Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Paton called the meeting to order at 7:06 p.m. in the Garden Conference Room. SALUTE TO THE FLAG Chair Paton led the salute to the flag. Council Liaison - Gustav Larsson (absent) PUBLIC ANNOUNCEMENTS None. CONSENT CALENDAR 1 15-0533 Draft Minutes of the Sustainability Commission Meeting of May 4, 2015 Commissioner Kisyova pulled the May 4, 2015 minutes from the consent calendar and requested that the minutes be amended to reflect her request to consider using some of the additional recommended funding for lawn replacement rebates for smart irrigation system rebates. The motion carried by the following vote: Yes: 5 - Chair Paton Commissioner Fukumoto Commissioner Glaser Commissioner Hafeman Commissioner Kisyova No: 0 Absent: 2 - Vice Chair Srivastava Commissioner Glazebrook PUBLIC COMMENTS None. PUBLIC HEARINGS/GENERAL BUSINESS 2 15-0532 Annual Review of the City Manager’s Recommended Budget Commissioners reviewed the City’s Manager’s Recommended Budget, asked clarifying questions of staff, and shared observations and concerns about the budget which included: the recommended budget did not seem to place enough emphasis on alternative modes of transportation, specifically funding for additional bike lanes; the recommended budget reflects continuing support for automobiles and the 20-year budget should begin to reflect transportation mode shifts; that City should be working to meet the commute needs of leading edge employers and their workforce, many of whom prefer mass transit and not owning an automobile; and the City budget should include an emphasis on easing congestion issues for the community. Commissioners recognized that the budget included initial funding for Climate Action Plan implementation and for Community Choice Energy. Chair Paton opened the Public Hearing. No public comments. Chair Paton closed the Public Hearing. Commissioner Glaser moved, and Commissioner Hafeman seconded, a motion that the Commission send a communications to the City Council that states that the Commission has reviewed the recommended budget and that the Commission’s City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final May 18, 2015 one major take-away is that the budget does not address the change in transportation that the community should be looking at over the 20-year period, specifically making automobiles a viable option rather than a necessity. The motion carried by the following vote: Yes: 5 - Chair Paton Commissioner Fukumoto Commissioner Glaser Commissioner Hafeman Commissioner Kisyova No: 0 Absent: 2 - Vice Chair Srivastava Commissioner Glazebrook NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Chair Paton informed the Commission that he will be speaking to the City Council’s May 19th meeting to address the concerns raised with several of the topics that were included on the Commission’s 2015 work plan. Based on his communications with the Mayor and Council members, the concerns fall into three areas: (1) creating extra work for City staff; (2) potentially by-passing the Study Issue Process; and (3) inadvertently creating a Public Hearing that was not scheduled by the City Council. Chair Paton will offer the clarification that for the topics of concern, the Commission's intent was that these would be Commissioner led presentations intended to inform the Commissioners on key topics of interest and the staff time involved would be minimal. Commissioner Glaser reported that he will be attending the Council Study Session on the Land Use and Transportation Element on May 19th, and may be attending the Stanford Precourt’s Silicon Valley Energy Summit on June 25th. Commissioner Fukumoto shared that she attended a BAWSCA Laundry to Landscape Workshop in Mountain View and that it was very informative. Commissioner Fukumoto also attended a BAWSCA Design It Yourself Native Landscape Workshop this past Saturday in Sunnyvale that had over 50 attendees. Attendance has been very high at this year’s workshops compared to previous years. Commissioner Kisyova noted that she has not received any comments of feedback on the Zero Net Energy Building Code materials that she shared with the City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes - Final May 18, 2015 Commission. -Staff Comments Elaine Marshall, Environmental Programs Manager, updated the Commission that the Silicon Valley CCE Partnership website (www.svcleanenergy.org) in now live.
