CALL TO ORDER
The meeting was called to order at 7:00 pm.

PRESENTATION
1 PRESENTATION - Recognition of Service
Mayor Griffith recognized Commissioners Kisyova and Srivastava for the
completion of their term and their reappointment to the Commission. Mayor Griffith
acknowledged all of the Commissioners for their service and commitment to
Sustainability.
2 PRESENTATION - Recycled Water
Environmental Services Director Stufflebean provided the Commission a
presentation on considerations for the future of recycled water production in
Sunnyvale.

CONSENT CALENDAR
3 Draft Minutes of the Sustainability Commission Meeting of
May 19, 2014.
Commissioner Hafeman pulled the May 19 meeting minutes from the consent
calendar.
Commissioner Hafeman moved and Commissioner Glaser seconded the motion to
approve the minutes of the May 19, 2014 meeting as amended. The motion carried
by the following vote:

PUBLIC HEARINGS/GENERAL BUSINESS
4 Power Purchase Agreements for Alternative Energy Allocation
(Study Issue) - Pursue Solar Energy Solutions, Approve
Budget Modification 39, and Find that the Project is Exempt
from CEQA
Commissioner Hafeman made a motion and Commissioner Paton seconded to
recommend that Council Adopt Alternatives 1 and 4: Find that the proposed solar
installations are exempt from CEQA under Public Resources Code Section
21080.35 (Rooftop Solar CEQA Exemption) and CEQA guideline 15303 (New
Construction or Conversion of Small Structures); approve Budget Modification No.
39 to appropriate $40,000 for additional technical services to support the project;
and recommend that Council adopt a modified Alternative 2: direct staff to pursue
solar energy solutions through an RFP for PPAs and Direct Purchase for the four

recommended sites with the design done so the systems can be fully expanded to
the site potential.
Commissioner Glaser commented that he would like to see a financial analysis
completed for the four sites comparing the economics to a Community Choice
Aggregation Program. Commissioner Glaser commented that he would be
interested in the economics for the sites, with Marin Clean Energy as the example,
participating in a CCA Net Energy Metering program versus installing solar systems
to the sites full capacity to sell all of the energy produced to a CCA, using Marin
Clean Energy and their acquisition costs as a guide.
Commissioner Glaser commented that he is interested in ways the City may enable
residents to participate in solar through some mechanism that would allow them to
finance the City's solar installations and receive some form of return on their
investment, much like the Solar Mosaic model introduced in Colorado.

5 Proposal of Study Issues
· Banning single use, single serving plastic water bottles in
City properties
The Commission voted on the previously tabled motion made by Commissioner
Srivastava and seconded by Commisioner Glaser for a study issue to recommend
Council limit the sale of single use plastic water bottles to containers greater than
36 ounces or other certain size at public events and property. The motion carried
by unanimous vote.

Commissioner Glaser shared some of the sustainability highlights from his recent
trip to Amsterdam.
Commissioner Hafeman reported attending the public meeting regarding the
Mathilda Monster project, the intersection of Mathilda and Highway 237 at Moffett
Park.
Commissioner Srivastava reported participating in a webinar regarding energy
efficiency scorecards for cities.
Commissioner Kisyova reported attending the May 20 Council meeting during
which the Climate Action Plan was adopted. Commissioner Kisyova acknowledged
Commissioners Fukumoto and Hafeman and students from Homestead High
School for their comments.
