Highlighting the following: - Updates for FY 21/22 and FY 22/23 City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2022 Commission - Travel tally's for elementary and middle schools in the Santa Clara Unified School District, Sunnyvale School District and Cupertino Unified School District are in progress - Safe Routes to Schools Incentives - May - National Bike Month - Bicycle safety class presentation and helmet fitting for K-5th grade - Handed out over 30 helmets for free - Two Citywide Bike Rodeos at the Art & Wine Festival on June 4 & 5 with over 200 students attending - Postponed Wheel Kids Program until Summer 2023 - 12 middle school kids will be sponsored for the Wheel Kids Program - October is National Walk to School Month - October 4 - 60 students from Stocklmeir Elementary participated in Walk to School Day - Travel Tallies Fall 2022 - School Banners(Walk, Bike and Roll) will be placed in 18 schools in the district - FY 22/23 Bike Rodeos - Bike to School Day - May 2023 Commissioner Bonne commented and asked about the following: - How and when was the walk and drive data collected - When and how the free helmets were distributed - Suggested a correcting "or" to "y" on the banner that is written in Spanish Ms. Arellano addressed the questions. Commissioner Mehlinger commented and asked about the following: - Average amount of weight of the books the students are carrying to school - Have a discussion with the schools about how much the students are really carrying to see if they can ease the backpack load to encourage biking or walking - Cherry Chase school has a high walk to school rate because the streets perceived to be safer and quieter - Need infrastructure improvements if going to improve walking and biking school numbers - Plans to make Traffic Gardens/Bike Rodeos a regular event at schools or in neighborhoods - Tread to School Tuesday at Stocklmeir Elementary School - encourage students to walk to school and change mode to travel - Encourage using a Bike Bus program that other cities are using - on wheels City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2022 Commission instead of walking Ms. Arellano and Mr. Ng addressed the questions. Commissioner Davé commented and asked about the following: - Budget for incentives and activities - Requirement of the schools that make the backpacks so heavy Ms. Arellano addressed the question. Vice Chair Beagle commented and asked about the following: - What items were under "other" in the breakdown for other options to school? - Are there any bus transportation services at any of the schools? - Anything that would disincentivize driving to school - What are the factors parents aren't allowing their kids to walk or bike to school? Commissioner Oey commented and asked about the following: - How much time is dedicated to work on "Safe Routes to School program"? - Suggests measuring how much the program has had an impact so far - Did predecessor leave any metrics from previous years, pre-pandemic? - Recommended to have metrics from past years to see how the program is progressing or not - Find out why students are not walking/biking as much - Why did the Wheel Kids program for middle school students get postponed? - How much contact do you have with the other "Safe Routes to School" coordinators in the area? - Consider having teen volunteers - Have Safe Routes to School maps for students City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2022 Commission - Have a survey for parents to fill out Ms. Arellano addressed the questions. Chair Mehlman commented and asked about the following: - Thanked Ms. Arellano for all her hard work - Recommended surveying the driving parents - Follow up with the two non participating schools - Obtaining more Measure B funding to make Safe Routes to School Program a low to no cost program for the students - Need to talk with the City Attorney to provide a suggested bike/ped route to school - Talk with schools about how much a student needs to carry Commissioner Mehlinger commented on the following: - Useful to survey parents and the students - Schools should talk about lifetime benefits of walking and biking to school Commissioner Mehlman, Commissioner Oey and Commissioner Hafeman commented asked about the following: - The Safe Routes to School Program was funded to have a full-time coordinator spend 100% of his/her time on the Safe Routes to School Program Public Comment opened at 7:25 p.m. Erik Lindskog, member of the public commented on the following: - There are maps for Safe Routes to School for each school in the City of Cupertino - Having maps for Safe Routes to School should not be a problem Nick Brosnahan, member of the public commented on the following: - Need better data, collect the data more often - What is being done to disincentivize drivers from driving kids to school - Maps are available, should make it easier for people to use them - Targeted surveys would be more useful - Make it harder for parents to drop kids off at school using a car Sharlene Liu, member of the public commented on the following: - Safety is the number one concern for parents on why they don't allow their children bike/walk to school - Need to make streets safer City of Sunnyvale Page 4 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2022 Commission Alon, member of the public commented on the following: - Observed drivers at drop off disrespecting bikers/walkers at school - Have a bike/walk appreciation day where all parents are encouraged on that day to drive their kids to school to appreciate bikers/walkers Public Comment closed at 7:35 p.m. Vice Chair Beagle commented on the following: - More dangerous for the kids that bike/walk to school when other parents drive their kids to school - Need to actively look at disincentives for driving not just incentives for biking/walking Chair Mehlman commented on the following: - Parents might view disincentivizing driving as a punishment - Educate parents are on the advantages on biking/walking to school Commissioner Davé commented on the following: - There is no need to have disincentives for drivers as it is already hard to drive kids to school - Should have another high school for the northern part of Sunnyvale Commissioner Oey commented on the following: - Likes the idea of making it harder for drivers - More cars on the road more dangerous it is for everyone - Some schools don't allow parents to drive up to the school and park farther away on certain days Commissioner Mehlinger commented on the following: - Doesn't think disincentives would work - Need to improve safety and encourage walking/biking - Likes the idea of dropping off kids farther away from the school - Have a protected bike lane to stop cars from parking in the bike lane - Discuss with schools the opportunity to put in flex posts or allow schools to put down traffic cones Commissioner Hafeman commented on the following: - Safety is parents number one concern for their kids City of Sunnyvale Page 5 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2022 Commission - Organize carpooling for those kids that live far from their school Vice Chair Beagle commented on the following: - Instead of "disincentive" removing incentives for driving - Make biking/walking the most convenient option Chair Mehlman commented on the following: - Suggested having schools get incentives if they lower the amount of parents driving their kids to school B 22-1025 Homestead Full-time Bike Lane Study Updates Angela Wong, Transportation Engineer and Shikha Jain, consultant from Hexagon, gave a presentation on the Homestead Full-time Bike Lane Study Update. Vice Chair Beagle asked about the following: - Slide 10 - Are all the collisions on Homestead Road? - Slide 11 - Was the time frame per hour or total for entire window? Were they done on a single day or multiple days? - Any study performed during the day on the weekdays? - Slide 16 - Are there a total of 200 parking spaces on all of Homestead Road or just a segment? - Slide 17 - How far would a person have to walk after parking their car if they are using a side street instead of the part-time parking lane? Ms. Wong, Ms. Jain and Mr. Ng addressed the questions. Commissioner Mehlinger asked about the following: - Were the majority of bicycle incidences at intersections? - Will there be any intersection improvements as part of this plan? - Was a two-way bike lane considered? - How many Kaiser employees bike along Homestead Road? Commissioner Oey asked about the following: - Data on parking violations during the part-time hours - Lane widths to see how much road space is allocated to each segment - Are Road Diets being considered as potential alternatives? - How many off-street parking spots are there and the usage of them? - What is the profile of the cyclists who use Homestead Road? Chair Mehlman called for a recess at 8:37 p.m. Chair Mehlman reconvened the meeting at 8:45 p.m. Public Comment opened at 8:47 p.m. Nick Brosnahan, member of the public, commented on the following: - Presented Cartopia with part-time bike lanes - What Homestead Road offers cyclist today - Sunnyvale and Cupertino sides - Bike lanes on the Cupertino side vs. bike lane on the Sunnyvale side - Sunnyvale Vision Zero Statistics - Need full-time bike lanes in both directions that should be class IIb or better and City of Sunnyvale Page 8 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2022 Commission separated Erik Lindskog, member of the public, commented on the following: - More housing means more vehicles on the road - Need to build bicycle infrastructure now - Homestead Road on the Sunnyvale side is not safe - Part-time bike lane do not work - Need to have protective bike lanes Ramesh, member of the public, commented on the following: - Safety for cyclists is the most important element - Suggest having a single lane of traffic going westbound from Hollenbeck Ave. to Bernardo Ave. Amid, member of the public, commented on the following: - Uses a trike which has three wheels - Sloped bike lanes are hard to use when on a trike - Would like safe bike lanes - Recommends making the bike lanes level, wide enough for trikes and maintain the quality of the bike path - Make sure three wheel bikes are being taken into consideration when recommending a bike path Sharlene Liu, member of the public, commented on the following: - Member of Bike Sunnyvale, strongly supports full-time bike lanes on Homestead Road - Requests bike lanes to be class IV - Most cyclists on Homestead Road are school children and vehicles speed on it going 40-50 mph - Recommend placing the bike lane to the right of the parking lanes - Homestead Road serves three schools and combined population of those three schools is 3800 students - 17% or 650 students bike to school on a daily basis many of them using Homestead Road - Part-time bike lanes don't allow cyclists to get home safely after 6:00 p.m. - Majority of parents don't allow their children to bike to school because it is too dangerous, specifically Homestead Road Robert, member of the public, commented on the following: City of Sunnyvale Page 9 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2022 Commission - Agrees with the full-time bike lanes - Rides his bike often on Homestead Road. Has been hit by a car eight times in 20 years never has been his fault Jonathan, member of the public, commented on the following: - Ride or drive on Homestead Road four times a day - Very little parking enforcements - Most accidents at intersections - Cyclists don't go on road due to safety issues - Survey Apple employees - Does not support Class IV bike lanes but suggest buffered bike lanes Mohan, member of the public, commented on the following: - Drive her kids to school because they have too many items to carry - Average time to walk from parked area to house could be more than 95-120 seconds if take away part-time parking lanes - Will the City allow residents to make their driveway bigger to have a parking spot Alon, member of the public, commented on the following: - Homestead Road serves many different purposes - Students utilize Homestead Road everyday - Major commute route - Homestead Road is very dangerous with the current part-time parking lanes - Parents don't want their kids riding their bikes on this road due to safety concerns - Copy what was done on Mary Avenue and Remington Drive which are much safer streets Kelly, member of the public, commented on the following: - Does not own a car but rides a bike everywhere and only rides on streets that are known to be safe - Full-time bike lanes are aligned with City goals and policies Public Comment closed at 9:18 p.m. Commissioner Oey commented on the following: - Thanked all members of the public for their thoughtful comments - Appreciated comment by Ramesh who stated that if traffic was slower property would look more appealing, value would go up and reduce Vehicle Miles Traveled(VMT) City of Sunnyvale Page 10 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2022 Commission - Road Diet would help with the need for accessibility and senior citizens Commissioner Hafemen commented on the following: - Option of removing the continuous center turn lane should be raised in priority - Keeping turn lanes with the Road Diet could be an option with only one travel lane in each direction Vice Chair Beagle commented on the following: - Doesn't think there are alternative routes for cyclists like there are for vehicles on Homestead Road - The City should prioritize bicycle traffic on Homestead Road - Question in study on "why do you use this corridor". All options are about commuting not just for transportation purposes Commissioner Mehlinger commented on the following: - Citing relevant sections of the City's Land Use and Transportation Element because they are critical - Policy LT3.6 - Promote modes of travel and actions that provide safe access to City streets and reduce single-occupant vehicle trips and trip lengths locally and regionally. The order of consideration of transportation users shall be: (1) Pedestrians, (2) Non-automotive (bikes, three-wheeled bikes, scooters, ets.), (3) Mass transit vehicles, (4) Delivery vehicles, and (5) Single-occupant automobiles. - Policy LT3.8 - Prioritize safe accommodation for all transportation users over non-transport uses. As City streets are public spaces dedicated to the movement of vehicles, bicycles, and pedestrians, facilities that meet minimum appropriate safety standards for transport uses shall be considered before non-transport uses are considered. - Policy LT3.9 - As parking is the temporary storage of transportation vehicles, do not consider parking a transport use of public streets. - Policy LT3.10 - Prioritize street space allocated for transportation uses over parking when determining the appropriate future use of street space. - Final report from City staff should directly reference the Land Use and Transportation Element, Active Transportation Plan, Vision Zero Plan, Climate Action Playbook, etc. - Experience on Hollenbeck Road - Staff should discuss Road Diet in their report - Parking protective bike lanes should be discussed - Intersections on Homestead Road need to be looked at City of Sunnyvale Page 11 Bicycle and Pedestrian Advisory Meeting Minutes - Final October 20, 2022 Commission Commissioner Bonne commented and asked about the following: - What is City of Sunnyvale's ordinance on garbage cans in bike lane? - Consider removing the center turn lane - Need actions to make biking more friendly Ms. Wong addressed the question. A lot of illegal parking - Any discussion on putting a scramble intersection at Fremont High School? - Where exactly can road work signs be placed and what governs their placement - Have contractors switch over to "Bike May Use Full Lane" signage - What are the standards on gutter seams?
