PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING SUPERIOR, WISCONSIN September 3, 2024 6:30 p.m. - Government Center, Board Room 201 1. PLEDGE OF ALLEGIANCE 2. ROLL CALL Present: Nick Ledin (virtual), Jenny Van Sickle, Garner Moffat, Jack Sweeney, Brent Fennessey, Tylor Elm, Ruth Ludwig, Mike Herrick, Mark Johnson, Lindsey Graskey - 10 Absent: Also Present: Mayor Paine, City Attorney Prell, Chief of Staff Scherf, City Clerk Blunt, Deputy City Clerk Bacon 3. PRESENTATIONS AND PUBLIC HEARING 3.1 PUBLIC HEARING to notify the public of improvements, solicit public feedback and approve R24-13806 for the R.I. Bong Memorial Airport and request of State and Federal funding by petition to the Wisconsin Bureau of Aeronautics. Public Works Director Janigo noted the purpose and process of the hearing while advising that public comments can be submitted to the Public Works Department, City of Superior, through September 13, 2024. City Clerk Blunt read a description of proposed improvements noted in the resolution. There was no objection to the Mayor’s request to open the public hearing. No one spoke in favor of or in opposition to, and there was no objection to the Mayor’s request to close the public hearing. MOTION to approve by Councilor Elm, was seconded by Councilor Johnson, and carried. 4. APPROVAL OF MINUTES 4.1 August 20, 2024 - Regular Council Meeting MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and carried. 5. CORRESPONDENCE TO BE FILED (No action) 6. MAYOR’S REPORT 6.1 Report from Mayor Paine 6.2 Committee Appointment Recommendations: 1 Regular Council Meeting September 3, 2024 PUBLIC ART COMMISSION: 1. Appoint Mollie Gilbertson for a (1) year term expiring September 2025. 2. Appoint Lindsey Graskey for a term expiring April 2025. 3. Appoint Heidi Blunt for a (1) year term expiring September 2025. 4. Appoint Carolyn Nelson-Kavajecz for a (1) year term expiring September 2025. 5. Appoint Paul Robinson for a (1) year term expiring September 2025. MOTION to approve all 5 appointments by Councilor Graskey, was seconded by Councilor Ludwig, and carried. 7. STANDING COMMITTEE REPORTS 7.1 Human Resources Committee (Meeting held August 19, 2024) Report from Councilor Van Sickle. 7.2 Public Works Committee (No meeting to report) 7.3 Finance Committee (Meeting held August 28, 2024) Report from Councilor Sweeney. RECOMMENDATIONS: 1. Approve the contributions and plans for the Moccasin Mike Landfill Closure and Long- Term Care Escrows. MOTION to approve by Councilor Elm, was seconded by Councilor Herrick, and carried. 7.4 Licenses and Fees Committee (No meeting to report) 7.5 Public Safety Committee (No meeting to report) 7.6 Committee of the Whole Meeting (No meeting to report) 8. SPECIAL COMMITTEE REPORTS 8.1 REPORTS WITH RECOMMENDATIONS 8.1.1 Plan Commission (Meeting held August 21, 2024) Report from Mayor Paine. RECOMMENDATIONS: 1. Waive the land sale process and approve New York Ave Properties, LLC's application to the Vacant to Value: New Construction program to develop the property located at 16XX Iowa Avenue. MOTION to approve by Councilor Johnson, was seconded by Councilor Sweeney, and carried. 2 Regular Council Meeting September 3, 2024 8.2 REPORTS SANS RECOMMENDATIONS 8.2.1 Wisconsin Point Committee (Meeting held August 13, 2024) No report from the Chair. 8.2.2 Culture, Events & Public Art Commission (Meeting held August 23, 2024) No report from the Chair. 8.2.3 Tourism Development Committee (Meeting held August 20, 2024) Report from Councilor Graskey. 9. OLD BUSINESS 10. NEW BUSINESS 10.1 CITY CLERK BLUNT is recommending approval of miscellaneous licenses. MOTION to approve by Councilor Herrick, was seconded by Councilor Ludwig, and carried. 10.2 CITY CLERK BLUNT is recommending approval of a one-day Cabaret license for Dodgies East End Tavern located at 2114 East 5th Street, (Agent: Mike Dodge) for an event on September 8, 2024. MOTION to approve by Councilor Herrick, was seconded by Councilor Sweeney, and carried. 10.3 CITY CLERK BLUNT is recommending approval of a Temporary Class “B” Beer License application for the Commemorative Air Force – Lake Superior Squadron for the “1st Annual Garage Sale” event located at 4804 Hammond Avenue to be held 9am to 4pm on September 21, 2024. MOTION to approve by Councilor Ludwig, was seconded by Councilor Elm, and carried. 10.4 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of R24-13805, a resolution setting a public hearing on October 1, 2024, for adoption of a final resolution to pave the alleys in 2025 and assess costs to abutting property owners. MOTION to approve by Councilor Elm, was seconded by Councilor Ludwig, and carried. 10.5 PUBLIC WORKS DIRECTOR JANIGO is recommending awarding a contract with Chippewas Concrete Services for the Tower Ave Pavement Repair Project at a total cost of $1,009,079.25. 3 Regular Council Meeting September 3, 2024 MOTION to approve by Councilor Van Sickle, was seconded by Councilor Ludwig, and carried. 10.6 MAYOR PAINE is recommending the approval of O24-4359, an ordinance to review and recommend changes to the City Code of Ordinances Sec. 74-68. Superior Tourism Development Commission. MOTION to approve by Councilor Graskey, was seconded by Councilor Ludwig, and carried. 10.7 COUNCILOR MOFFAT is recommending the approval of a Memorandum of Agreement with One Roof Community Housing for partnership with the Climate Justice Block Grant application process. MOTION to approve by Councilor Moffat, was seconded by Councilor Elm, and carried. 11. BUSINESS BY PUBLIC 11.1 John Ramos addressed the Council regarding transparency and open meetings.
