CALL TO ORDER
Michelle King, Zoning Administrator, called the meeting to order at 3:00 p.m.
PUBLIC HEARINGS
USE PERMIT: For an Approximately 7-Foot 9-Inch Tall Fence in The
Front Yard of a Single-Family Home (Eichler).
Location: 657 Vanderbilt Drive (APN: 202-07-001)

Zoning: R-1
Applicant / Owner: James Ismail (applicant and owner)
Environmental Review: Class 3 Categorical Exemption relieves this
project from the California Environmental Quality Act (CEQA) provisions.

Ms. King inquired with Shila Bagley, project planner, if there were any additions or
comments on the staff report. She also requested a clarification of fence height
measurement.
Ms. Bagley stated that there were no additions and no public comments added to
the report. She clarified that the new fence was a replacement of the existing fence.
The new fence would be of similar height to the existing one. Ms. Bagley explained
grade differences in regards to fence height.
Ms. King opened the public hearing to the appicant. She inquired with the applicant,
James Ismail, if he wanted to make any comments or had any questions about the
Conditions of Approval.
Mr. Ismail stated he had no additional comments, but had not read the Conditions of
Approval.
Ms. Bagley indicated where he could find the Conditions in the report. Ms. King
gave him a basic explanation. Mr. Ismail took a minute to read the Conditions of

Approval.
Mr. Ismail inquired if a building permit would be required.
Ms. Bagley and Ms. King explained that any fence over 6 ft. usually requires more
provided information. They stated that it is best to inquire with the Building
Department.
Mr. Ismail indicated that the online fence guidelines stated fence height
measurement was different for the Planning and Building Permits. Ms. King
indicated that the Building Department could answer that question.
Mr. Ismail stated he had no further questions.
Ms. King opened the hearing up to public questions.
Ms. Carole Pappas, neighbor, inquired how tall the fence would be. Ms. King stated
that the fence measured from the curb would be 7' 9", but standing right next to it
would be 6'.
Ms. Pappas inquired what the ditch in the staff report photos was for. Mr. Ismail
indicated it was for the retaining wall.
Ms. King closed the hearing to the public.
ACTION: Approved subject to the findings and conditions of approval located in the
staff report.
ADJOURNMENT
Ms. King adjourned the hearing at 3:07 p.m.
