City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, April 10, 2019 7:00 PM Council Chambers, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Kenton called the meeting to order at 7:00 p.m. in the Council Chambers. SALUTE TO THE FLAG Chair Kenton led the salute to the flag. ROLL CALL Present: 5 - Chair Ralph Kenton Vice Chair Daniel McCune Commissioner Henry Alexander III Commissioner Prakash Giri Commissioner Craig Pasqua Council Liaison Smith (absent) PRESENTATION 19-0374 PRESENTATION - Community Services Annual Events Calendar Community Services Manager Michael Muse, provided the board with an overview of the Community Services division work groups and upcoming event information. Highlights included: Fit & Fun Fair, Hands on the Arts, Outdoor Movie Nights, Repair Cafe, Summer Reading Program and Martin Yan Cooking Demonstration. Chair Kenton commented that he was volunteering at the upcoming Hands on the Arts events and encouraged other Commissioners to volunteer as well. 19-0426 PRESENTATION - Community Services Facility Capital Improvement Update Community Service Manager Nancy Grove, gave an update on the Community Center’s Facility Capital Improvement Project. Highlights included: - Scope of work City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes - Final April 10, 2019 -Updates on where we are -Pictures of updated items Commissioners inquired: - Spending 6.9 million was target? - Will there be a big renovation of the theatre? Ms. Grove commented: - Yes, 6.9 million is target. There are still a couple projects that need completed. Ms. Grove offered to provide a final number in the future if requested. - At this time, just the lighting in the theatre was completed. We have highlighted some areas that we would like addressed in the future. Orchestra Pit and new doors are on wish list as well. 19-0427 PRESENTATION - Park Dedication Fund Superintendent of Parks Jim Stark, provided a presentation on t the City’s Park Dedication Fund. Highlights included: - How the fund came about - Advised that additional information could be found in Sections 18 and 19 of Municipal Code -Where the fund is now -Provided an example (1 AMD Place) -Shared current Park Dedication Fund projects Commissioners inquired: - Is ant part of the Civic Center Modernization Project part of the fund? Superintendent Stark commented: - I believe so and feel that it would be an appropriate use of the funds as the grounds will be used by many. ORAL COMMUNICATIONS Mr. Serge Rudaz provided the commissioners with information on a citizen-ran effort related to district-based elections. Mr. Rudaz provided the commissioners with a handout that the group created and shared their proposed changes. Mr. Rudaz also provided an overview on how and why district-based elections were being considered. City of Sunnyvale Page 2 Parks and Recreation Commission Meeting Minutes - Final April 10, 2019 Commissioners inquired/commented: -Is Citywide an option? -Is City Attorney and City Manager aware of your efforts? -Are you a part of CAC? -Will you be hosting more meetings? -Thanked Mr. Rudaz for his presentation. -Asked for clarification on the proposed options. -Will my neighbors be in the same district? Mr. Rudaz commented: -Citywide is what we are currently doing and we need to move away from it. -Yes, the group has spoken to the City Attorney and Assistant City Manager. -No, I am not part of CAC. -Yes, we will be hosting more meetings. -Mr. Rudaz further clarified the two options. -Yes, due to the rules. The only way they would not be is if you are on a major artery, the individuals across the street may be in a different district. Those on your side of the street should be in your district. -Thanked the commissioners for their time and questions. CONSENT CALENDAR 1 19-0428 Approve the Parks and Recreation Commission Meeting Minutes of March 13, 2019 Commissioner Alexander III moved, and Commissioner McCune seconded the motion to approve the Parks and Recreation Commission Minutes of March 13, 2019 as submitted. The motion carried by the following vote: Yes: 4 - Chair Kenton Vice Chair McCune Commissioner Alexander III Commissioner Giri No: 0 Abstain: 1 - Commissioner Pasqua Commissioner Pasqua abstained due to not being at the March 13 meeting. PUBLIC HEARINGS/GENERAL BUSINESS City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes - Final April 10, 2019 None. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Commissioner Alexander III brought forth a potential study item related to reducing waste at Sunnyvale Parks. The study issue item will be placed on the agenda and discussed at the next regular Parks and Recreation Commission meeting. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Giri asked if the Community Center was in works for a renovation of the gym in the 20-year plan and wondered how we were regarding usage of the gym. He also expressed interest in adding more indoor centers if there was demand. Superintendent of Community Services Damon Sparacino, commented that the Indoor Center at the Columbia Neighborhood center and the one at the Community Center were both well used. He also noted that he would ask staff to pull usage reports for both as well as check if there were any unfulfilled requests. Commissioner McCune noted that there was a lot of shared use between the schools and City as well. Commissioner Giri asked if there was a single place for tournaments. Superintendent Sparacino noted that tournaments are usually large scale and potentially countywide events. We are more focused on community events. Commissioner Giri asked about a place to hold multiple events and another that it would be nice to have a place with more basketball courts. Superintendent of Parks Jim Stark, commented that at this time, there is nothing in the plan related to building a facility to host large scale events. -Staff Comments Superintendent of Community Services Damon Sparacino, shared that staff will be providing the commissioners with a Superintendent’s Report at each meeting. The report will keep the commissioner’s abreast of information and staff will email it out the next morning as well. The April 10 report covered a variety of upcoming events, as well as shared information on the Census, grants and updates on past events. Commissioners inquired: -Can we share this information? -Is there an update on the Branch Library? Superintendent Sparacino commented: -Yes, the report may be shared. -The City is in discussion with the school district. Once we have an update on the Branch Library, we will share.
