swegles Park and Adopt a Finding of Categorical Exemption Under CEQA. Assistant Director of Public Works, Manuel Pineda presented the Staff Report. The agreement is for Irvine Corporation to build a Tot Lot at Swegles Park and receive a credit of $375,000 toward park dedication fees. He addressed questions from the Commissioners regarding the value of the project in comparison to the park dedication fee credit; motivation of the vendors participation; play ground equipment costs and design; safeguards against shortcuts; inspection and safety requirements; number of homes and community members to benefit from project; and the ongoing maintenance that will be required of the City. Commissioner Pochowski moved and Commissioner Kenton seconded the motion to approve Alternative No.1: direct the City Manager to enter into an agreement with the Irvine Company for construction of a tot lot at Swegles Park. Approved unanimously. Commissioners provided rationale for their vote. Commissioner Pochowski stated it is a great design for the space and felt it will be well utilized by the community, as he applauded the efforts. Chair Alexander stated it is important to have a safe place for children to play near apartments. Commissioner Kenton stated he felt the City had done due diligence in reporting details. Vice Chair Pasqua stated he thought the report was clear in concept and concise. Commissioner Harms stated it is appropriate to have a tot lot at the park. Yes: 5 - Chair Alexander III Commissioner Harms Commissioner Kenton Vice Chair Pasqua Commissioner Pochowski No: 0 3 14-0312 Approval of the Draft 2014 Parks and Recreation Work Plan Chair Pasqua moved and Commissioner Kenton seconded to approve the Draft Work Plan with the ammendments to move the Power Purchase Agreements for Alternative Energy Allocation (Study Issue) to April and Feasibility of Entering into a City of Sunnyvale Page 2 Parks and Recreation Commission Meeting Minutes - Final March 12, 2014 Joint-Use Agreement with the Santa Clara Unified School District for Open Space Areas at Peterson Middle School (Study Issue) to September. Approved unanimously. Yes: 5 - Chair Alexander III Commissioner Harms Commissioner Kenton Vice Chair Pasqua Commissioner Pochowski No: 0 NON-AGENDA ITEMS & COMMENTS COMMISSIONER ORAL COMMENTS Commissioner Harms announced a book sale at the public Library on Saturday, March 15, 2014. Commissioner Kenton requested an update on the status of the Dog Park. Superintendent Morton responded with information about the timeline, additional work and costs to install an acoustical barrier on the fence between the park and the nearest neighbors as directed by Council. STAFF ORAL COMMENTS Superintendent Wax congratulated Parks for the excellent condition of the outdoor fields for the Little League Opening Day events. In response to Commissioner questions, Superintendent Morton provide information about field maintenance and the necessity of field closures for multipurpose public fields. Staff informed the Commission that the Report to Council for Swegles Park Tot Lot is tentatively scheduled for the April 8, 2014 Council meeting so that a Commissioner can attend and provide Council with the Commissions action on the report. On Monday March 10th Superintendent Morton attended the outreach meeting for the Solar Array project at Ortega and Baylands Park related to the Power Purchase Study Issue. He encouraged Commissioners to attend relevant meetings in the future, and to join neighborhood blogs as a way to gather information and gain understanding of the communities' sentiment when Parks and Recreation items are under discussion. Superintendent Morton responded to Chair Alexander's question regarding the Council Agenda item on the Landfill Biological Constraints, tentatively schedule for City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes - Final March 12, 2014 the March 25, 2014 Council meeting. Council agendas are posted Thursday prior to the Council meeting. Commissioners are encouraged to attend and express opinions during Council meetings as members of the public.
