Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Paton called the meeting to order at 7:01 p.m. in the West Conference Room. SALUTE TO THE FLAG Chair Paton led the salute to the flag. Council Liaison - Tara Martin-Milius (absent) PRESENTATION 1 15-0405 COMMISSIONER PRESENTATION - 2015 Paris Climate Conference (COP 21) Information Sharing Commissioner Glazebrook provided an update on the Paris Climate Conference (COP21), which he attended in early December. Among other highlights at the conference, he noted that the conference emphasized large city actions including several city-focused initiatives to promote collaboration between cities to address COP21 goals, including C40 cities (www.c40.org), an initiative with a $1-billion fund for cities for climate-related efforts. City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes - Final December 21, 2015 2 15-0520 PRESENTATION - Update on Sunnyvale’s Participation in the Georgetown University Energy Prize Challenge Nupur Hiremath, Sustainability Coordinator, provided an update on Sunnyvale’s efforts to improve energy efficiency as a semi-finalist in the Georgetown University Energy Prize (GUEP) competition. Sunnyvale is ranked 18th based on 2015 Quarters 1 and 2. In 2016, City staff will be focused on IGreenSunnyvale, a mobile phone sustainability app, and using community-based social marketing strategies to more effectively engage the community in behaviors related to energy efficiency. CONSENT CALENDAR 3 15-0518 Draft Minutes of the Sustainability Commission Meeting of November 16, 2015 Chair Paton pulled the draft November 16, 2015 minutes from the consent calendar and requested that a correction be made to clarify that Scenario 1 of the Community Choice Energy (CCE) technical study would yield a little to no increase in GHG emissions reductions. Commissioner Glaser moved and Commissioner Glazebrook seconded a motion to approve the November 16, 2015 meeting minutes as amended. The motion carried by the following vote: Yes: 4 - Chair Paton Commissioner Glaser Commissioner Glazebrook Commissioner Kisyova No: 0 PUBLIC HEARINGS/GENERAL BUSINESS 4 15-0785 Annual Review of Code of Ethics and Conduct for Elected and Appointed Officials Commissioner Glazebrook moved and Commissioner Kisyova seconded a motion to approve the Code of Ethics and Conduct for Elected and Appointed Officials. The motion carried by the following vote: City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final December 21, 2015 Yes: 4 - Chair Paton Commissioner Glaser Commissioner Glazebrook Commissioner Kisyova No: 0 5 15-0788 Discussion of the Sustainability Commission’s 2016 Work Plan The Commission discussed the most effective way to build a meaningful work plan for 2016. The Commission generally agreed that discussing topics in a vacuum without adequate collaboration with staff was not effective in making a change. The Commission proposed the following topics for inclusion in the 2016 annual work plan: 1. Quarterly updates on the City’s CAP implementation progress from staff 2. Commissioner presentations on leading edge practices in key topic areas (with staff, as needed), including: a. Building energy code, including input from Community Development staff; b. Transit at: (i) regional scale and (ii) local scale c. Climate adaptation planning and sea level rise 3. Staff updates on key initiatives: a. CAP (March 2016) b. City’s building code implementation and enforcement of energy code and green building ordinance c. City’s Zero Waste Plan d. Water Pollution Control Plant (WPCP) Capital Improvement Project (CIP) e. City’s efforts to assess and address sea level rise 4. Review and discussion of specific plans, such as: a. Land Use and Transportation Element (LUTE) b. Peery Park transportation plan c. El Camino Real corridor study STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes - Final December 21, 2015 -Commissioner Comments Commissioner Kisyova provided an update on her ongoing involvement with the El Camino Real (ECR) Plan Advisory Committee and announced that its next meeting will be held in January. -Staff Comments Elaine Marshall, Environmental Programs Manager, announced that CAP implementation progress tool development and data gathering are underway. She also highlighted an update from the late December City Manager’s blog that $1.1 million grant was awarded to the City and the Valley Transportation Authority (VTA) to create a two-year pilot program to provide a shuttle service from Peery Park to the Caltrain station and surrounding areas.
