CALL TO ORDER
Chair Paton called the meeting to order at 7:00 p.m. in the West Conference Room.

18-1036 Approve the Sustainability Commission Meeting Minutes of
October 24, 2018
Commissioner Kunz pulled the October 24, 2018 meeting minutes to correct the
location of the meeting to from West Conference Room to Neighborhood Room.
Staff noted the correction.

approve the consent calendar. The motion carried by the following vote:

PUBLIC HEARINGS/GENERAL BUSINESS
18-1038 Draft 2019 Annual Master Work Plan
The Commission discussed ideas for the 2019 Annual Master Work Plan, including
various staff updates that were requested, such as updates on the Green Building
Program and new City Hall. The Commission also discussed ideas for several
Commissioner led presentations.
Commissioner Zornetzer moved, and Commissioner Joesten seconded, a motion to
approve the Commission’s 2019 Annual Master Work Plan. The motion carried by
the following vote:

STANDING ITEM: CLIMATE ACTION PLAN (CAP 2.0) UPDATE
Nupur Hiremath, Environmental Programs Manager, provided an update that
Climate Action Playbook (CAP) development is underway. The public review draft
will be made available likely in late November or early December. Staff will conduct
public outreach meetings tentatively in December 2018 and January 2019. Staff will
also collect public input via an online portal. Staff plans to present the CAP to City

Council at a Study Session on January 29, 2019. After incorporating public
feedback, staff will present a draft of the CAP to the Sustainability, Bicycle and
Pedestrian Commission (BPAC), and Planning Commissions in March 2019.
STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES
Nupur Hiremath provided a list of Study Issues sponsored by the Commission
during 2018. She noted that the Commission would rank Study Issues at the
January 2019 meeting.
NON-AGENDA ITEMS & COMMENTS
-Commissioner Comments
Vice Chair Wickham shared that she attended a Council Study Session with Board
and Commission Chairs and Vice Chairs to improve processes for Commission
operations. She also shared that she participated in two sessions of the Map Your
Neighborhood program, which is aligned with the Strong Blocks program idea
proposed for CAP. She also shared that the last Sustainability Speaker Series event
of the year was well attended and useful for the community.
Commissioner Kunz shared that the City Council recently passed a policy to lower
speed limits in areas around schools, which is well aligned with the Safe Routes to
School program and had strong community support.
Chair Paton shared that he had signed up for a hack-a-thon on developing solutions
to transportation issues in the South Bay in December.
-Staff Comments
Ms. Hiremath shared several announcements, including: (1) that ESD staff is
tentatively considering taking the 2019 Sustainability Speaker Series proposal to
City Council in late February 2019; (2) a Board and Commission Study Session with
Council would be held on November 13, 2018 for Chairs/Vice Chairs to contribute
useful ideas. She also shared that the Environmental Services Department (ESD) is
undergoing several staffing changes, including her own promotion to Environmental
Programs Manager and that Jackie Davison, Environmental Outreach Coordinator,
would be moving to the City’s Library and Community Services Department. As a
result of multiple key staff position vacancies, ESD anticipates limited staff
resources for the next few months.
