City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, February 8, 2023 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on January 10, 2023. Chair Giri called the meeting to order at 7:02 p.m. via teleconference. ROLL CALL Present: 4 - Chair Prakash Giri Vice Chair Gregory Dibb Commissioner Daniel Bremond Commissioner David Kesting Absent: 1 - Commissioner Dona Mason Vice Chair Dibb arrived at 7:06 p.m. Council Liaison Melton (present) PRESENTATION A 23-0226 Park Dedication Fund Review Superintendent of Parks and Golf, Jim Stark, provided an update on the Park Dedication Fund. Highlights included the Quimby Act, available resources, and current projects. Commissioners inquired and staff responded: Has the City lost any funds because they were not used in 5-years? Staff does not believe any funds were left on the table, but will follow up. Superintendent Stark will send the Commissioners a link to the City website, detailing how each project is funded and the 20-year plan. City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes - Final February 8, 2023 ORAL COMMUNICATIONS Erik K., Annie S., Liam K., and Chris F. voiced their objection to creating a dog park in the PG&E lot. The unused lot provides a natural play space for children. Michael S., Russ S., Scott C., Chris D., and Ryan D. voiced their support for creating a dog park in the PG&E lot. Since there is no dog park near the area, many residents resort to using the Cherry Chase Elementary School field for off-leash dog use. Linda S. and Weifei voiced their support to convert the PG&E lot to a multi-use area. Councilmember Melton informed the public that the next step in the study issue process would take place next Thursday, on February 16, at City Council at 8:30 a.m. He encouraged the public to attend and that they can email City Council at council@sunnyvale.ca.gov to continue engagement on this topic. CONSENT CALENDAR Commissioner Bremond moved and Chair Giri seconded the motion to approve the Parks and Recreation Commission Minutes of January 11, 2023 as submitted. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS City of Sunnyvale Page 2 Parks and Recreation Commission Meeting Minutes - Final February 8, 2023 -Commissioner Comments Commissioner Kesting noted that it was great that so many people attended the meeting. He noted that the PG&E dog park study issue could be leveraged for open space to the public. He encouraged the public to attend the Council meeting next week. Chair Giri also encouraged the public to write to Council or attend in-person. -Staff Comments Superintendent Stark informed the commission that he will meet with Commissioner Dibb next week to discuss field conditions and recommended that commissioners reach out to Ricky Le if they had any inquiries. Additionally, he noted that the study issue workshop will be a great opportunity for the public to voice their opinion, especially since there are many park study issues this year.
