PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING
SUPERIOR, WISCONSIN
September 3, 2024

1. PLEDGE OF ALLEGIANCE
2. ROLL CALL
Present: Nick Ledin (virtual), Jenny Van Sickle, Garner Moffat, Jack Sweeney, Brent Fennessey,
Tylor Elm, Ruth Ludwig, Mike Herrick, Mark Johnson, Lindsey Graskey - 10

3. PRESENTATIONS AND PUBLIC HEARING
3.1 PUBLIC HEARING to notify the public of improvements, solicit public feedback and
approve R24-13806 for the R.I. Bong Memorial Airport and request of State and Federal
funding by petition to the Wisconsin Bureau of Aeronautics.
Public Works Director Janigo noted the purpose and process of the hearing while
advising that public comments can be submitted to the Public Works Department, City
of Superior, through September 13, 2024.
City Clerk Blunt read a description of proposed improvements noted in the resolution.
There was no objection to the Mayor’s request to open the public hearing. No one
spoke in favor of or in opposition to, and there was no objection to the Mayor’s request
to close the public hearing.
MOTION to approve by Councilor Elm, was seconded by Councilor Johnson, and
carried.

4.1 August 20, 2024 - Regular Council Meeting
MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and
carried.

1. Appoint Mollie Gilbertson for a (1) year term expiring September 2025.
2. Appoint Lindsey Graskey for a term expiring April 2025.
3. Appoint Heidi Blunt for a (1) year term expiring September 2025.
4. Appoint Carolyn Nelson-Kavajecz for a (1) year term expiring September 2025.
5. Appoint Paul Robinson for a (1) year term expiring September 2025.
MOTION to approve all 5 appointments by Councilor Graskey, was seconded by
Councilor Ludwig, and carried.

MOTION to approve by Councilor Elm, was seconded by Councilor Herrick, and

RECOMMENDATIONS:
1. Waive the land sale process and approve New York Ave Properties, LLC's application to the
Vacant to Value: New Construction program to develop the property located at 16XX Iowa
Avenue.
MOTION to approve by Councilor Johnson, was seconded by Councilor Sweeney,
and carried.

10. NEW BUSINESS
10.1 CITY CLERK BLUNT is recommending approval of miscellaneous licenses.
MOTION to approve by Councilor Herrick, was seconded by Councilor Ludwig,
and carried.
10.2 CITY CLERK BLUNT is recommending approval of a one-day Cabaret license for
Dodgies East End Tavern located at 2114 East 5th Street, (Agent: Mike Dodge) for an
event on September 8, 2024.
MOTION to approve by Councilor Herrick, was seconded by Councilor Sweeney,
and carried.
10.3 CITY CLERK BLUNT is recommending approval of a Temporary Class “B” Beer
License application for the Commemorative Air Force – Lake Superior Squadron for the
“1st Annual Garage Sale” event located at 4804 Hammond Avenue to be held 9am to
4pm on September 21, 2024.
MOTION to approve by Councilor Ludwig, was seconded by Councilor Elm, and
carried.
10.4 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of R24-13805, a
resolution setting a public hearing on October 1, 2024, for adoption of a final resolution
to pave the alleys in 2025 and assess costs to abutting property owners.
MOTION to approve by Councilor Elm, was seconded by Councilor Ludwig, and
carried.
10.5 PUBLIC WORKS DIRECTOR JANIGO is recommending awarding a contract with
Chippewas Concrete Services for the Tower Ave Pavement Repair Project at a total cost
of $1,009,079.25.

MOTION to approve by Councilor Van Sickle, was seconded by Councilor
Ludwig, and carried.
10.6 MAYOR PAINE is recommending the approval of O24-4359, an ordinance to review
and recommend changes to the City Code of Ordinances Sec. 74-68. Superior Tourism
Development Commission.
MOTION to approve by Councilor Graskey, was seconded by Councilor Ludwig,
and carried.
10.7 COUNCILOR MOFFAT is recommending the approval of a Memorandum of
Agreement with One Roof Community Housing for partnership with the Climate Justice
Block Grant application process.
MOTION to approve by Councilor Moffat, was seconded by Councilor Elm, and
carried.
11. BUSINESS BY PUBLIC
11.1 John Ramos addressed the Council regarding transparency and open meetings.
