To fill the vacancy, the common council has the following four options: 1) Leave the seat vacant for the remainder of the term, through April 15, 2024. 2) Fill the vacancy by appointment for the remainder of the term, through April 15, 2024. 3) Fill the vacancy by appointment through April 17, 2023, and order a special election to be held on April 4, 2023. 4) Order a special election to be held on April 4, 2023 (leave the seat vacant through April 17, 2023). Previous vacancies have been filled by asking constituents of the district to submit letters of interest to the City Clerk's Office which are then submitted to the council. If this is the recommendation of the council to fill this vacancy, the letters of interest will be submitted to the Council at the December 6th Council meeting and the applicants invited to attend the meeting. Nominations for appointment are by motion and second from the council. Nominees are provided an opportunity to address the council for no longer than five minutes. The order of presentations will be by random drawing, unless the nominees themselves were to agree. Following comments by nominees, the meeting will be opened to comments by the public, restricted to one, three-minute period. Following comments by public, a "discussion" period will take place to speak to the qualifies of the nominees and is not meant to invite debate between councilors and nominees, therefore, no councilor will be allowed to put questions to a nominee and no nominee will be allowed to respond to councilors’ comments. The council, by roll call vote and without additional comment, states the name of his or her preferred candidate. The council is not allowed to fill a vacancy through secret ballot. Six or more votes for one nominee will be required to appoint. In the event there are more than two nominees and no candidate receives six or more votes, the top two vote-getters will advance to a final vote.
