Tuesday, October 19, 2021
The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in
the Government Center, Board Room 201.

MOTION by Councilor Elm, seconded by Bender and carried, to approve.

RECOMMENDATIONS:
1. Approve the historic designation of 2113-2115 Ogden Avenue, which meets the criteria
for historic sites.
2. Set a public hearing for 6:30 p.m. on November 2, 2021, to formally add the properties
located at 1011 Weeks Ave & 2113-2115 Ogden Ave to the Municipal Register of
Historic Places.
MOTION by Councilor Bender, seconded by Councilor Graskey and carried, to
approve both committee recommendations.

10. NEW BUSINESS
10.1 CITY CLERK RAMOS recommending approval of miscellaneous licenses.
MOTION by Councilor Bender, seconded by Councilor Sutherland and carried, to
approve.
10.2 CITY CLERK RAMOS recommending approval of an original “Class B” Liquor and
Class “B” Beer alcohol license application for Superior Curling Club, Incorporated, located
at 4700 Tower Avenue (Agent: James Lehto) for a period beginning on October 15th, 2021
and ending on April 15, 2022.
MOTION by Councilor Bender, seconded by Councilor Ledin and carried, to approve.

10.3 CITY CLERK RAMOS is recommending approval of Map 5 and the adoption of
O21-4256, an ordinance which updates the ward descriptions and their corresponding
Aldermanic District designations in section 46-6 of the City Code of Ordinances of the
City of Superior, Wisconsin.
MOTION by Councilor Kern, seconded by Councilor Bender and carried, to approve
Map 5 and adopt the corresponding ordinance.
10.4 CITY CLERK RAMOS is recommending the adoption of O21-4257, an ordinance
amending Section 46-6 (c) of the City Code Of Ordinances of the City Of Superior,
Wisconsin, to update the polling place name for the 5th and 7th Aldermanic Districts,
due to the recent Wisconsin Indianhead Technical College (WITC) name change.
MOTION by Councilor Ludwig, seconded by Councilor Bender and carried, to adopt
the ordinance.
10.5 PUBLIC WORKS DIRECTOR JANIGO is recommending approving R21-13577, a
resolution setting a public hearing on November 2, 2021, at 6:30 p.m. in the Government
Center Board Room 201, to adopt a final resolution authorizing the City to pave the
updated Alley # 3 project in 2022 and assess the costs to abutting property owners (City
Code Sec. 106-50 thru 52).
MOTION by Councilor Ledin, seconded by Councilor Bender and carried, to approve.
10.6 PUBLIC WORKS DIRECTOR JANIGO is recommending approving the FBO and Lease
Agreement with Calvin Kramp (dba Superior Flying Service, LLC), who plans to offer
aviation services out of the office space located in the southeast corner of building A-2 at
the Richard I. Bong Memorial Airport.
MOTION by Councilor Elm, seconded by Councilor Bender and carried, to approve.
11. BUSINESS BY PUBLIC
11.1 Lawrence Furman asked the City to add fill to the city-owned lot next to his home, to
prevent the flooding in his basement.
11.2 Councilor Sutherland asked the leadership to address the growing homeless
encampment located near Keyport Liquor and reported that, out of the 130 9-1-1 calls
to that area in the last 2 months, 34 of those calls were directly related to the individuals
under the Belknap viaduct.
