PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING SUPERIOR, WISCONSIN Tuesday, August 15, 2023 The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in the Government Center, Board Room 201. 1. STANDING COMMITTEE REPORTS 7.1 Human Resources Committee (Meeting held July 17, 2023) Report from Councilor Ludwig RECOMMENDATIONS: 1 Regular Council Meeting August 15, 2023  1. Approve addition of the Police Department’s Coordinated Response Specialist position to the safety-toed boot allowance eligibility list in the Non-Union Benefit and Salary Handbook. MOTION to approve, by Councilor Fennessey, was seconded by Councilor Moffat and carried. 7.2 Public Works Committee (Meeting held August 3, 2023) Report from Councilor Van Sickle. There were no objections to the request by Councilor Van Sickle to discuss recommendations out of order. RECOMMENDATIONS: 1. Approve awarding the Landfill Immediate Cover contract to Northern Interstate Construction in the amount of $249,140.00. 2. Approve awarding the Barker’s Island Marina boiler replacement project contract to Jamar in the amount of $98,958.00 with the option of awarding the alternate bid in the amount of $6,916.00 if deemed necessary. 3. Approve an amendment to the 5-year lease with the Wisconsin Department of Transportation (WisDOT) for dog runs at the Animal Shelter. 4. Approve O23-4322, an ordinance introduced by the Public Works Committee amending City Code, Chapter 112 – Traffic Code, Article VII – Schedule O, Speed Limits to reduce the current speed limit on Stinson Avenue from Baxter Avenue to Hammond Avenue from 35 mph to 25 mph. MOTION to approve, by Councilor Herrick, was seconded by Councilor Ledin and carried. 5. Approve awarding the Wade Bowl Playground pour-in-place surface contract to Meak Playground Surfacing in the amount of $85,892.00. 6. Approve awarding the Bong Bridge Roundabout landscaping services contract to Easy Living in the estimated amount of $65,760.00. Councilor Van Sickle requested to amend the reading of this recommendation to reflect the original wording. No objections. Councilor Van Sickle clarified the project name as was provided in the agenda meeting packet from this committee as the “Tower Avenue, Belknap Street, and Bong Roundabout Landscape Maintenance” landscaping services contract to be awarded to Easy Living in the estimated amount of $65,760.00. MOTION to approve, by Councilor Van Sickle, was seconded by Councilor Fennessey and carried. 7. Approve an amendment to the electrical services agreement with Benson Electric for installation of GFCI outlets to 39 light poles in East End in the amount of $41,800.00. OLD BUSINESS 10. NEW BUSINESS 10.1 CITY CLERK BLUNT is recommending approval of miscellaneous licenses. MOTION to approve, by Councilor Herrick, was seconded by Councilor Elm, and carried. 10.2 CITY CLERK BLUNT is recommending approval of an Amend the Premise application for Flame Nightclub, Inc., located at 1612 Tower Avenue, (Agent: Vince Nelson) for DS Pride Block Party from September 2 to 3, 2023. MOTION to approve, by Councilor Graskey, was seconded by Councilor Ledin and carried. 10.3 CITY CLERK BLUNT is recommending approval of an Amend the Premise application for Atypical Enterprises, Inc., dba Main Club, located at 1217 Tower Avenue, (Agent: Shawn Roos) for DS Pride Weekend from September 1 to 4, 2023. MOTION to approve, by Councilor Graskey, was seconded by Councilor Elm and carried. 3 Regular Council Meeting August 15, 2023  10.4 DIRECTOR RHINEHART is recommending approval of R23-13655, a resolution introduced by the Common Council of the City of Superior, Wisconsin, designating certain banks and investment firms as depositories for the City. MOTION to approve, by Councilor Elm, was seconded by Councilor Herrick and carried. 10.5 CITY CLERK BLUNT is recommending approval of a Temporary Class “B” Beer and Wine License for the Douglas County Historical Society (President Garner Moffat) for “LGBTQ+ Exhibit/Pride Festival” which will be held at 1101 John Avenue from August 31 to September 2, 2023. MOTION to approve, by Councilor Ludwig, was seconded by Councilor Ledin (Councilor Moffat abstained) and carried. 10.6 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of R23-13656, a resolution amending temporary limited easements for the 2025 U.S. 2/53 East 2nd Street Resurfacing Project and E Street Intersection Safety Improvements. MOTION to approve, by Councilor Graskey, was seconded by Councilor Elm and carried. 11. BUSINESS BY PUBLIC John Ramos with the Duluth Monitor addressed the council regarding the city’s transparency and openness.
