Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Paton called the meeting to order at 7:05 p.m. in the West Conference Room. SALUTE TO THE FLAG Chair Paton led the salute to the flag. Council Liaison - Gustav Larsson (present) PRESENTATION 1 15-0634 Recognition of Service Councilmember Larsson presented Commissioner Hafeman with a Certificate of Appreciation for his four years of service on the Sustainability Commission and recognized all the commissioners for their dedication, commitment, and service to the City of Sunnyvale. PUBLIC ANNOUNCEMENTS Sarah Young with the Santa Clara Valley Water District announced that the Water District has grants available for pollution prevention and habitat conservation and that applications are due on August 10, 2015. City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes - Final June 15, 2015 CONSENT CALENDAR 2 15-0633 Draft Minutes of the Sustainability Commission Meeting of May 18, 2015 Commissioner Glaser moved, and Commissioner Hafeman seconded, a motion to approve the minutes. The motion carried by the following vote: Yes: 5 - Chair Paton Commissioner Fukumoto Commissioner Glaser Commissioner Hafeman Commissioner Kisyova No: 0 Absent: 1 - Vice Chair Srivastava Abstain: 1 - Commissioner Glazebrook Commissioner Glazebrook abstained because he was absent from the May 18, 2015 Commission meeting. PUBLIC COMMENTS No comments. PUBLIC HEARINGS/GENERAL BUSINESS 3 15-0639 Initial Study on a Community Choice Energy Program for the South Bay Melody Tovar, Regulatory Programs Division Manager, and Shawn Marshall, CEO of LEAN Energy US, provided a presentation on the initial study report examining Community Choice Energy (CCE) for the South Bay, key findings of the report, and proposed next steps. Commissioners discussed the report finding and asked clarifying questions. Commissioner Glaser voiced concerns that the report did not provide enough specifics relative to CCE in Silicon Valley and was particularly concerned that the report did not include information on the customer load that is currently Direct Access and what implications that would have on the future CCE program. Ms.Tovar informed the Commission that detailed data about the number of customers including the part of our electicity load that is currently Direct Access would be considered in the next phase as part of the Technical Study and the implications would be evaluated in the context of what the full electricity load of the City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final June 15, 2015 potential CCE could be. Commissioner Glazebrook inquired about the availability of renewables on the market given all the interest in CCE around California. Ms. Marshall shared that Marin Clean Energy’s (MCE) recent open procurement resulted in responses that amounted to 10 times the renewable power that they needed. There is renewable energy currently available on the market. Also, with the Governor’s recent direction to increase the Renewable Portfolio Standards to 50% by 2030, many renewable energy development companies are looking to enter the California market. Ms. Marshall noted that, at this time, we are not seeing a shortage of renewable energy supplies. Commissioner Fukumoto asked about potential challenges in staffing a potential CCE due to all the other programs that are potentially launching around us. Ms Marshall noted that she did not think this would be a problem in the Bay Area and that there is a potential to share resources and talent across programs. Commissioner Kisoyva asked about how Net Zero Energy Buildings could work with the CCE. Ms. Marshall shared that current CCEs offer Net Energy Metering and Feed-in-Tariff programs. Chair Paton opened the Public Hearing. Sarah Young with the Santa Clara Valley Water District asked about the role that Sonoma Water Agency played in Sonoma and what role might there be for the Santa Clara Valley Water District. Ms Tovar shared that in Sonoma County, the Sonoma County Board of Supervisors and the Sonoma Water Agency share the Board of Directors, and the Sonoma Water Agency served as the sponsoring agency for Sonoma Clean Power. Ms Tovar also shared that the SCVWD had participated in earlier forums in the South Bay about CCE explorations and has not expressed interests to engage in the project and that staff would welcome any discussions about SCVWD interest. Chair Paton closed the Public Hearing. Commissioner Glaser commented that he feels strongly that early information on the Direct Access load is important to get before the City Council and decision makers. Commissioner Hafeman moved, and Commissioner Glaser seconded, a motion to recommend that the City Council accept the draft staff recommendations with the additional direction that staff expedite the discovery of the Direct Access percentage and make that information available to decision makers when it is available. The Commissioners discussed the information provided. No action was taken. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Glaser attended a one-day training session on Net Zero Energy Buildings and Ordinances in San Mateo County and shared that there is a LinkedIn Group for Zero Energy. Commissioner Hafeman shared information on a recent article from Californians Against Waste (CAW) regarding food scraps in landfills and the methane that is released into the atmosphere as food scraps decompose in landfills. -Staff Comments Elaine Marshall, Environmental Programs Manager, informed the Commission that the City is currently running the Leaf Blower Exchange Program which runs through June 26, 2015. Sunnyvale residents or businessed can receive a $50 rebate for City of Sunnyvale Page 4 Sustainability Commission Meeting Minutes - Final June 15, 2015 turning in a gas powered leaf blower and purchasing an electric leaf blower.
