City of Sunnyvale Meeting Minutes Parks and Recreation Commission Wednesday, August 12, 2015 5:00 PM Raynor Park, Multi-Purpose Building 1565 Quail Ave, Sunnyvale, CA 94087 NOTE: Location Change Special Meeting: 5 PM - Park Volunteer Event | Regular Meeting-7 PM 5 P.M. VOLUNTEER SERVICE OPPORTUNITY Chair Pasqua and Vice Chair Kenton participated in the volunteer event, planting trees and spreading mulch. Volunteers included approximately 25 community members and Sunnyvale Urban Forestry Advocates. 7 P.M. REGULAR MEETING CALL TO ORDER Chair Pasqua called the meeting to order at 7:03 p.m. SALUTE TO THE FLAG Chair Pasqua lead the salute to the flag. ROLL CALL Present: 3 - Chair Craig Pasqua Vice Chair Ralph Kenton Commissioner Robert Pochowski Absent: 1 - Commissioner Henry Alexander III Commissioner Alexander’s absence is excused. Council Liaison Davis (present) PRESENTATION Chair Pasqua presented a certificate of appreciation to Superintendent of Parks and Golf Scott Morton in appreciation of his work, honoring his retirement from the City. 15-0752 Golf and Tennis Program Overview Interim Golf Manager James Stark provided a presentation detailing the Sunken City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes August 12, 2015 Gardens and Sunnyvale golf courses and the Sunnyvale Tennis Center which is contracted by Lifetime Tennis. He answered Commissioner's questions regarding the status of golf courses in the local area, the decline in golf's popularity nationally and locally, the budget for major improvements at the Sunnyvale Golf Course, and how money is allocated in the golf and tennis enterprise fund. PUBLIC ANNOUNCEMENTS None. CONSENT CALENDAR 1A 15-0754 Approval of Draft Minutes of July 8, 2015 Commissioner Pochowski moved and Vice Chair Kenton seconded the motion to approve the consent calendar. The motion carried by the following vote: Yes: 3 - Chair Pasqua Vice Chair Kenton Commissioner Pochowski No: 0 Absent: 1 - Commissioner Alexander III PUBLIC COMMENTS None. PUBLIC HEARINGS/GENERAL BUSINESS 2 15-0596 Approve Fair Oaks Park Master Plan Changes Related to Housing Grant Project for the Renovation/replacement of Auxiliary Restroom, Parking Lot and Associated Areas Manager Stark provided the staff report. Mr. Stark and Architect Bill Harris answered the Commissioner's questions. Vice Chair Kenton inquired about the building materials, durability, costs and funding for the new restroom project. Commissioner Pochowski asked about the parking lot configuration and the effect on traffic. Chair Pasqua inquired about Kings Academy's use of the basketball courts and about the comments by the public during the community meetings. Superintendent Morton agreed to conduct a study on the location of the parking lot exit. Chair Pasqua opened public comments. Council Liaison Davis inquired about the rationale for moving the restroom location City of Sunnyvale Page 2 Parks and Recreation Commission Meeting Minutes August 12, 2015 away from the playground. Superintendent Morton explained that the new location is practical because the skate park has the most users at any given time of day. Additionally, the design takes into consideration that another project, the master plan renovation and enhancement project that will begin design this year, will most likely add a new modular restroom somewhere near the picnic area. There were no further public comments, and the public hearing was closed. Commissioner Pochowski moved and Vice Chair Kenton seconded the motion to accept Alternative 1; Approve the conceptual design as shown in Attachment 1. The motion carried by the following vote: Yes: 3 - Chair Pasqua Vice Chair Kenton Commissioner Pochowski No: 0 Absent: 1 - Commissioner Alexander III Commissioners provided the rationale for their vote. The Commissioners agreed they liked the design of the building and its durability. Commissioner Pochowski also commented that the landscape design is nice. Vice Chair Kenton also stated he supports moving the bathroom with the understanding that the demolished bathroom will be replaced with a new bathroom building on the north end of the park soon. 3 15-0751 Community Engagement Superintendent of Community Services Daniel Wax updated the Commission on community engagement activities including presentations about parks and recreation-related programs at meetings. In addition, he made reference to hosting quarterly meetings in a park building; as well as volunteer events conducted twice a year to beautify a park where Commission meetings were also held. Vice Chair Kenton suggested engaging with the Teen Advisory Committee at a future meeting. Commissioner Pochowski expressed appreciation for the presentations about parks and recreation-related programs. Chair Pasqua opened public comments. There were none, and he closed public comments. 4 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes August 12, 2015 NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None. -Staff Comments Superintendent Wax informed Commissioners of a community event for children to paint tiles for the public art mural which will be installed at Murphy Park on Saturday, August 22 from 10 a.m.-12 noon. He also reminded Commissioners of the Civic Center Board and Commission Workshop Wednesday, August 26, 6:30 - 9:30 p.m. at the Sunnyvale Community Center Ballroom. He also thanked Commissioners for their participation in the Teen Volunteer recognition event on August 1. Superintendent Morton thanked the Commission for the opportunity to work together. He also thanked Michael Scadden from Lifetime Tennis for the quality programming they provide to the City. Mr. Scadden gave his appreciation to Superintendent Morton.
