PROCEEDINGS OF THE COMMON COUNCIL MEETING SUPERIOR, WISCONSIN October 15, 2024 6:30 p.m. - Government Center, Board Room 201 1. PLEDGE OF ALLEGIANCE 2. ROLL CALL Present: Nick Ledin, Jenny Van Sickle, Garner Moffat, Jack Sweeney, Brent Fennessey, Tylor Elm, Ruth Ludwig, Mike Herrick, Mark Johnson, Lindsey Graskey – 10 Absent: Also Present: Mayor Paine, City Clerk Blunt, Deputy City Clerk Bacon 3. PRESENTATIONS AND PUBLIC HEARING 3.1 School District of Superior Operational Referendum Dr. Amy Starzecki, District Administrator and David See, Director of Business Services 4. APPROVAL OF MINUTES 4.1 October 1, 2024 - Regular Council Meeting 5. CORRESPONDENCE TO BE FILED (No action) 6. MAYOR’S REPORT 6.1 Report from Mayor Paine 6.2 Set a public hearing for 6:30 p.m. on November 6, 2024 pertaining to the proposed 2025 General Fund budget and subsequent amendments. MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and carried. 7. STANDING COMMITTEE REPORTS 7.1 Human Resources Committee (No meeting to report) 7.2 Public Works Committee (Meeting held October 3, 2024) Report from Councilor Van Sickle. RECOMMENDATIONS: 1 Regular Council Meeting October 15, 2024 1. Award Diamond Directional Drilling for the underground directional boring for two new restrooms to be installed at Webster Dream Park and Central Park in the amount of $60,300.00. 2. Award Duluth/Superior Concrete Services for the foundation, slab, and sidewalks for two new restrooms to be installed at Webster Dream Park and Central Park in the amount of $34,013.50. 3. Approve R24-13810, a resolution requiring the repair by Soo Line Railroad of multiple at-grade railroad crossings in support of the Blatnik Bridge Reconstruction. 4. Approve R24-13811, a resolution requiring the repair by Soo Line Railroad of multiple at-grade railroad crossings. 5. Award Newgen Strategies and Solutions, LLC., for the Moccasin Mike Landfill Consulting Services in an amount not to exceed $157,500.00. 6. Waive the bidding requirements and purchase 530 garbage carts from Cascade Engineering in the amount of $30,680.00. MOTION to approve items 1 through 6 by Councilor Van Sickle, was seconded by Councilor Graskey, and carried. 7.3 Finance Committee (Special Meeting held September 26, 2024) Report from Councilor Sweeney. 7.4 Licenses and Fees Committee (No meeting to report) 7.5 Public Safety Committee (No meeting to report) 7.6 Committee of the Whole Meeting (No meeting to report) 8. SPECIAL COMMITTEE REPORTS 8.1 REPORTS WITH RECOMMENDATIONS 8.1.1 Golf Course Committee (Meeting held September 26, 2024) Report from the Chair. RECOMMENDATIONS: 1. Approve the 2025-2029 Capital Improvement Projects. MOTION to approve by Councilor Ledin, was seconded by Councilor Johnson, and carried. 8.2 REPORTS SANS RECOMMENDATIONS 8.2.1 Assessment Board of Review (Meeting held October 4, 2024) No report from the Chair. 2 Regular Council Meeting October 15, 2024 8.2.2 Parks & Recreation Commission (Meeting held September 26, 2024) No report from the Chair. 9. OLD BUSINESS 9.1 Approval of the 2025 Budget MOTION to approve by Councilor Ledin, was seconded by Councilor Graskey. MOTION to postpone to the November 6, 2024 Council Meeting by Councilor Moffat, was seconded by Councilor Elm, and carried. 10. NEW BUSINESS 10.1 MAYOR PAINE and HUMAN RESOURCES DIRECTOR CAMMI JANIGO recommends approval of the Service Agreement between Metamorphosis Coaching, Consulting, and Training (CCT), LLC, and the City of Superior, WI for leadership training and assessment with a cost not to exceed $99,499.00. MOTION to approve by Councilor Moffat, was seconded by Councilor Johnson, and carried. 10.2 PUBLIC WORKS DIRECTOR JANIGO recommends approval of O24-4366, an ordinance amending City Code Chapter 112, Traffic Code, Schedule J, Accessible Parking Zones, Remove Accessible Parking sign at 1804 John Avenue (both sides). MOTION to approve by Councilor Ludwig, was seconded by Councilor Elm, and carried. 11. BUSINESS BY PUBLIC 11.1 Councilor Herrick recognized Boy Scout attendees at the meeting.
