The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in
the Government Center, Board Room 201.

MOTION by Councilor Bender, seconded by Councilor Herrick and carried, to

1. Approve awarding the design contract for the Bus Stop Shelter and Accessibility
Improvements project to Toole Design, in the proposed amount of $113,706.00.
MOTION to postpone until August 2, 2022 Regular Council meeting by Councilor
Van Sickle, seconded by Councilor Sweeney and carried.
2. Approve awarding the Digester Cladding Project contract to Michels Construction,
in the amount of $195,349.00.
MOTION by Councilor Van Sickle, seconded by Councilor Bender and carried, to
approve.
ADDITIONAL RECOMMENDATION (No action required):
1. Deny request to add a trail section on Ogden Avenue.

Center, in an amount NTE $164,243.00.
MOTION by Councilor Graskey, seconded by Councilor Johnson and carried, to
approve both recommendations.

10.1 CITY CLERK RAMOS recommending approval of miscellaneous licenses.
MOTION to approve by Councilor Fennessey, seconded by Councilor Bender, and
carried.
10.2 ECONOMIC DEVELOPMENT, PLANNING AND PORT DIRECTOR SERCK
recommending waiving the land sale process and approving the transfer of the Wisconsin
Point Burial Grounds to the Fond Du Lac Band of Lake Superior Chippewa.
MOTION to approve by Councilor Van Sickle, seconded by Councilor Bender, and
carried.
10.3 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O22-4278, an
ordinance introduced by the Common Council of the City of Superior, to amend City Code
Chapter 112-Traffic Code, Schedule J, Accessible Parking Zones, to remove accessible
parking signs from 1802 North 22nd Street.
MOTION to approve by Councilor Bender, seconded by Councilor Elm, and carried.
10.4 CITY CLERK RAMOS recommending approval of an original Class “A” Beer and “Class
A” Liquor (Cider Only) license application for Head of the Lakes Management Group, LLC,
dba Gondik Law Speedway, located at 4700 Tower Avenue (POB 757) (Agent: Madysen
Stariha) for a period beginning on July 27, 2022 and ending on June 30, 2023
MOTION to approve by Councilor Bender, seconded by Councilor Graskey, and
carried.

10.5 MAYOR PAINE recommending approval of R22-13607, a resolution of the City of Superior,
Wisconsin Authorizing the Purchase of Real Property from The Library Superior, LLC and
Authorizing Execution of a Purchase and Sale Agreement and Related Documents in
Connection Therewith.
MOTION to approve by Councilor Elm, seconded by Councilor Bender.
The following members of the public addressed the Council in favor of approving the
resolution: Teddie Meronek, Tim Meyer, Kathy Laakso, and Brian Finstad.
MOTION TO AMEND by Councilor Graskey, seconded by Councilor Herrick and
carried viva voce, to add the following copy in the resolution:
4. Following the purchase of the Property, the City of Superior shall spend no more than
$325,000 on the renovation and improvement of the Property which shall be paid from the
City’s historic rehabilitation fund from the SLFRF. Any further purchases or
expenditures shall require the approval of the Common Council.
5. The Administration is directed to advertise the building for sale in no more than 18
months from the execution of the Purchase Agreement. All offers to purchase the
Property shall be submitted to the Common Council for their approval.
MOTION, to approve as amended, passed via roll call vote:
AYE – 7 Ledin, Van Sickle, Bender, Elm, Ludwig, Herrick, Graskey
NO – 3 Sweeney, Fennessey, Johnson
10.6 MAYOR PAINE recommending approval of the 2022 Superior BID Operating Plan and
Budget.
MOTION to approve by Councilor Fennessey, seconded by Councilor Johnson, and
carried.
10.7 ECONOMIC DEVELOPMENT, PLANNING AND PORT DIRECTOR SERCK
recommending approval of R22-13608, a resolution recommending amending the Harbor
Development Statement of Intentions to include the General Mills Shoreline Stabilization
Project, and approving the amended 3-year Statement of Intentions for the years 2023-2025.
Director Serck clarified that amended Statement of Intentions also includes the
Fraser Shipyard Dry Dock Covering Project.
MOTION to approve by Councilor Bender, seconded by Councilor Elm, and carried.
