PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING SUPERIOR, WISCONSIN Tuesday, July 5, 2022 The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in the Government Center, Board Room 201. 1. PLEDGE OF ALLEGIANCE 2. ROLL CALL Present: Nick Ledin, Jenny Van Sickle, Warren Bender, Jack Sweeney, Brent Fennessey, Tylor Elm, Ruth Ludwig, Mike Herrick, Mark Johnson, Lindsey Graskey – 10 Absent: N/A Also Present: Mayor Paine, City Attorney Prell, City Clerk Ramos 3. PRESENTATIONS AND PUBLIC HEARINGS 4. APPROVAL OF MINUTES 4.1 June 21, 2022 - Regular Council Meeting. MOTION to approve by Councilor Bender, seconded by Councilor Ludwig, and carried. 5. CORRESPONDENCE TO BE FILED (No action) 6. MAYOR’S REPORT 6.1 Report from Mayor Paine 7. STANDING COMMITTEE REPORTS 7.1 Human Resources Committee (Meeting held June 20, 2022) Report from Councilor Ludwig. RECOMMENDATION: 1. Approve updating to the COVID-19 Administrative Leave temporary policy, to allow for employees (with a documented past case of COVID-19 between 6/1/2021 and 5/3/2022) to be credited up to 5 calendar days of PTO for the PTO they used during that period for their mandatory quarantine. MOTION to approve by Councilor Ludwig, seconded by Councilor Bender, and carried. 1 Regular Council Meeting July 5, 2022 7.2 Public Works Committee (No meeting to report) 7.3 Finance Committee (Meeting held June 9, 2022) Report from Councilor Sweeney. RECOMMENDATION: 1. Approve the renewal contract for Marsh & McLennan Agency. MOTION to approve by Councilor Herrick, seconded by Councilor Johnson, and carried. Councilors Fennessey and Van Sickle abstained. 7.4 Licenses and Fees Committee (No meeting to report) 7.5 Public Safety Committee (No meeting to report) 7.6 Committee of the Whole Meeting (No meeting to report) 8. SPECIAL COMMITTEE REPORTS 8.1 REPORTS WITH RECOMMENDATIONS 8.1.1 Plan Commission (Meeting held June 15, 2022) Report from Mayor Paine. RECOMMENDATION: 1. Approve Bluff Buffer Appeal from Gregory Reibel, 418 Marina Drive. 2. Approve a Small Business Grant application and development agreement for Anchor Bar & Grill (SBGP22-04). 3. Approve a Small Business Grant application and development agreement for DSC Communications (SBGP22-05). 4. Approve a Small Business Grant application and development agreement for Eddie’s Ribs (SBGP22-06). 5. Approve a Small Business Grant application and development agreement for Jimmy’s Saloon (SBGP22-07). 6. Approve a Small Business Grant application and development agreement for Superior Amateur Hockey (SBGP22-08). 7. Approve a Small Business Grant application and development agreement for Superior Tavern (SBGP22-09). 8. Approve a Small Business Grant application and development agreement for Tower Plaza Development Corporation (SBGP22-10). MOTION to approve by Councilor Bender, seconded by Councilor Elm, and carried. 2 Regular Council Meeting July 5, 2022 8.2 REPORTS SANS RECOMMENDATIONS 8.2.1 Liability Claims Committee (Meeting held May 4, 2022) 8.2.2 Mayor’s Commission on Communities of Color (Meetings held June 13, 2022 and June 20, 2022)* No report from the Chair. 8.2.3 Mayor’s Commission on Disabilities (Meeting held June 20, 2022) Report from Councilor Johnson. 8.2.4 Tourism Development Commission (Meeting held June 24, 2022) Report from Councilor Graskey. 8.2.5 Communications & Information Technology Committee (Meeting held June 27, 2022) Report from Councilor Elm. 9. OLD BUSINESS 9.1 MAYOR PAINE recommending approval of R22-13603, a resolution of the City of Superior, Wisconsin Authorizing the Purchase of Real Property from The Library Superior, LLC and Authorizing Execution of a Purchase and Sale Agreement and Related Documents in Connection Therewith. NO ACTION. 9.2 FINANCE COMMITTEE recommending the approval of O22-4276, an ordinance updating city code pertaining to election inspector compensation. (Postponed due to lack of quorum on item at June 21, 2022 Common Council Meeting.) MOTION to approve by Councilor Sweeney, seconded by Councilor Herrick, and carried. Councilors Van Sickle and Ludwig abstained, due to their active election inspector status. 10. NEW BUSINESS 10.1 CITY CLERK RAMOS recommending approval of miscellaneous licenses. MOTION to approve by Councilor Elm, seconded by Councilor Bender, and carried. 10.2 2021 ANNUAL REPORT submitted by the Superior Business Improvement District. NO ACTION. Full 2021 budget and annual report will be submitted to 7/19/2022 Regular Council Meeting. * Correction by City Clerk: There was no MCCC meeting held on June 2o, 2022. 3 Regular Council Meeting July 5, 2022 11. BUSINESS BY PUBLIC MOTION to adjourn by Councilor Herrick, seconded by Councilor Bender, and carried.
