The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in
the Government Center, Board Room 201.

6.3 MAYOR PAINE recommending approval to enter into a loan agreement with Superior
Business Center, Inc. for Concrete Repairs at the Superior Business Center, located at 1423
North 8th Street.
MOTION to approve by Councilor Fennessey, seconded by Councilor Bender, and
carried.

TOURISM DEVELOPMENT COMMISSION:
1. Appoint Steven Pool for a 1-year term, expiring June 2023.

Report from Councilor Van Sickle.
RECOMMENDATIONS:
1. Approve the State Municipal Agreement with the Wisconsin Department of
Transportation for the Woodlawn Road Pavement Replacement Project.
2. Approve contract with Central Sheet Metal Works, Inc. for the Barker’s Island Marina
Office HVAC Upgrade and Lighting Replacement Project in the amount of $254,747.
MOTION to approve both recommendations by Councilor Van Sickle, seconded by
Councilor Bender, and carried.
7.3 Finance Committee (Meeting held May 12, 2022)
Report from Councilor Sweeney.
RECOMMENDATIONS:
1. Approve the 2022 Grant Application from A World of Accordions, in the amount of
$28,000.00, for signage and building maintenance.
MOTION to approve by Councilor Herrick, seconded by Councilor Bender, and
carried.
2. Approve O22-4276, an ordinance updating city code pertaining to election inspector
compensation.
Item lost quorum after Councilors Van Sickle and Ludwig recused themselves, due
to being active election inspector. Item will be considered at July 5th Regular
Council Meeting.

7.4 Licenses and Fees Committee (Meeting held June 13, 2022)
Report from Councilor Fennessey.
RECOMMENDATIONS:
1. Approve O22-4277, an ordinance amending Chapter 74, Licenses, Permits and Business
Regulations of the City of Superior Code of Ordinances, to create Article XII, Short-
Term Rentals.
MOTION to approve by Councilor Herrick was seconded by Councilor Bender.
MOTION TO AMEND section 4 of the proposed Ordinance—strike “and after its
passage and publication, as provided by law” and replace with “January 1,
2023”—by Councilor Fennessey, seconded by Sweeney, and carried.
There was no objection to Councilor Van Sickle’s request to amend the words
“his/her” to “their” in the ordinance.
Ordinance adopted, as amended, viva voce.
2. Approve the Alcohol Consumption License application for Dodgie’s East End Tavern,
located at 2114 E 5th Street, for the 2022-2023 license period.
3. Approve Sidewalk Café and Outdoor Alcohol Consumption License applications
for Ride or Die Pizzeria, LLC, located at 1623 Broadway Street, for the 2022-2023
license period.
MOTION to approve recommendations 2 and 3 by Councilor Fennessey, seconded
by Councilor Bender, and carried.

9.1 MAYOR PAINE recommending approval of R22-13603, a resolution of the City of
Superior, Wisconsin Authorizing the Purchase of Real Property from The Library Superior,
LLC and Authorizing Execution of a Purchase and Sale Agreement and Related Documents
in Connection Therewith.
MOTION to postpone to July 5, 2022 meeting by Councilor Herrick, seconded by
Councilor Johnson, and carried.
10. NEW BUSINESS
10.1 CITY CLERK RAMOS recommending approval of miscellaneous licenses.
MOTION to approve by Councilor Bender, seconded by Councilor Herrick, and
carried.
10.2 CITY CLERK RAMOS recommending approval of an original “Class B” Liquor and Class
“B” Beer alcohol license application for Eddie’s Restaurant Incorporated, dba Eddie’s,
located at 5221 East 4th Street (Agent: Ben Anderson) for a period beginning on July 1,
2022 and ending on June 30, 2023.
MOTION to approve by Councilor Bender, seconded by Councilor Fennessey, and
carried.
10.3 ASSISTANT DIRECTOR KAMUNEN recommending approval of R22-16305, a
resolution introduced by the Common Council of the City of Superior, Wisconsin,
designating certain banks and investment firms as depositories for the City.
MOTION to approve by Councilor Herrick, seconded by Councilor Bender, and
carried.
10.4 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O22-4275, an
ordinance introduced by the Common Council of the City of Superior, to amend City Code
Chapter 112-Traffic Code, Schedule J, Accessible Parking Zones, to remove accessible
parking signs from both sides of 1013 North 8th Street.
MOTION to approve by Councilor Herrick, seconded by Councilor Ludwig, and
carried.
10.5 PARKS, RECREATION AND FORESTRY DIRECTOR CADOTTE is recommending
approval of the MN/WI Playground purchase, in an amount not to exceed $250,000.00, for
the Veteran’s Memorial Park Playground equipment and surfacing upgrades.
MOTION to approve by Councilor Fennessey, seconded by Councilor Van Sickle, and
carried.

10.6 CITY CLERK RAMOS recommending approval of Outdoor Alcohol Consumption
renewal licenses.
MOTION to approve by Councilor Fennessey, seconded by Councilor Bender, and
carried.
11. BUSINESS BY PUBLIC
Councilor Herrick formally thanked the police force and auxiliary volunteers for their hard
work.
Councilor Van Sickle questioned whether Superior BID had submitted their annual report,
which was due in April 2022.
At the request of a local resident, Mayor Paine publically recognized Police Officer Collin Deans-
Brandt for going above and beyond during a recent traffic stop.
