CALL TO ORDER
Vice Chair Jackson called the meeting to order at 6:39 p.m. in the West
Conference Room.

PUBLIC ANNOUNCEMENTS
Commissioner Cordes announced the Sunnyvale Neighbors of Arbor Including La
Linda (SNAIL) Neighborhood Association yard sale to be held on June 13 and 14 at
810 Carolina Avenue.
Commissioner Welch reported on the success of the Neighborhood Dumpster Day
Freecycle event which included support from Bay Area BikeMobile. Mr. Welch also
announced the upcoming Sunnyvale Public Library Bike Festival on May 23 as well
as the Wipeout Cancer Sports Day for Charity event at San Jose State University
on July 25. Welch also discussed the possibility of San Jose Mayor, Sam Liccardo,
promoting the Vision Zero plan, which moves toward zero traffic deaths and
provides safe streets for all, at the Wipeout Cancer event.
Vice Chair Jackson announced the upcoming community meeting for the Mathilda
Avenue Plan Line on May 28. Mr. Jackson also shared the volunteer opportunity at
the last Bike Rodeo of the school year which takes place at Ellis Elementary on
June 2.
Hannah Levin, AP Environmental Science student at Mountain View High School,
introduced herself. Ms. Levin stated that she is attending local meetings for a
project and plans to write a report on how people voice their opinions and how the
community works on environmental issues within the city.

PUBLIC HEARINGS/GENERAL BUSINESS
2. 15-0543 Review of the Detailed Two-Year Budget
Vice Chair Jackson expressed concern that Study Issue DPW 15-04, Full Time
Bike Lanes on Homestead Road, is not listed on Figure 8. Proposed Budget
Supplements as the Study Issue states “Will seek budget supplement.” Traffic and
Transportation Manager Shahid Abbas stated that the supplement is not needed as
the study is underway.
Commissioner Okuzumi expressed concern regarding the budget supplement for
Study Issue DPW 15-03, Becoming Silver Level in the League of American
Bicyclists, going towards hiring a consultant. Traffic and Transportation Manager
Abbas stated that staff is in the process of writing a Request for Proposals for the
study.
Vice Chair Jackson expressed concern that the Recommended Budget states the
Transportation Development Act (TDA) Fund for FY 2014/15 totals about $850,000
while Commissioners were given the total of $108,000. Traffic and Transportation
Manager Abbas stated he would look into it.
Vice Chair Jackson suggested that when doing any street pavement maintenance
contract the Street Space Allocation policies should be considered because bike
accommodations could be added if not there already.
MOTION: Commissioner Welch moved and Commissioner Okuzumi seconded the
motion to recommend to City Council that the backlog of sidewalk repair
compromises the safety, convenience, and accessibility requirements of
pedestrians with disabilities, therefore the City should expedite the repairs of
sidewalks. The motion carried by the following vote:

Commissioner Welch shared Google’s North Bayshore Bicycle Access Vision Plan
which aims to double the number of its employees bicycling to work and to increase
the level of comfort for cyclists on City streets.
Commissioner Cordes inquired about the follow up on items that required action
from staff and asked if those items could be broken out in the minutes so they are
easier to track. Traffic and Transportation Manager Abbas stated that items
needing staff action would be discussed during Staff Comments. Cordes inquired if
citizens can provide feedback on the City’s budget and Traffic and Transportation
Manager Abbas stated that there’s a link on the City website.
Commissioner Kolber discussed the goal of having bicycle route connectivity.
Commissioner Okuzumi discussed her proposal to have Silicon Valley Bicycle
Coalition present their Vision Zero plan template in the October meeting, during
which the discussion with the City’s Department of Public Safety on reducing
cyclist, pedestrian, and motor vehicle crashes would also occur. Okuzumi
announced meetings for the Valley Transportation Authority (VTA) Countywide
Bicycle Plan update are upcoming. Okuzumi also requested that Commissioner-led
presentations on Buffered Bike Lane Standards and Bollards/Chicanes on
Off-Street Paths be included on the agenda for June and/or July. Traffic and
Transportation Manager Abbas stated both presentations could be scheduled for
June but deferred to July if needed.
Vice Chair Jackson proposed a possible Study Issue on parking prohibitions at the
entrances and exits of bicycle and pedestrian pathways. Jackson also stated that
the Study Issues for DPW 15-03 and DPW 15-04 are not listed on the Tentative
Council Meeting Agenda Calendar.

Traffic and Transportation Manager Abbas commented on the success of Bike to
Work Day and informed commissioners that the updated policy for Boards and
Commissions would be emailed to them.
Commissioner Welch requested that there be a pop-up canopy at the energizer
station at Wolfe and El Camino at the next Bike to Work Day so that the station is
more visible and offers shade and/or coverage if it rains.
Traffic and Transportation Manager Abbas informed commissioners that the
requested links are on the BPAC webpage, that staff is not allowed to ask for
funding for events, with the exception of National Night Out, and that the City is not
required to complete a Metropolitan Transportation Commission (MTC) Routine
Accommodation check list for grant applications.
Commissioner Cordes stated his name is spelled incorrectly on the BPAC
webpage.
INFORMATION ONLY REPORTS/ITEMS
Commissioner Okuzumi and Vice Chair Jackson asked about the amount of
funding needed and the projected availability of funds for the Bernardo Caltrain
Undercrossing project. Traffic and Transportation Manager Abbas stated he would
check with Director of Public Works Manuel Pineda.
