CALL TO ORDER
Chair Alexander III called the meeting to order at 7:04 p.m. in the Council
Chambers.
SALUTE TO THE FLAG
Chair Alexander III led the salute to the flag.

Commissioner Pasqua arrived at 7:40 p.m.

PRESENTATION
16-1061 PRESENTATION - Teen Advisory Committee
Teen Advisory Committee (TAC) Vice President Susie Warner and Historian Arvind
Vallabha provided the Commission with a presentation that highlighted the role and
responsibilities of the Advisory Committee as well as highlights of recent
accomplishments and upcoming events.
Commissioners inquiried about TAC popular events, fundraising efforts and social
media presence.
TAC representatives indicated their most popular events include a blood drive and
"Flick and Float". TAC does not host fundraising events. TAC utilizes Twitter,
Instagram and Facebook to publicize their activities.

CONSENT CALENDAR
1 16-1059 Approval of Draft Minutes of October 12, 2016
Vice Chair Kenton moved, and Chair Alexander III seconded, approval of the
consent calendar as presented. The motion carried by the following vote:
Yes: 2 - Chair Alexander III
Vice Chair Kenton
No: 0
Absent: 1 - Commissioner Pasqua
Abstain: 2 - Commissioner Gabashvili

PUBLIC HEARINGS/GENERAL BUSINESS
2 16-1062 Review and Rank Study Issues
Superintendent Wax provided the Commission with brief overview of proposed
study issues for calendar year 2017.
Chair Alexander III opened for public hearing, and there being no public comments,
closed the public hearing.
Commissioner Pasqua moved and Commissioner Pochowski seconded, to defer
study issue LCS 17-01 Consider Development of a Teen Center and Other Spaces
Dedicated to Teens in Sunnyvale.
The motion carried by the following vote:

Commissioner Pasqua
Commissioner Pochowski

Chair Alexander III opened for public hearing, and there being no public comments,
closed the public hearing.
Vice Chair Kenton moved and Commissioner Pochowski seconded, to drop study
issue DPW 17-11 Exploration of Creating Usable Open Space over Portions of
Central Expressway.
The motion carried by the following vote:

Commissioners ranked the remaining study issues as follows:

DPW 17-05 Orchard Heritage Park and Heritage Park Museum - Analysis and
Options for the Long-Term Operations and Maintenance of Orchard Heritage Park
and Review of the Sunnyvale Historical Society and Museum Association: 3 of 3
3 16-1064 Review of Code of Ethics/Conduct for Elected and Appointed
Officials
The Commission was provided with the 2016 Code of Ethics and Conduct for
Elected and Appointed Officials.
Chair Alexander III opened for public hearing, and there being no public comments,
closed the public hearing.
Commissioner Pasqua moved, and Commissioner Pochowski seconded, approval
of the 2016 Code of Ethics and Conduct for Elected and Appointed Officials as
presented. The motion carried by the following vote:

STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES
Commissioner Kenton moved to propose a study issue of inclusive parks; motion
failed due to lack of support.
Superintendent of Parks and Golf, Jim Stark stated the City is proposing to add an
all-inclusive playground to the Fair Oaks Park Renovation and Enhancement
Project.

Commissioner Kenton stated during a Joint Study Session it was suggested review
and ranking of study issues occur twice a year.
-Staff Comments
Superintendent of Community Services, Daniel Wax announced an upcoming
event:
Breakfast with Santa will be held at the Senior Center on December 10.
ADJOURNMENT
Chair Alexander III adjourned the meeting at 8:22 p.m.
