City of Sunnyvale Meeting Minutes - Final Sustainability Commission Monday, October 17, 2022 7:00 PM Telepresence Meeting: City Webstream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on September 27, 2022. Chair Wickham called the meeting to order at 7:00 p.m. via teleconference. ROLL CALL Present: 7 - Chair Kristel Wickham Vice Chair Douglas Kunz Commissioner Jeffery Nabhan Commissioner Kristina Pistone Commissioner Murali Srinivasan Commissioner Tonya Veitch Commissioner Justin Wang Council Liaison – Councilmember Larsson (present) Chair Wickham, Vice Chair Kunz, all Commissioners, and Councilmember Larsson attended via teleconference. PRESENTATION 22-0999 PRESENTATION - Reach Codes Update Suzanne Park, Chief Building Official, presented the 2023 Reach Codes updates and discussed implementation of current Reach Codes. Commissioners asked clarifying questions, and Ms. Park provided answers. 22-1000 PRESENTATION - Lakewood Library Sustainable Design Elements Nathan Scribner, Assistant City Engineer, presented the design of the Lakewood Branch Library and discussed the sustainable elements of the building. CONSENT CALENDAR 22-1002 Approve the Sustainability Commission Meeting Minutes of September 19, 2022 Commissioner Veitch moved, and Vice Chair Kunz seconded, a motion to approve the consent calendar. The motion carried by the following vote: Yes: 5 - Chair Wickham Vice Chair Kunz Commissioner Nabhan Commissioner Pistone Commissioner Veitch No: 0 Abstain: 2 - Commissioner Srinivasan Commissioner Wang PUBLIC HEARINGS/GENERAL BUSINESS 22-1001 Review 2023 Draft Annual Work Plan The Commission discussed and added various items to the Draft 2023 Work Plan. The Commission will review the Draft Work Plan at the November meeting with the intention of finalizing the plan at that meeting. Staff will coordinate with other departments to determine any additional items that need to be added to the Work Plan. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 22-1004 Climate Budgeting (potential Study Issue) Chair Wickham provided a summary of the Potential Study Issue (SI) and her rationale for submitting it. Madeline Willett, Environmental Programs Manager, summarized the staff response. The Commission discussed that implementation of this SI could be accomplished through a phased process. MOTION: Commissioner Wang moved, and Chair Wickham seconded, a motion to City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final October 17, 2022 propose and sponsor this Study Issue. FRIENDLY AMMENDMENT: Commissioner Veitch offered a friendly amendment to include that implementation could be accomplished through a phased approach and add to the key elements that the Study should examine how to include this annually and be made transparent in the published budget. Commissioner Wang and Chair Wickham accepted the friendly amendment. The motion carried by the following vote: Yes: 7 - Chair Wickham Vice Chair Kunz Commissioner Nabhan Commissioner Pistone Commissioner Srinivasan Commissioner Veitch Commissioner Wang No: 0 22-1005 Improving community awareness of indoor air quality for climate resiliency and public health (potential Study Issue) Commissioner Pistone provided a summary of the Potential Study Issue (SI) and her rationale for submitting it. Ms. Willett summarized the staff response. The Commission discussed the Study Issue. MOTION: Commissioner Pistone moved, and Vice Chair Kunz seconded, a motion to propose and sponsor this Study Issue. The motion carried by the following vote: Yes: 7 - Chair Wickham Vice Chair Kunz Commissioner Nabhan Commissioner Pistone Commissioner Srinivasan Commissioner Veitch Commissioner Wang No: 0 NON-AGENDA ITEMS & COMMENTS City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes - Final October 17, 2022 -Commissioner Comments Commissioner Veitch shared that the California Extreme Heat Symposium will be held on October 18, from 9 a.m. - 3:30 p.m. -Staff Comments Ms. Willett shared that she was promoted to Environmental Programs Manager, permanently. She reminded Commissioners of the Drive Electric webinar titled, Goodbye Gas, Hello EVs! On October 27, from 7 to 8 p.m. She reminded Commissioners that Reach Codes are being heard by City Council on October 25.
