1. Approval of O24-4360, an ordinance amending City Code Chapter 112, Traffic Code,
Article VII, Schedule A, Stops, removing the yield signs and adding a four-way stop
sign at North 18th Street and Hughitt Avenue.
MOTION to approve by Councilor Elm, was seconded by Councilor Ludwig, and
carried.
2. Approval of O24-4361, an ordinance amending City Code Chapter 112, Traffic Code,
Article VII, Schedule A, Stops, to add North 59th Street (the following stops at) Banks
Avenue.
MOTION to approve by Councilor Ledin, was seconded by Councilor Ludwig, and
carried.
3. Approval of O24-4362, an ordinance amending City Code Chapter 112, Traffic Code,
Article VII, Schedule A, Stops, to add at Banks Avenue (the following stops at) North
60th Street.
MOTION to approve by Councilor Ledin, was seconded by Councilor Ludwig, and
carried.
4. Approve the purchase of an AFEX Fire Suppression System for the Caterpillar 826K
Landfill Compactor in the amount of $26,387.18 from Fabick Cat.
5. Approve the purchase of two replacement Hydrogritters for the Grit Removal System in
the amount of $184,072.00 from Vessco Inc.
6. Approve awarding a design contract to MSA Professional Services, Inc. for the Faxon
Interceptor and Creek Improvements Project in the amount of $160,939.00.
MOTION to approve items 4, 5, and 6 by Councilor Van Sickle, was seconded by
Councilor Graskey, and carried.

RECOMMENDATIONS:
1. Approval of O24-4363, an ordinance amending City Code Chapter 90 – Parks,
Recreation and Forestry, Article VI – Municipal Forest to state that hunting or trapping
of wildlife is prohibited unless specified in Article III, Sections 86-74 through 86-120,
and add Urban Forestry Tree Board to Article VI, Section 90-332 alongside the Parks
and Recreation Commission for permit requests.
MOTION to approve by Councilor Ludwig, was seconded by Councilor Ledin,
and carried.
8.1.2 Golf Course Committee (Meeting held August 22, 2024)
Report from Councilor Sweeney.
RECOMMENDATIONS:
1. Approve the buyout of the Golf Cart Lease of 100 carts.
MOTION to approve by Councilor Ledin, was seconded by Councilor Graskey,
and carried.
2. Approve the buyout of the Utility Vehicles and Beverage Carts Lease.
MOTION to approve by Councilor Ledin, was seconded by Councilor Graskey,
and carried.
8.2 REPORTS SANS RECOMMENDATIONS
8.2.1 Police & Fire Commission (Meeting held September 11, 2024)
No report from the Chair.

10. NEW BUSINESS
10.1 CITY CLERK BLUNT is recommending approval of a Temporary Class “B” Beer and
Temporary “Class B” Wine License application for the Richard I Bong Veterans
Historical Center for the American Legion Auxiliary 2nd Annual Sips and Support Event
located at 305 Harbor View Parkway to be held from 11:00 a.m. to 4:30 p.m. on October
12, 2024.
MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and
carried.
10.2 CITY CLERK BLUNT is recommending approval of a Temporary Class “B” Beer
License application for the Border Town Betties for the Emo Prom event located at 1628
Hughitt Avenue 1401 Tower Avenue to be held from 7:00 p.m. to 10:00 p.m. on
October 5, 2024.
MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and
carried.
3 Regular Council Meeting
September 17, 2024
10.3 MAYOR PAINE is recommending approval of an extension to the Memorandum of
Understanding with The Superior Public Museums through November 1, 2024.
MOTION to extend the Memorandum of Understanding with The Superior Public
Museums to December 31, 2024 or earlier by Councilor Sweeney, was seconded by
Councilor Fennessey, and carried.
10.4 MAYOR PAINE recommends approval of a contract with MC2 Collaborative for a final
amount not to exceed $106,000.00.
MOTION to approve by Councilor Graskey, was seconded by Councilor Elm.
MOTION to postpone by Councilor Fennessey, was seconded by Councilor
Johnson.
MOTION to recess until 8pm by Councilor Van Sickle, was seconded by Councilor
Graskey, and carried via voice vote.
Council went into recess at 7:45 p.m. and returned to order at 8:00 p.m.
MOTION to postpone failed via voice vote.
MOTION to approve passed via voice vote.
10.5 HUMAN RESOURCES DIRECTOR CAMMI JANIGO is recommending the
confirmation of Nick Abraham to the Public Works Superintendent position.
MOTION to approve by Councilor Fennessey, was seconded by Councilor Van
Sickle, and carried.
10.6 CITY CLERK BLUNT is recommending approval of miscellaneous licenses.
MOTION to approve by Councilor Herrick, was seconded by Councilor Johnson,
and carried.
