City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, April 14, 2021 7:00 PM Telepresence Meeting: City Web Stream TELECONFERENCE NOTICE Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 10, 2020, the meeting was conducted telephonically. CALL TO ORDER Chair Kenton called the meeting to order at 7:00 p.m. via teleconference. ROLL CALL Present: 5 - Chair Ralph Kenton Vice Chair Prakash Giri Commissioner Daniel Bremond Commissioner Gregory Dibb Commissioner Mike Michitaka Council Liaison Hendricks (Present) PRESENTATION A 21-0454 Aquatics Report Recreation Services Coordinator II, Jesus Raygoza provided a presentation on Aquatics. Highlights included: pool locations, pre-COVID programming, current programming, aquatic statistics, Summer plans and scheduled expansion. Commissioners inquired and staff responded: Are lap swim prices at Fremont Pool standard? Yes, the City used neighboring cities' price points as benchmarks and found that lap swim prices are similar when priced per minute. Has a monthly lap swim pass been considered? Yes, although the City will assess a year's worth of aquatics data before adjusting any fee structures. No, Washington Pool is the only site that has zero-depth entry; however, all other sites have either ladders, steps or an elevator chair. Chair Kenton opened public comment. Colin Dixon, Sunnyvale resident, asked if the City could provide cheaper rates during non-full time slots. Chair Kenton closed public comment. B 21-0453 Capital Improvement Projects Update Superintended of Parks and Golf, Jim Stark provided a presentation on Capital Improvement Projects. Highlights included: Plaza Del Sol II, playground equipment replacement, John W. Christian Greenbelt Pathway rehabilitation, De Anza Park Pathway rehabilitation, AMD/Redwood Place Park, construction projects, Fair Oaks/Magical Bridge, and the Murphy Tot Lot project. Commissioners inquired and staff responded: Would staff be able to provide a list of parks that were most recently renovated? Staff will send the Commission a spreadsheet of the City's 20-year plan and provide a list of recent projects the City has worked on. Will send spreadsheets in the coming weeks. Vice Mayor Hendricks asked staff to provide City Council with a graph of newly added parks, including acreage. Chair Kenton opened public comment. Colin Dixon, Sunnyvale resident, asked if the City has viewed Mountain View's dog off-leash policy? The City has had numerous meetings on dog off-leash policies, but did not pursue a pilot program due to liability and staff availability. Chair Kenton closed public comment. Chair Kenton opened oral communications and there was no public testimony, closed oral communications. CONSENT CALENDAR Commissioner Bremond moved and Commissioner Michitaka seconded the motion to approve the consent calendar as presented. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Standing item. No study issues approved in previous meeting were proposed. 2 21-0456 Parks and Recreation Commission Proposed Study Issues, Calendar Year: 2022 INFORMATION ONLY REPORTS/ITEMS 3 21-0504 Las Palmas Park Empty Pond Space Chair Kenton thanked the resident for their proposal to expand the park's usage. Commissioners inquired and staff responded: Will staff respond to the resident's inquiry? Yes, the Parks department will respond and invite the patron to attend a future outreach session. NON-AGENDA ITEMS & COMMENTS City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes - Final April 14, 2021 -Commissioner Comments Chair Kenton provided the Commission with an update on the Boards and Commission Subcommittee meeting and the Quarterly Neighborhood Association meeting. He also informed the Commission that the Sunnyvale Tennis Club will offer two $500 grants for patrons interested in playing tennis. -Staff Comments Jim Stark shared with the Commission that most outdoor activities are permitted in the orange tier. He informed the Commission that currently the City will not activate the water fountains and spray pools, until the County is in the yellow tier. Lastly, Jim announced that the City is now taking picnic reservations. Damon Sparacino informed the Commission that we are scheduled to have a joint meeting with the Arts Commission on May 19, 2021 to review the recommended budget, but may pivot to a regular meeting depending on the Finance Department's availability. Moreover, that Recreation Services is gathering registration data and will share results to Commission and City Council once complete. Lastly, Damon provided an update that the City is planning to have the State of the City event in-person, but on a smaller scale to conform to the pandemic's social distancing guidelines.
