City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, April 13, 2022 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on April 5, 2022. Chair Giri called the meeting to order at 7:00 p.m. via teleconference. ROLL CALL Present: 4 - Chair Prakash Giri Vice Chair Gregory Dibb Commissioner Daniel Bremond Commissioner David Kesting Council Liaison Din (absent) PRESENTATION A 22-0420 Frisbee Golf Presentation Sunnyvale resident, Gil Bronstein, and President of Silicon Disc Golf Club, Jim Challas, provided a presentation on disc golf. Highlights included: what disc golf is, number of players and courses, who can play, planned initiative for the City of Sunnyvale, informational signage, and benefits. Commissioners inquired and presenter/staff responded: Have you presented to other cities and have they been able to accommodate? Sunnyvale is the first city I have presented to. How would a project like this proceed forward? The Commission can submit a study issue on behalf of the resident, the discussion topic can be presented during a community outreach meeting, or be directly presented to City Council. B 22-0327 Capital Improvement Projects Update Superintendent of Parks and Golf, Jim Stark, provided a presentation on Capital Improvement Projects. Highlights included: Magical Bridge Playground, AMD/Redwood Park, tennis court reconstruction, and De Anza pathway renovation. Commissioners inquired and staff responded: Does staff have flexibility to adjust the priority of renovations listed on the capital improvements project? Yes, staff evaluate the list every two years to ensure needs are current. C 22-0416 Parks and Park Buildings Update Jim Stark provided a presentation on De Anza Park. Highlights included: map, history, and amenities. Commissioners inquired and staff responded: Do staff feel that pulling grass away from local parks causes the premature deaths of redwood trees? Yes; however staff design parks to have enough grass to accommodate significant trees. ORAL COMMUNICATIONS Rohit B., Sunnyvale resident, inquired on the possibility of extending picnic reservations year round. CONSENT CALENDAR Commissioner Kesting moved and Chair Giri seconded the motion to deny the Parks and Recreation Commission Minutes of March 9, 2022. Commission requested notes regarding the cost differential for batting cages be added. Yes: 5 - Chair Giri Vice Chair Dibb Commissioner Bremond Commissioner Kesting Mason City of Sunnyvale Page 2 Parks and Recreation Commission Meeting Minutes - Final April 13, 2022 No: 0 1 22-0358 Approve the Parks and Recreation Commission Meeting Minutes of March 9, 2022 PUBLIC HEARINGS/GENERAL BUSINESS 2 22-0268 Recommendation to City Council on Naming New City Park at One Redwood Place (Previous AMD site) Jim Stark provided a presentation on naming the new city park at One Redwood Place. Highlights included: map, site plan, Council policy, and park naming suggestions. Chair Giri opened for public comment. Steve B., landscape architect for One Redwood Place, provided background on how the park's design process integrated redwood trees. He noted that his preference for the name of the park would follow that theme. Laura Babcock, Director of the Heritage Park Museum, provided greater context on the names that were suggested. She noted that her first choice was Shellmound Park. Chair Giri closed public comment. Commissioner Kesting recommended that the park avoid the name Redwood due to its naming similarity to the site's location of One Redwood Place. Patrons may think that the park is under ownership of private property. Commissioners discussed and each member provided their top suggestions. Staff compiled a list of the top suggestions: Arques, Duane, Manzanita, Redwood and Shellmound Park. Commissioner Kesting moved and Commissioner Mason seconded motion to approve the recommendation to City Council on naming the new city park at One Redwood Place. City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes - Final April 13, 2022 Yes: 5 - Chair Giri Vice Chair Dibb Commissioner Bremond Commissioner Kesting Mason No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 3 22-0359 Parks and Recreation Commission Proposed Study Issues, Calendar Year: 2023 Chair Giri submitted a study issue to evaluate the feasibility of opening the south east drainage channel near Ortega Park for public use. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None. -Staff Comments Superintendent of Recreation Services, Damon Sparacino, informed the Commission that Fair Oaks Park will have its grand re-opening on Saturday, April 30, 2022, from 9:30 a.m. to 11:30 a.m. and welcomed the Commissioners to attend. Additionally, he provided an update on the Community Center Grounds Renovation Project and recommended community members attend the next community outreach meeting.
