CALL TO ORDER
Chair Alexander III called the meeting to order at 7:01 p.m. in the Council
Chambers.

Chair Alexander III led the salute to the flag.

CONSENT CALENDAR
1.A 17-0293 Approval of the Draft Meeting Minutes of February 8, 2017
Commissioner Pasqua moved and Vice Chair Kenton seconded the motion to
approve Consent Calendar as presented. The motion carried by the following vote:

PUBLIC HEARINGS/GENERAL BUSINESS
2 17-0090 Recommendation to Council to Adopt a Mitigated Negative
Declaration and a Mitigation Monitoring Reporting Program for
Animal Assisted Happiness at Baylands Park, Approve the
Conceptual Plan and Authorize the City Manager to Execute a
Sublease Agreement between the City and Animal Assisted
Happiness
Assistant Director of Public Works, Craig Mobeck, presented the staff report on
Animal Assisted Happiness at Baylands Park that provides vocational activities
where young adults can learn to care for animals, including feeding and cleaning
stalls.
Commissioners inquired about parking related costs, City subsidies and flood
safety in the proposed location of the facility.
Assistant Director of Public Works Mobeck responded that all visitors will pay for
parking and the City will not receive payments from the organization or subsidize
the facility. The proposed location is not in a flood zone.
Chair Alexander III opened for public hearing.
Vicki Amon-Higa, co-founder of Animal Assisted Happiness, discussed the benefits
the organization provides to families and children with special needs.
There being no additional public comments, Chair Alexander III closed the public
hearing.
Vice Chair Kenton moved, Commissioner Pasqua seconded the motion to approve
the Recommendation to Council to Adopt a Mitigated Negative Declaration and a
Mitigation Monitoring Reporting Program for Animal Assisted at Baylands Park,
approve the conceptual plans and authorize the City Manager to execute a
sublease agreement between the City and Animal Assisted Happiness. The motion
carried by the following vote:

Chair Alexander III opened the public hearing, there being no public comments,
closed the public hearing.
Vice Chair Kenton moved, Commissioner Pasqua seconded the motion to approve
the Master Work Plan as presented. The motion was carried by the following vote:

Superintendent Wax indicated this agenda item is a duplication of File ID17-0207,
New Public Park at 936 East Duane Avenue, listed under the Informational Only
Reports/Items section of the agenda.
Chair Alexander III opened for public hearing, and there being no public comments,
closed the public hearing.

Chair Alexander III announced Raynor Park Neighborhood Association is
celebrating their 60th anniversary at Raynor Park on April 9.
-Staff Comments
Superintendent Jim Stark reminded Commissioners about the Arbor Day event in
the San Miguel neighborhood on Saturday, March 11.
Superintendent Dan Wax announced Little League opening day is Saturday, March
11 and Camp Fair is on Saturday, March 18.

5 17-0207 New Public Park at 936 East Duane Avenue (Information
Only)
Superintendent Stark indicated a new public park at 936 East Duane Avenue is
tentatively scheduled to open in the Fall of 2017. The park will be paid for by the
developer at no cost to the City.
