PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING SUPERIOR, WISCONSIN Tuesday, October 17, 2023 The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:31 p.m. in the Government Center, Board Room 201. 1. Claim No. 23-35, Andrew Mattevi (Received 10/03/2023). 5.2 Memorandum of Understanding agreement with the Wisconsin Election Commission for participation in the Badger Book Program. 6. Approve the Superior Municipal Forest Master Plan. MOTION TO APPROVE, by Councilor Ludwig, was seconded by Councilor Johnson, and carried. 8.1.2 Parks & Recreation Commission (Meeting held September 28, 2023) Report from the Chair. RECOMMENDATIONS: 1. Approve the draft Parks Capital Improvement Program (CIP) budget. MOTION TO REFER to Parks & Rec Commission, by Councilor Ledin, was seconded by Councilor Ludwig, and carried. 8.2 REPORTS SANS RECOMMENDATIONS 8.2.1 Golf Course Committee (Meeting held September 28, 2023) No report from the Chair. 8.2.2 Tourism Development Board (Meeting held October 2, 2023) No report from the Chair. 9. OLD BUSINESS 9.1 Approval of the 2024 Budget. MOTION to AMEND the budget, by Councilor Fennessey to increase the general street maintenance fund, and decrease the Connect Superior fund, by $365,000 in 2024, was seconded by Councilor Sweeney and failed by roll call vote: 2 Regular Council Meeting October 17, 2023  Aye – 1 Fennessey No – 9 Ledin, Van Sickle, Moffat, Sweeney, Elm, Ludwig, Herrick, Johnson, Graskey MOTION TO POSTPONE to the next regular scheduled meeting, by Councilor Sweeney, was seconded by Councilor Graskey, and carried. 10. NEW BUSINESS 10.1 PUBLIC WORKS DIRECTOR JANIGO recommends approval of O23-4325, an ordinance amending City Code Chapter 112 - Traffic Code, Schedule J - Accessible Parking Zones, to remove an accessible do not block sidewalk sign at 911 North 13th Street. MOTION TO APPROVE, by Councilor Elm, was seconded by Councilor Ludwig, and carried. 10.2 PUBLIC WORKS DIRECTOR JANIGO recommends approval of R23-13668, a resolution supporting a regional municipal solid waste disposal facility in Keewatin, Minnesota. MOTION TO APPROVE, by Councilor Fennessey, was seconded by Councilor Sweeney. MOTION TO REFER to Public Works Committee, by Councilor Ledin, was seconded by Councilor Sweeney, and carried. 11. BUSINESS BY PUBLIC Councilor Sweeney congratulated Councilor Jenny Van Sickle for being honored with the Recent Alumni Achievement Award by the University of Wisconsin – Superior.
