CALL TO ORDER
Michelle King, Zoning Administrator, called the meeting to order at 3:00 p.m.
PUBLIC HEARINGS
Proposed Project:
SPECIAL DEVELOPMENT PERMIT: to allow an addition of 575
square feet to the rear unit of an existing one-story duplex, resulting in
3,125 square feet (2,549 square feet living area, 403 square feet
garage, and 173 square feet rear covered pergola) and 48.1% floor area
ratio (FAR).
Location: 448 South Frances Street (APN: 209-26-017)

Zoning: DSP-11 (Downtown Specific Plan - Block 11)
Applicant / Owner: Prachi Jain and Sagar Chordia (applicants and
owners)
Environmental Review: Class 1 Categorical Exemption relieves this
project from the California Environmental Quality Act (CEQA) provisions.

Ms. King inquired with Momoko Ishijima, project planner, if there were any additions
to the staff report.
Ms. Ishijima noted a correction to the staff report that listed the previous
homeowner.
She stated the applicants, Prachi Jain and Sagar Chordia, are the current
homeowners.
Ms. Ishijima gave a brief presentation for the basic overview of the project.
Ms. Ishijima stated that staff recommended approval of the project per

recommended conditions.
Ms. King opened the hearing to applicant comments.
Sagar Chordia, applicant, expressed desire for the project to be approved.
He stated aesthetic and function as the reasons.
Mr. Chordia said it would benefit both his household and the neighborhood because
the property was currently distressed and dated.
Ms. King opened the hearing to public comment and asked if anyone wished to do
so.
Peter Dang, Casual Clerical 4, stated there was one caller.
Mary Bradley, neighborhood resident, echoed Mr. Chordia’s sentiments about the
distressed property.
She stated her strong support for the approval of the project.
Ms. King closed the public comments.
Ms. King inquired if the applicant had any further comments.
Applicants had no further additions.
Ms. King closed the public hearing.
ACTION: Approved the Special Development Permit with recommended Conditions
in Attachment 3.
ADJOURNMENT
Ms. King adjourned the hearing at 3:11 p.m.
