Approve adding a 3-hour minimum call back for Police Sergeants to the Non-Union Salary & Benefits Policy Handbook. MOTION to approve both recommendations, by Councilor Ludwig, was seconded by Councilor Bender and carried. 7.2 Public Works Committee (No meeting to report) 7.3 Finance Committee (Meetings held October 11, 13, and 24, 2022) Report from Councilor Sweeney. RECOMMENDATIONS from October 13, 2022 Meeting: 1. Approve the 2023 HealthPartners Group Insurance renewals. 2. Approve the 2023 Self Insured Health Fund Budget, the 2023 Health and Dental Insurance rates, and Funding for the 2023 HSA/HRA deductibles. RECOMMENDATIONS from October 24, 2022 Special Meeting: 3. Approve the 2023 proposal from Community Insurance Corporation (and Marsh & McLellan Agency) for municipal liability, self-funded workers compensation, property, crime, 5 year tail, equipment breakdown, and injunctive relief insurance coverage with consideration for optional coverages and/or deductible amounts. a. Approve R22-13625, a resolution declaring the initial intent and agreement for the City of Superior to self-insure worker’s compensation. Councilor Fennessey and President Van Sickle abstained. MOTION to approve, by Councilor Herrick, was seconded by Councilor Johnson and carried. 10.2 CITY CLERK RAMOS recommending approval of an original “Class B” Liquor and Class “B” Beer alcohol license application for Samabelle WI Corp, dba Vintage Italian Pizza, located at 1201 Tower Avenue (Agent: Aaron Dandrea) for a period beginning on January 1, 2023 and ending on June 30, 2023. MOTION to approve, by Councilor Elm, was seconded by Councilor Fennessey. 10.3 CITY CLERK RAMOS recommending approval of an original Class “A” Beer and “Class A” Liquor (Cider Only) alcohol license application for Apple House LLC, dba Sutherland CBD, located at 5701 Tower Avenue (Agent: Craig Sutherland) for a period beginning on November 1, 2022 and ending on June 30, 2023. MOTION to approve, by Councilor Fennessey, was seconded by Councilor Herrick. 3 Regular Council Meeting November 1, 2022  MOTION to refer to Licenses and Fees Committee, by Councilor Graskey, was seconded by Councilor Sweeney and carried. 10.4 STORMWATER & ADMINISTRATIVE SERVICES MANAGER SAMPSON recommending approval to renew the Professional Services Agreement with Pro Print, Inc. for providing utility billing, printing, and mailing services through December 31, 2023. MOTION to approve, by Councilor Herrick, was seconded by Councilor Ludwig and carried. 10.5 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O22-4288, an ordinance introduced by the Common Council of the City of Superior amending City Code Chapter 112 - Traffic Code, Schedule J, Accessible Parking Zones, to remove accessible parking signs from 1915 Banks Avenue, on both sides. MOTION to approve, by Councilor Elm, was seconded by Councilor Herrick and carried. 10.6 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O22-4289, an ordinance introduced by the Common Council of the City of Superior amending City Code Chapter 112 - Traffic Code, Schedule J, Accessible Parking Zones, to add accessible parking signs to 2430 East 5th Street, on both sides. MOTION to approve, by Councilor Johnson, was seconded by President Van Sickle and carried. 10.7 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O22-4290, an ordinance introduced by the Common Council of the City of Superior amending City Code Chapter 112 - Traffic Code, Schedule J, Accessible Parking Zones, to add accessible parking signs to 1706 North 21st Street, on both sides. Zone to be added on Ogden Ave. MOTION to approve, by Councilor Ludwig, was seconded by Councilor Elm and carried. 10.8 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O22-4291, an ordinance introduced by the Common Council of the City of Superior amending City Code Chapter 112 - Traffic Code, Schedule J, Accessible Parking Zones, to add accessible parking signs to 1712 Cumming Avenue, on both sides. MOTION to approve, by Councilor Ludwig, was seconded by Councilor Elm and carried. 4 Regular Council Meeting November 1, 2022  10.9 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O22-4292, an ordinance introduced by the Common Council of the City of Superior amending City Code Chapter 112 - Traffic Code, Schedule J, Accessible Parking Zones, to remove accessible parking signs from 1301 N 18th Street, on both sides. MOTION to approve, by Councilor Ludwig, was seconded by Councilor Herrick and carried. 10.10 PLANNING, ECONOMIC DEVELOPMENT & PORT DIRECTOR SERCK is recommending approving the City-owned Carnegie Library Temporary Roof Repair contract, in the amount of $275,000.00, with Stack Bros. Mechanical Contractors, Inc. MOTION to approve, by Councilor Elm, was seconded by Councilor Bender and carried via voce. 10.11 HOUSING COORDINATOR & PLANNER SKRENES recommending approval of the following designations: 1. Approve R22-13622, a resolution placing the Fairlawn Mansion and Museum, located at 609 East 2nd Street, on the Municipal Register of Historic Places. MOTION to approve, by Councilor Fennessey, was seconded by Councilor Bender and carried. 2. Approve R22-13623, a resolution placing the Old Firehouse and Police Museum, located at 402 23rd Avenue East, on the Municipal Register of Historic Places. MOTION to approve, by Councilor Bender, was seconded by Councilor Ludwig and carried. 3. Approve R22-13624, a resolution placing the SS Meteor Whaleback Ship Museum, located on a parcel adjoining 100 Marina Drive on the northwest tip of Barker’s Island, on the Municipal Register of Historic Places. MOTION to approve, by Councilor Fennessey, was seconded by Councilor Elm and carried. 11. BUSINESS BY PUBLIC Councilor Johnson recognized recent efforts by the school district—specifically by freshman and Construction Academy students, with Teacher of the Year Lori Danz—to improve accessibility of the boardwalk in the school forest.
