City of Sunnyvale Meeting Minutes Zoning Administrator Hearing Wednesday, January 29, 2025 3:00 PM Teleconference: City Web Stream Public Participation CALL TO ORDER George Schroeder, Zoning Administrator, called the meeting to order at 3:00 p.m. PUBLIC HEARINGS 1. Proposed Project: USE PERMIT to allow a community-serving place of assembly for Buddhist Community Center in the Industrial and Service/Places of Assembly (M-S/POA) zoning district. Location: 1211 E. Arques Avenue (APNs: 216-44-116 and -117) File #: PLNG-2024-0463 Zoning: M-S/POA (Industrial and Service/Places of Assembly) Applicant / Owner: Evan Sockalosky (applicant) / 1211 E. Arques LP (owner) Environmental Review: Class 1 Categorical Exemption relieves this project from the California Environmental Quality Act (CEQA) provisions. Project Planner: Wendy Lao, 408-730-7408, wlao@sunnyvale.ca.gov Mr. Schroeder inquired with Wendy Lao, Project Planner, if there were any additions to the staff report. Ms. Lao gave a brief presentation explaining the project description. She stated comments were received from members of the public, thus City staff conferred with the applicant to modify the conditions of approval and parking management plan. Ms. Lao noted the changes were reviewed and accepted by the applicant. One modified condition was that the maximum occupancy would be limited to 301 people in the building. A second change was that language was added to prohibit parking on neighboring private properties unless written consent was first provided. Two conditions were also added relating to parking lot maintenance, signage, special events and enforcement. Mr. Schroeder noted that the parking lot stretched over two properties and wanted to confirm with Ms. Lao that there was an easement between the two parcels. Mr. Schroeder inquired with the applicant if they had any updates or comments. Cliff Sawyer, applicant, gave a brief presentation about Sokka Gakkai International USA, their Buddhist center organization. Mr. Sawyer hoped to be good neighbors with others in the community. Mr. Schroeder inquired with Mr. Sawyer if he has reviewed the revised conditions of approval and if the new language was acceptable to him. Mr. Sawyer confirmed that he and his team have reviewed and agreed with the revised conditions and new language. Mr. Schroeder opened the hearing to public comments. No members of the public wished to speak on this item. Mr. Schroeder closed the hearing to public comments. ACTION: Alternative 2. Approve the Use Permit with modifications to the conditions of approval as noted in the memorandum to the Zoning Administrator dated 1/29/25. Revised text for GC-6 (Places of Assembly); AT-8 (Parking) New conditions GC-9 (Use and Compliance), PF-4 (Parking Lot Signage), AT-10 (Parking Lot Maintenance), AT-11 (special events).
