City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, March 13, 2019 7:00 PM Council Chambers, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Kenton called the meeting to order at 7:00 p.m. in the Council Chambers. SALUTE TO THE FLAG Chair Kenton led the salute to the flag. Council Liaison Smith (absent) PRESENTATION 19-0068 PRESENTATION - Volunteer Program Overview Community Services Coordinator Jennifer Acuna, provided the board with an overview of the City's Volunteer Program. Highlights include: - 1,109 active volunteers with 654 (59%) of them in Community Services - In 2018, CS volunteers worked 20,200+ volunteer hours which is an estimated value of $574,000 in volunteer service - Teen programs allow teens to earn community service hours and leadership skills - Many opportunities for all age groups with a wide-range of time commitments - Shared how to become a volunteer and upcoming volunteer activities Commissioners inquired: - Does the hours include the Library side? - Which is most active group? City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes - Final March 13, 2019 - What is the largest event? - How are hours/money calculated? - Do we provide outreach to High Schools and provide opportunities for continued stewardship? - Is it a requirement for commissioners to volunteer? - Can we get copy of slides? Ms. Acuna commented: - This is just the Community Services side. - The Senior Center (Special Populations) are the most active. - Hands on the Arts is the largest event. - Volunteers report hours on a time card. The estimated value is calculated by the California volunteer rate. - Yes, we have partnership with several schools. We all provide the teens with leadership and growth opportunities though our Leadership in Training and Teen Advisory Committee. Our goal is providing them with skills as well as hopefully install a sense of giving back to your community. - Superintendent of Community Services, Damon Sparacino responded that while it is not a requirement to volunteer at an event, we do provide opportunities and will be making an ask of the committee. - Yes, the slides can be found on the City's website under this presentation file number. 19-0090 PRESENTATION - Master Plan for Public Art Preliminary Findings Superintendent of Community Services Damon Sparacino, gave a presentation on the Master Plan for Public Art (MPPA). The presentation provided an overview of the City's art programs and the preliminary findings from Cultural Planning Group (CPG). Superintendent Sparacino discussed the importance of needing a new arts master plan and shared the next steps in the MPPA project. Superintendent Sparacino also noted that this presentation was given to the Arts Commission and to the Moffett Parks Business Group. During the question and answer portion, Director of Library and Community Services, Cynthia Bojorquez responded as well. Commissioners inquired/commented: - Can you explain the in-lieu process? City of Sunnyvale Page 2 Parks and Recreation Commission Meeting Minutes - Final March 13, 2019 - Does City manage the in-lieu money collected? - Is all the money in the Public Arts Fund (PAF) from in-lieu fees? - Once the art is put up at businesses, does the City own the art? - Did the City do the formal study? - Does the City have other mobile apps? - Maybe expand apps to have surveys, etc. - Pleased to see this moving forward. - Is a date set for meeting with advisory committee? - Have we looked at other ways to spread the word to the community? - Will Council need to vote on this? - Did I hear that there's thought of having the art reflect its surroundings? - Are there requirements that the community can see all the art? - Noticed that some pieces look similar. Different would be nice. - Is the Art Fund just a line item in the City budget? Superintendent Sparacino and/or Cynthia Bojorquez commented: - Staff explained the in-lieu process in detail. - Yes, the City manages the money collected from in-lieu fees. - No, some of the money in the PAF comes from other areas. Staff re-shared the pie chart showing the different items. - No, the City does not own the art at Private Developments. The art is owned and maintained by them. - The City hired a consultant, who created a design plan. Now, we are going back and sharing their findings. - Yes, the City has other apps. Also, the City's website allows you to sign up for notifications. - We are looking at a date within the next couple of weeks for meeting with the advisory committee. - Yes, we currently distribute information in many ways and are considering a full-scale marketing plan to further reach the community. For Art in Private Development, it is their choice. - Yes, Council will need to vote on this as it involves policy. - You are correct, the community has mentioned that they would like to see art be a part of its environment. For Art in Private Development, it is their choice on what is placed. - Yes, all art should be accessible to the public. - We plan on working closer with the businesses to reflect on what is placed and will share community feedback. At this time, we do not have set criteria. - No, the Art Fund is a separate fund. City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes - Final March 13, 2019 19-0085 PRESENTATION - New Preschool Play Area at Murphy Park Project Manager Elizabeth Racca-Johnson presented to the commission on the new Preschool Play Area at Murphy Park. Ms. Racca-Johnson shared the preferred concept, showed how feedback from previous community meetings was incorporated in the new design and shared the next steps in building the playground. Commissioners inquired/comments: - Is the cost for both phases? - Does the City operate other preschools? - When does the Serra Park phase start? - Does the cost include all the applications? - Will it be fenced in? - It looks like you incorporated all the comments, that's great. Mr. Racca-Johnson and Staff commented: - The cost mentioned is for this Phase only. - Yes, we operate other playgrounds. Superintendent Sparacino shared the other site locations with preschools. - Serra Park will start once this Murphy Park is complete. - Yes, the price includes all the applications, as well as installation. - Yes, it is my understanding that it will be fenced in. ORAL COMMUNICATIONS None. CONSENT CALENDAR 1 19-0086 Approve the Parks & Recreation Commission Meeting Minutes of January 9, 2019 Commissioner Alexander III moved, and Commissioner Giri seconded the motion to approve the Parks and Recreation Commission Minutes of Janaury 9, 2019 as submitted. The motion carried by the following vote: Yes: 2 - Chair Kenton Commissioner Giri No: 0 Absent: 1 - Commissioner Pasqua Abstain: 1 - Commissioner Alexander III City of Sunnyvale Page 4 Parks and Recreation Commission Meeting Minutes - Final March 13, 2019 Commissioner Alexander III abstained due to not being at the January 9 meeting. PUBLIC HEARINGS/GENERAL BUSINESS None. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Giri asked staff about the possibility of having recycling in Parks. Superintendent of Parks Jim Stark, commented that at this time, we did not have the infrastructure in place. However, staff was considering a pilot project with ESD at Washington Park related to Zero Waste. Chair Kenton noted that at the tennis center, there was now a bucket at each court. Commissioner Alexander III asked if they should call for a Study Issue regarding recycling at Parks. Chair Kenton asked if he wanted to put something together and bring it to the next meeting. Commissioner Alexander III agreed to do so. Commissioner Giri asked about when Parks are being redone to include that in the plans. Superintendent Stark responded that he believed a Study Issue would be the best way to move forward. -Staff Comments Assistant City Engineer Nathan Scribner, provided an update on the Washington Community Swim Center Project and shared the 75% review of the Fair Oaks Park renovation. Key items included: - Construction on pool will start in July or August - Looking at open swim and other possibilities at Washington until closure is needed - Additional funding will be needed for pool - Fair Oaks plan will be at 100% in April - Hope to have construction start in September Commissioners inquired: City of Sunnyvale Page 5 Parks and Recreation Commission Meeting Minutes - Final March 13, 2019 - How long will the pool and Fair Oaks be shut down? - Will Fair Oak field be open? - For the pool, will there be a zero-depth entry? - Is the water surface area the same as the old design? - Inquiry on cricket being played. Mr. Scribner commented: - The pool will be closed most of 2020 - Construction will take approximately 14 months. Not all the park will be shutdown. The skate park, parking lot and park building will be open. - No, the Fair Oak fields will not be open. - Yes, there will be a zero-depth entry. And, we have expanded the lap lanes to four. - The water surface area is smaller however, a splash pad was added. - We are visiting other fields and looking at artificial turfs to get a better understanding of what is needed for cricket. The field will be stripped for cricket. Superintendent Stark shared informed on the upcoming Arbor Day event at Columbia Middle School where 40 to 50 trees will be planted. He also noted that the team in moving into spring mode and preparing by doing irrigation checks, checking picnic sites for any needed repairs, weeding and getting the spray pools ready for their opening. Superintendent Sparacino invited the commissioners to the Senior Center Volunteer Appreciation event and invited them to volunteer at Hands on the Arts. INFORMATION ONLY REPORTS/ITEMS None.
